ORGANIZATIONAL BACKGROUND

CARE is a leading humanitarian organization fighting global poverty and providing lifesaving assistance in emergencies. Its programmes go beyond meeting basic needs at the onset of an emergency to helping affected communities recover and rebuild their lives long after the crisis ends. CARE has been providing assistance to communities in Somalia since 1981. It is implementing a variety of longer term development activities aimed at supporting the Puntland Government in the achievement of its development milestones. CARE works in partnership with the government, international NGOs, civil society, leaders and local authorities in order to bring effective and lasting change to the most vulnerable communities in Puntland.

PROJECT SUMMARY

Deegaankaagu waa noloshaada project -“Your environment is your life”, is an EU funded project that aims to combat rangeland degradation and hence contribute to MDG 1 as well as MDG 7. More specifically, improved and sustainable use of rangeland resources will contribute significantly to achieving MDG 1, target C, in Puntland State of Somalia, by bringing pastoralists, agro-pastoralists and other vulnerable rural people earning less than a dollar/day, above the poverty line. Moreover, restoration of rangelands will provide productive employment to rural populations through revived rangeland-based livelihoods and Cash for Work opportunities.
This initiative aims to reduce hunger and food insecurity in the Puntland State of Somalia by improving rangeland conditions, promoting sustainable use of rangeland resources, empowering local communities and strengthening institutional capacity of the Ministry of Environment to develop and implement a policy and operational framework for effective management of rangeland resources.

OBJECTIVE OF THE CONSULTANCY

The objective of this consultancy is to document the strengths & capacities of local management systems of rangelands so that subsequent support for Village Committees and Pastoralist Associations draws upon and complements these strengths and capacities rather than by-pass or over-ride them.

BACKGROUND OF THE CONSULTANCY

Customary law has always played a vital role in the management of natural resources in the arid and semi-arid areas across the Horn of Africa. Research has actually shown that customary law is not static but evolves to respond to changes in local and national context. Since the collapse of the Somalia government in 1991, many traditional forms of natural resource management and control systems were abandoned or ignored resulting to depletion of natural resource base and increase in resource-based conflicts. There are serious environmental concerns in Puntland such as wanton clearing of trees for charcoal production, active and advanced gullies that are affecting large chunks of pasture land and community infrastructures/assets as well as development of sand dunes. The degradation of rangeland conditions has significantly affected livestock production systems which are a major source of livelihood and the back bone to the economy of Puntland. This assignment is designed to document both current and historical community-based land use management systems and the role of the customary law as a control mechanism in order to inform the design of other activities.

This activity is meant to help the Puntland government and local communities to re-invigorate these traditional systems, clarify the rules, find out ways to enforce them better at village level and form the basis for scaling up these xeer-based (custom-based) systems to national level legislation.

SCOPE OF WORK

CARE is seeking the services of a reputable consultant with vast skills in customary-based resource management practices to document historical & current rangeland management practices to support development and implementation of an environmental law in Puntland. The consultancy will be conducted in close consultation with all relevant stakeholders, such as the MOEWT staff, regional and District authorities, Village committees (VCs) Pastoral Associations (PAs), local leaders, women, youth and project staffs. The consultant is expected to:

  1. Review all relevant existing studies/documents on rangeland management practices in Puntland and other relevant custom-based rangeland management practices.
  2. Consult all relevant stakeholders in rangeland management such as traditional clan elders, local leaders, MOEWT staff, regional and District authorities, Village committees (VCs) & Pastoral Associations (PAs) to identify traditional custom (xeer) based strategies (both past and current) used in:

I. The management of rangelands and other communal natural resources (water, wildlife & minerals).
II. The management and resolution of communal conflict arising from use of these communal rangeland resources.

  1. Which of the strategies identified in I &II above were helpful and could be revived for better management of rangelands and sound traditional mechanisms for conflict resolution, considering the changing cultural dynamics and livelihoods.
  2. Identify the roles played by the different genders and age-groups (young, adult youth, elders) with respect to rangeland resource management both in the past and current. Recommend those that can be revived to improve the current and future stewardship of rangeland resources in Puntland.

METHODOLOGY AND APPROACH

The work will be conducted in each of the project villages, as it is as much an exercise to document the historical practices, as well as start local dialogue about how they can be revived and how Puntland state can build new legal frameworks on some of those traditional mechanisms. Each village will be taken through an exploration of the historical mechanisms using PRA techniques such as timeliness, mapping etc, comparing them to today’s governance approaches and agreeing on ways forward to improve the systems.

In each location, participatory research techniques will be used to develop an in-depth understanding of historical land use management practices and customary law – and how these have evolved over time. The activity will help identify the strengths & capacities of local management systems so that subsequent support for Village Committees draws upon and complements these strengths and capacities – rather than by-pass or over-riding them. This is particularly important because traditional land use management will have been based upon the institutions of clans– rather than the more recently introduced Village Committees.

The participatory research will particularly focus attention on the management of communal rangelands and controls over grazing/water points as well as customary laws governing the use of rangeland resources and other critical flora.

CONSULTANCY PERIOD

The consultancy duration will be for a period of 50 days. Consultants are required to quote days required for preparation, field work, reporting, and editing to be included in their proposal bid. All travel, accommodation and meal expenses while at field will be covered by CARE. Note that dates might change based on flight schedules to Somalia, and travel might be required over the weekend.

DELIVERABLES

(i) A report covering historical & current rangeland management practices to support the development and implementation of an environmental law in Puntland.
(ii) The report should be able to identify traditional custom (xeer)-based strategies (both past and current) used in the management of rangelands and other communal natural resources (water, wildlife etc.) as well as traditional conflict resolution mechanisms.
(iii) The report should also identify how customary law has shaped the social, economic and political systems of Puntland.
(iv) Finally, the report should be able to recommend any good management practices identified in the consultancy that could be revived for better management of rangelands and conflict resolution, while considering the changes in local and national context.

QUALIFICATIONS

A suitable candidate should have;

• A postgraduate degree in Rangeland management, Natural Resource management or any other related fields.
• A minimum of 5 years working experience in rangeland management or Natural resource management in similar ecological system.
• Familiarity with traditional rangeland management approaches as well as customary-based conflict management and mediation techniques.
• Excellent analytical skills
• Ability to work in a team and willingness to travel to remote areas
• Good Somali language skills and ability to understand the context
• Previous work experience with the Puntland Government institutions and familiar with government/community structures and processes.

Somalia: Monitoring and Evaluation Specialist (Polio), P-3, Somalia: 364day Temporary Appointment

BACKGROUND: Somalia had been free of wild poliovirus since 25 March 2007, however on 9 May 2013, wild poliovirus type 1 was confirmed in a 32-month old child from Hamar Jabjab district of Banadir region, Somalia. In Somalia, weak routine immunization and a ban on supplementary polio immunizations in many areas for the past 4 years has created the largest known reservoir of unvaccinated children in a single geographic area in the world – an estimated 1 million unvaccinated children in 2012. So far 190 polio cases have been reported and is recognized as largest incidence of polio in the world in 2013. Somalia has also faced outbreaks of cVDPVs (circulating vaccine-derived poliovirus) in the past which signify sustained sub-optimal routine or supplementary immunization activities (SIAs). Even after so many SIAs, a significant proportion of child population is still left susceptible to poliovirus. The potential exists for an even larger outbreak with possible exportations to other Horn of Africa countries. To stop the spread of the virus in Somalia, continued prompt and vigorous responses are required.

Data related to polio, SIAs, C4D and EPI need to be systematically collected, collated and analyzed to effectively guide and manage the program. The progress need to be monitored and evaluated against a set group of indicators to identify weak areas and focus and revise strategies for sustained progress.

Monitoring and evaluation are essential components and are part of that comprehensive plan to halt the further spread of this poliovirus outbreak. Monitoring and evaluation of data stemming from communication, social mobilization, SIAs and routine immunization are crucial in further identifying high-risk groups and guiding operational innovations to improve Somalia’s ability to reach all children especially the large unvaccinated reservoir and to monitor the impact of the outbreak response. Working in close collaboration with WHO and implementing NGOs and supporting the Ministry of Health, UNICEF is one of the key partners involved in the emergency poliovirus outbreak response. UNICEF is leading the efforts to coordinate intensive social mobilization and communication activities, vaccine procurement, transport and management, and routine immunization, especially cold chain management. The poliovirus outbreak response seeks to recruit a highly qualified professional for a 12-month period to assist/support the country in developing and strengthening evidence-based measurable interventions in the field of communication, social mobilization, polio eradication activities and routine immunization.

The M&E specialist will be responsible for supporting the country on the analysis of SIA/EPI data, as well as other social and behavioral data where it is available, and will strengthen the capacity to use these data and develop measurable behavior and social change communication strategies for poliovirus outbreak response and routine immunization. The M&E specialist will support the country and national partners in identifying trends and patterns in the data to reveal aspects of immunization acceptance, operational performance and public sentiment around polio eradication and routine immunization. The M&E specialist will develop, manage and improve systems for entering, cleaning and storing quantitative and qualitative social data.

OBJECTIVE OF THE POSITION: Under the overall guidance of the Health Manager-Team Leader (Polio), and in close collaboration with the related staff, strengthen M and E aspects of polio eradication, C4D and EPI data collection, analysis, reporting and programme improvement for poliovirus outbreak response and routine immunization.

To assist in the development of national/zonal capacities for monitoring, evaluation in polio eradication/C4D/EPI and research, with special attention to the interest, concern and participation of government, community, and civil society stakeholders.

Job description • Develop M&E framework for polio eradication and Routine EPI including C4D strategies; monitoring indicators and targets; data sources; measurement and reporting methods; evaluation topics and methodologies; • Collect, consolidate, and analyse data related to polio, SIAs, EPI, and C4D against a set of indicators to monitor progress and effectively guide the programme through identification of areas of improvement • Develop, manage and improve systems for entering, cleaning and storing quantitative and qualitative social and other programme related data and strengthen the capacity to use it for measurable behaviour and social change communication and other strategies • Support in identifying trends and patterns in the data to reveal aspects of immunization acceptance, operational performance, and public sentiment around polio eradication and routine immunization • Lead efforts to agree on and implement ways to monitor and evaluate polio eradication, EPI, C4D and other child health strategies and strengthening approaches to gather and analyze data in a systematic and timely manner in the Somalia settings. • Establish mechanisms for periodic dissemination of polio/EPI bulletins, short progress reports, analytical reports, information sharing and feedback on Polio/EPI/C4D M&E issues. • Lead in development of national and sub-national capacities for monitoring, evaluation, and research • Coordinate within UNICEF at Nairobi and zonal levels, HQ and Regional Office , with MOH, WHO, key partners and stakeholders on monitoring and evaluation aspects of Polio and routine immunization.

DELIVERABLES: 1. Monitoring and evaluation system established to support polio outbreak response, routine EPI, and related C4D activities 2. Data routinely collected, consolidated, analyzed and results disseminated (at national, zonal and district level) to relevant stakeholders to inform strategic programme improvement 3. Training and capacity development for staff at the national, zonal and district level 4. Monthly progress report on polio eradication is generated and disseminated

QUALIFICATIONS AND EXPERIENCE: • Degree in public health, social sciences, development planning, statistics or related field and at least 5 years work experience in EPI or child health or public health programs. • Familiarity with the principles and current approaches to M&E in health programs. • Experience supporting public health projects with a maternal and child health focus. Specific prior experience in analysis of social data as part of polio or immunization campaigns desirable. • Strong knowledge and experience in monitoring and evaluation, data management and analysis of programmes in developing countries • Experience with database development and management in Access a plus. Experience of using any mapping (e.g., Arc-GIS, Health Mapper, etc), and any statistical analysis software (SPSS, EPI-INFO, STATA, SAS or similar) would be added value • Excellent organizational and time management skills and strong attention to detail. • Excellent writing and communications skills in English required. Organizational Context

The duties and responsibilities of the Sr. Field Security Advisor (Sr. FSA) include the safety and security of all UNDP staff, eligible dependants, eligible partners and contractors, resources, assets, facilities, programmes, and projects in addition to promoting, enabling and supporting UNDP programme delivery throughout Somalia while ensuring compliance with all United Nations security policies, procedures and regulations.

The primary objective of the deployment of the UNDP Sr. FSA is to advise on the protection of, and minimizing the risk to, UNDP staff, eligible dependants, property and operations in all locations and at the same time enabling UNDP programme delivery throughout SomaliatThis will be achieved through: • Advising that UNDP security support should feature prominently in the programming process at country office level as well as in the case of each individual project, from project identification, planning, budgeting, implementation and right through to monitoring and evaluation. • Strengthening the security arrangements of UNDP and maintaining a security network of international and national security personnel.

In terms of functional matters related to UNDP security, the Sr. FSA will report to the UNDP Security Office through the Regional Security Advisor, who will serve as the primary supervisor. At Headquarters level, UNDP BOM/Security Office (SO) will, through the Regional Security Advisor (RSA), provide policy and technical advice to the UNDP Sr. FSS/MCSA regarding the safety and security of UNDP staff, eligible dependants, property and operations within the context of UNDP’s development role, while dovetailing with and respecting UNDSS’s mandate and role, and working within the UN and UNDP security policy and framework.

At the Field Level, the Sr. Field Security Advisor will be supervised by the Country Director, who will serve as the secondary supervisor.

  1. Programming:

• Provide security policy guidance and security management support to the Country Director and CO management team enabling effective programme planning, implementation and delivery within the framework of all UN security policies and procedures. • Ensure the mainstreaming of security into all levels of programme design, implementation and delivery through the substantive monitoring of ongoing and future projects and programmes providing innovative and proactive support, direction and solutions where required. Serves as permanent member of project appraisal committee (PAC). • Review the impact of current as well as future potential security factors and trends on UNDP planning, programme design and delivery, as well as the possible impact that programme design might have on the stability and security, ensuring that possible support needs are identified and improvements are implemented. • Liaise and coordinate activities of partner organizations and counterparts in the planning, preparation and execution of missions, ensuring the safety and security of UNDP staff as the highest priority. • To protect and minimize the risk to UNDP staff, project personnel, property and operations in all locations and at the same time enabling UNDP programme delivery throughout the country. • Maintaining a security network of international and national security personnel. • Participating as a member of the security cell established by DSS in country.

  1. Threat and Risk Assessment: • Conduct a threat and risk assessment of operations in the districts and regions where UNDP projects are implemented, identify and implement appropriate risk mitigation measures. • Assist/provide inputs to UNDSS in preparing a comprehensive threat and risk assessment of the country to include all locations where UNDP staffs, dependants and equipment are present. • Assist/provide inputs to the Security Management Team through the UNDP Country Director (CD). • Assist local UNDP travel managers with risk assessments related to air travel.

  2. Security Plan and Business Continuity: • Work closely with UNDSS to ensure that UNDP procedures conform to the UN security framework. • Provide inputs and assist UNDSS in establishing, maintaining and updating the country specific security plan and contingency plans in accordance with the UN Field Security Handbook (FSH).
    • See that all UNDP personnel are included in the Security Plan of the respective duty stations, (including UNDP sub offices) being prepared by UNDSS. • Update the UNDP component within the country-specific security plan and contingency plans in accordance with UNDSS. • Train UNDP wardens and follow up on their specific needs accordingly for both international and national staff. • Provide security related contributions to the CO Business Continuity Plan, with guidance from the RSA/DRSA. • Take necessary action to secure security clearances for all UNDP staff travelling in security phase areas.

  3. Minimum Operating Security Standards: • Oversight of UNDP personnel and equipment for MOSS compliance. • Ensure that staff members are provided with; and proficient in the use of, safety and security equipment, including communications equipment, vehicle emergency equipment and personal security safeguards required for work in the field. • Establish internal communication systems and ensure UNDP communications are integrated into the appropriate UN Security Emergency Communications System. • Provide advice on selection and procurement of appropriate equipment for security (vehicles, telecommunications equipment, etc.). • Provide advice on the security of transportation and logistics. • Coordinate with DSS 24-hour response to all security related incidents involving UNDP staff and eligible dependents. • In coordination with UNDSS, and on behalf of the CD, ensure appropriate professional liaison with local authorities responsible for security, law and order, counterparts in diplomatic missions and municipal/civic/religious and traditional leaders.

  4. Information Management: • Provide timely and accurate security advice to the UNDP Management, programme managers, project managers and visiting consultants. • Provide a daily situation report (SITREP) and analysis of events, including when there is nothing to report, by phone, SMS or email to the Country Office management and BoM Regional Security Advisor. • Immediately report all security-related incidents involving UNDP staff and eligible dependents to the Country Director, RSA and UNDSS in country. • Ensure that UNDP programme staff members are provided with situation reports and other appropriate security-related information generated by UNDSS in a timely and efficient manner. • In cooperation with the HR unit, maintain updated UNDP staff lists, including details of visiting missions and consultants. • In coordination with UNDSS in country, establish good relationships with national law enforcement, military and civil intelligence authorities, counterparts in the Diplomatic Missions and municipal/civic/traditional leaders. • Encourage an exchange of information relative to risk management for UNDP programme implementation. • In coordination with UNDSS in country, conduct investigations of death of a staff/family member under suspicious and unclear circumstances. • Participate in inter-agency security coordination efforts. • In coordination with UNDP HQ and as assigned by the CD, conduct preliminary investigations in cases of breach of UN code of conduct by UNDP staff.

  5. Funds Management:

• Support mainstreaming of security costs. Monitors that all projects/programmes contribute resources to implementation of security measures. • Formulate and manage the annual work plan and related budget, initiates budget revisions. • Monitor that allotted UNMSM funds are budgeted in ATLAS in a timely manner. • Ensure that costs and expenditures remain within budgeted and approved limits through the monitoring of monthly ATLAS budget reports.

  1. Resource Mobilization

The UNDP FSAS expected to provide the following inputs: • Ensure that the security cost of doing business is included in all appeals and project descriptions. • Participate in the drafting of CAP and CAP reviews, to be presented to donors. • Provide inputs to donor reports, as required.

  1. Office and Residential Security: • Conduct periodic appropriate security assessments of UNDP premises and equipment and advice on shortfalls in security preparedness with recommended improvements and solutions. • Assist UNDP in developing and implementing office security requirements for regional offices and offices of UNDP-implemented projects. • Establish and implement access control mechanisms (visitor/vehicle screening) as necessary for UNDP and project offices based on the security phase. • Represent UNDP security interests in any common premises that UNDP occupies ensuring that staff safety and security are primary considerations. • Ensure that UNDP premises and international staff residences are MOSS and MORSS compliant.

  2. Managerial Functions • Ensure that the UNDP Security Team is adequately staffed by competent and proficient personnel with the appropriate skills and expertise required to enable the successful achievement of their respective functions and Country Office goals and objectives. • Manage, supervise and execute the work programmes for the Security Team, coordinating and preparing inputs, determining priorities and estimating required resources for the completion of outputs and their timely delivery. • Responsible for the full scope of human resources management of the Security Unit taking due account of geographical and gender balance and other institutional values. • Assist in the performance evaluation of the private contractors, suppliers and consultants providing security services to the Country Office, as required. • Serve as the first reporting officer on performance evaluations of all individuals assigned security functions (including local GS Security staff and/or more junior FSS staff). • Participate in the assessment processes for locally-recruited staff assigned to the security functions, and, in collaboration with the HR unit, ensures that recommended candidates meet all qualifications.

  3. Training: • Provide orientation and training to international and national staff members on security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement, such as curfews, restricted and dangerous areas. • Scheduling and implementing fire safety, first aid, and radio communications training for the appropriate staff members. • Contribution to knowledge networks and communities of practice. • Participation in the security trainings for the UNDP and allied UN agency staff members.

  4. General: • The Sr. FSA will, in consultation with the CD, respond to requests from the DO/DSS, to perform UN system related security tasks. • Any other security related tasks assigned by the UNDP Country Director.

    Impact of Results

The Sr. FSA’s priority of support and advice should focus on Country Office and UNDP programmes and operations in high risk areas. It is only through a rigorous support of policy understanding, risk mitigations and where necessary security training will the application of security management be fully implemented. Sr. FSA security support to the Security Office and country programmes will ensure continuous facilitation of safety and security of UNDP staff, enabling safe UNDP programme delivery and activities within the context of UNDP's development role, while dovetailing with and respecting UNDSS' mandate, and working within the UN and UNDP security policy and framework.

More specifically, the Sr. FSS/MCSA is to protect and minimize the risk to UNDP staff, project personnel, property and operations in all locations and at the same time enabling UNDP programme delivery throughout the duty station through: • Ensuring the UNDP security support is included in all aspects of the programming process at country office level as well as throughout individual project life cycles, from project identification, planning, budgeting, implementation, monitoring, evaluation and project closure. • Strengthening the security arrangements of UNDP offices, sub-offices, and guesthouses • Maintaining a security network of international and national security personnel. • Participating as a member of the security cell as established by UNDSS in country.

Background/Organizational Context

The UNDP Somalia Country Office has operated a cross-border operation from 1993 to the end of 2012; due to the prevailing security situation in Somalia, the Office was located in Nairobi. However, with the recent political development (adoption of Provisional Federal Constitution, selection of the New Federal Parliament, and election of the President and his Cabinet) the Office is now relocating fully to Mogadishu. UNDP Somalia is currently composed of two main Programme portfolios: Governance and Rule of Law (GROL), and Poverty Reduction and Environment Protection (PREP). UNDP Somalia programmes are further implemented through 2 Sub Offices in Hargeisa and Garowe and staff are required to undertake regular field missions.

The UNDP Somalia Country Programme (2011-2015) has one Outcome dedicated to the Promotion of Gender Equality and Women’s Empowerment with four specific Outputs: i) gender equality and the empowerment of women implemented through advocacy initiatives in partnership with civil society and public institutions; ii) women’s participation in peace building, representation, civil service and public life increased at all levels; iii) women are empowered in social and economic development; and iv) women supported by appropriately designed, implemented and enforced legal and policy frameworks in line with CEDAW and Security Council Resolutions 1325 (2000), 1888 (2009), 1889 (2009) and 1820.

In order to help ensure adequate mainstreaming of gender throughout the other three Outcomes (1). Somali women and men are better able to build peace and manage conflict, 2).Somali women and men benefit from more inclusive, equitable and accountable governance, improved services, human security, access to justice and human rights; 3). Somali women and men benefit from increased sustainable livelihoods opportunities and improved natural resources management) and to help design and implement new activities under Outcome 4) (Somali women and men attain greater gender equality and are empowered),, UNDP Somalia has recently recruited a Gender Specialist with advisory and project management skills and plans to establish a gender unit comprised of a small team of administrative and specialized programme support staff in Nairobi and Somalia, respectively. The Gender unit will work closely across all Country Office Programmes and Units as well as with relevant government counterparts and civil society partners.

The Gender National Programme Officer will report to the Gender Specialist. II. Organizational Context

The situation in Somalia remains fragile with continued political instability, climatic variability, and lack of basic social services. OCHA’s role is to coordinate effective and principled inter-agency humanitarian response and ensure that relief assistance reaches the people who need it in a timely manner. In line with OCHA’s global mission, OCHA Somalia continues to:

  1. Advocate for access to basic services, especially water, sanitation, education and health for vulnerable communities, including the collection, analysis and dissemination of information to humanitarian partners, and negotiation of access.
  2. Support the government efforts and humanitarian organizations in relocation of internally displaced and return.
  3. Coordinate the implementation of humanitarian response in Somalia with UN agencies and programmes, national and international NGOs and local authorities/communities as appropriate, with focus on strengthening the cluster approach.
  4. Enhance a protective environment that respects the human rights of all, including IDPs, returnees and minority clans.

III. Key Functions:

Under the overall guidance of the Head of the Jubas and Gedo regions’ field office, the HAA is expected to have comprehensive knowledge on the issues in the Lower and Middle Juba, South Central and Somalia as a whole; he is expected to play key role in ensuring the primary objectives of OCHA Somalia are met. This can be done by contributing to the following functions:

1) Analyse humanitarian situation

• Provide analysis of the operating environment, with the aim of assisting in the establishment of accepted frameworks for engagement and disengagement in areas of conflict.

2) Develop and implement proper strategies which will be suitable with local contexts

II. Organizational Context

III. Key Functions:

Under the overall guidance of the Head of the Jubas and Gedo regions’ field office, the HAA is expected to have comprehensive knowledge on the issues in the Lower and Middle Juba, South Central and Somalia as a whole; he is expected to play key role in ensuring the primary objectives of OCHA Somalia are met. This can be done by contributing to the following functions:

1) Analyse humanitarian situation

• Gather information on issues affecting the humanitarian situation, including political, security, social and economic developments, with a special emphasis on their impact on vulnerability, displacement and protection.

• Provide analysis of the operating environment, with the aim of assisting in the establishment of accepted frameworks for engagement and disengagement in areas of conflict.

2) Develop and implement proper strategies which will be suitable with local contexts

• Facilitate the development and implementation of strategies aimed at building the capacity of local authorities and communities to better respond to humanitarian crisis.

• Develop appropriate strategies to improve the application of humanitarian principles and develop ground rules for humanitarian interventions.

• Strengthen protection strategies in the relevant area of operation, in particular for women, children, and minorities and displaced communities.

3) Develop and maintain coordination and cooperation mechanisms among stakeholders

• Reinforce existing coordination mechanisms and assist in the establishment of new field coordination for a wherever required.

• Liaise closely with the Office of the UNDSS, UNSOM, UN agencies, NGO’s and other partners to ensure a safe and effective operating environment.

• Facilitate the coordination of humanitarian interventions through developing routine information and idea exchange with local and international aid actors, and participating in and facilitating joint field assessments, evaluations and routine monitoring mechanisms

• Support, in collaboration with UN agencies, NGOs and other local partners, the development and monitoring of the implementation of the Common Humanitarian Action Plan in the relevant area of operation.

• Improve participation of local actors in the relevant area of operation, including authorities, beneficiaries, and civil society, in the planning and implementation of aid activities.

4) Ensures facilitation of knowledge building and management focusing on achievement of the following results:

• Identify sources of information related to coordination. Identification and synthesis of best practices and lessons learnt directly linked to country policy goals.

• Provision of referral services for agencies without field representation to access national institutions and processes and for national partners to access the expertise of agencies without field representation.

• Sound contributions to knowledge networks and communities of practice.

• Organize trainings to UN staff on coordination issues. • Performs other duties as required.

INTRODUCTION These Terms of Reference (TOR) serve as a request for proposals from individual consultants who are interested in conducting an impact evaluation of SOS Children’s Villages International Mother and Child Health Care Programme in Mogadishu and Baidoa. Details regarding contents of proposals and submission procedures are explained herein. 1.1. Context of the humanitarian crisis (political, natural, etc): After more than two decades of civil conflict, Somalia is currently moving towards normalcy in terms of positive political and security developments as well as the commitment of the international community for a sustainable resolution of the protracted crisis in the country. However, the situation still remains extremely fragile. There is need to be sustained for joint and concerted domestic and international efforts to ensure national reconciliation, long-lasting peace, stability and state building. 1.2. Humanitarian situation: [A brief description.] Protracted conflict, the absence of a fully functioning government, and recurrent drought have greatly limited access to life saving support and basic services and adversely affected people’s ability to resume previous livelihood activities or find other sources of income. Due to the ongoing complex emergency the Somali people are rendered increasingly vulnerable to malnutrition, gender-based violence (GBV) and economic insecurity. The overall security situation in Somalia remains highly volatile and unpredictable. Recent reports from the Food Security and Nutrition Analysis Unit Somalia (FNSAU) reveal that 1.05 million people are still in Crisis situation, 1.67 million people are in Stress , and over one million people are internally displaced. According to UNHCR, more than 60,000 people have been displaced since January 2013. Recently displaced individuals and families are reported to be seeking refuge primarily in Mogadishu and Baidoa from Lower Shabelle, Bay and Bakool regions.
1.3. SOS Kinderdorf International’s (SOS KDI) response: SOS KDI objectives and strategies in the country: The objective of SOS KDI also known “SOS Children’s Villages International” in Somalia is to improve the wellbeing of children through the provision of long-term family based care for children in need. SOS KDI provides a permanent home to orphaned and destitute children until the time when these children are ready to be integrated into society and become contributing members of the community. When an SOS Children’s village is established, SOS KDI also establishes related facilities such as schools and medical centers in order to provide the children and the surrounding communities with needed services for the holistic development of the child. Another strategic objective of SOS KDI is to strengthen families to prevent the abandonment of children. In recognition of the threat of conflict and wars in the destabilization of families and subsequent abandonment of children, SOS KDI is mandated to provide emergency relief and medical services. The main strategic priority in such emergency situations is to save lives and reduce preventable morbidities and mortality rates with emphasis on improving the maternal and child health status of the community. Thus, SOS Emergency Paediatric and Maternity Hospital was established in Mogadishu, during the civil war, to respond to the emergency health and relief needs of Somalia. Other health facilities include SOS Medical Centre in Baidoa and SOS Emergency Health care Center in Badbado IDP in Mogadishu The SOS Children’s Villages International Mother and Child Health Care Programme in Mogadishu and Baidoa provides Primary health Care as well as secondary health care services such as in-patient and out-patient paediatric services, supplementary and therapeutic feeding to malnourished children, ambulance services, in and out-patient maternity services and Maternal and Child Health (MCH) services. 1.4. Justification and timing of the evaluation: The evaluation will commence on the 5th of March 2014. According to the FPA guidelines, evaluations must be carried out within 3 months of the end of the operation and the selected date falls well within the stipulated time. Conducting the evaluation in March will also give SOS KDI ample time to present the evaluation report alongside the final report. 2. PURPOSES OF THE EVALUATION 2.1. Overall objective The overall objective of this evaluation will be to determine the impact of the programme. 2.2. Specific objectives 2.2.1. To assess the impact and effectiveness of the activities implemented in SOS Emergency Paediatric and Maternity Hospital in Mogadishu, SOS Health Centre in Badbado IDP as well as the SOS Medical Centre in Baidoa. 2.2.2. To evaluate the efficiency of the programme in relation to beneficiaries, cost and timeframe of the programme. 2.2.3. To document the current figures of the Objectively Verifiable Indicators as found in the log frame 2.2.4. To make recommendations for improving future interventions. 2.3. Desired results The desired results of the evaluation are: • To document the impact of the programme with special emphasis on the impact the programme has had on women and children. • To provide commentary on the overall programme design, the intervention logic and an analysis of the strategy and methodology used in SOS Children’s Villages International Mother and Child Health Care Program. • To critically examine the log frame and verifiable indicators found in the original proposal and provide post-programme figures along with narrative explaining the reasons for under/over achievement. • To draw conclusions, make recommendations and state lessons learnt for future strategy and improvements in implementation of the programme. • To provide commentary on the current political, social and cultural factors impacting the implementation of the programme. • To document the communities’ attitude towards the programme 3. WORK PLAN The evaluation will be carried out in 3 stages based on the critical assumption that there will be sufficient security in the area within which the evaluation can be undertaken: Stage 1: Undertake a 2-day desk study analyzing all documents regarding the operation, context, previous operations, and partners involved in the implementation of the programme. These documents will be presented to the consultant who will then use the information to plan for the field study. During this stage, preparations for the field evaluation exercise will be finalized: key informants will be identified, resources will be mobilized and a final version of terms of reference and timetable for the field visit will be confirmed. Stage 2: During this stage, the consultant will hold preliminary discussions and interviews with key informants from SOS KDI National office staff and key medical personnel. The field work will consist of 3 workshops to be held at field level with key SOS staff at field level. Beneficiaries and partners should encourage free and frank exchange of views about the implementation and effectiveness of the intervention. Following the evaluation, a one-day workshop should be convened to discuss observations and findings of the evaluation with all the key informants. During this time, key statistics will also be gathered from the Hospital so as to provide figures for the Objectively Verifiable Indicators found in the log frame. Stage 3: This is the debriefing stage and submission of findings including recommendations and conclusions. • The first draft report(s) should be submitted by electronic transmission in accordance with the report format given below to SOS KDI no later than 7 (seven) calendar days after the consultant's return from the field. • The final draft will be submitted to SOS KDI no later than 10 (ten) calendar days after the return of the consultants from the field and should incorporate the comments made by SOS KDI based on the first draft of the report. 4. REPORTS 4.1. The evaluation will result in the drawing up of SOS Children’s Villages International Mother and Child Health Care Programme evaluation report written in a straightforward manner, in English, of a maximum length of 18 pages including the Executive Summary, which should appear at the beginning of the report. 4.2. The report format appearing below must be strictly adhered to: • Cover Page o Title of the evaluation report: o Country, Programme Name o Date of the evaluation; o Name of the consultant; o Indication that “the report has been produced and financed at the request of the European Commission. The comments contained herein reflect the opinions of the consultant only” • Table of Content. • Executive Summary. A tightly drafted, to the point and freestanding Executive Summary is an essential component. It should be short, no more than two pages. It should focus on the key purpose or issues of the evaluation, outline the main points of the analysis, and clearly indicate the main conclusions, lessons learned and specific recommendations. Cross-references should be made to the corresponding page or paragraph numbers in the main text. Member States receive each Executive Summary, which is also published on the ECHO Web Page. The consultant should take this into account when drafting this part of the report. The structure of the Executive Summary must be as follows: • Evaluated action. • Date of the evaluation. • Consultant’s name. • Purpose & methodology. • Main conclusions: These conclusions should refer to the main evaluation criteria and cross-cutting issues dealt with by the consultant and set out under the purpose of evaluation of the terms of reference. • Recommendations. • Lessons learned. Main body of the report: The main body of the report shall refer to the points listed under desired results. In-depth technical analysis of each intervention will be provided as an annex to the main report. It also shall elaborate, although not necessarily in the same order or following the same structure, the elements included in the Executive Summary. It will include references to the methodology used for the evaluation and the context of the action. In particular, for each key conclusion there should be a corresponding recommendation. Recommendations should be as realistic, operational and pragmatic as possible; that is, they should take careful account of the circumstances currently prevailing in the context of the action, and of the resources available to implement it both locally and internationally (16 pages maximum). • Annexes o Terms of Reference; o List of persons interviewed and sites visited; o Map of the areas covered by the operations financed under the action; o Abbreviations. 4.3. All confidential information shall be presented in a separate annex. 4.4. An electronic copy of each report (CD-ROM, Word format) including all annexes must be submitted together with the final reports' hard copies. 5. REQUIRED SKILLS FOR THE CONSULTANT 5.1. Evaluation will be done by a team of 3 experts with experience in the humanitarian field and in the evaluation of humanitarian aid in an emergency context. 5.2. The members of the team will work in close co-ordination. One of them will be designated Team Leader and will have the added responsibility of the overall co-ordination of the mission, of the elaboration of the Synthesis report and of the final coherence of the reports, both in terms of content and presentation. 5.3. The criteria that will be used for selection are as follows: 5.3.1. Method: The suitability of the proposed method for evaluating the impact of the programme. 5.3.2. Timetable/work plan: The timetable/work plan are realistic and meet the needs of SOS Emergency Paediatric and Maternity Hospital 5.3.3. Cost: The cost of the proposal given the availability of data, analysis, method, and other aspects of the proposal should be reasonable and feasible. 5.3.4. Experience: The level of training and experience of the consultants in undertaking impact evaluations and recommendations from organizations for which the consultant(s) have worked previously. 5.4. Proposals should include details on data use, indicators of impact, method, strategy for institutional analysis, work plan, costs, and should include CV of the consultant(s). 6. TIMETABLE The evaluation will be conducted within a month and the final report should be submitted not later than 24th March 2014

The American Refugee Committee (ARC) is an entrepreneurial humanitarian organization that assists displaced people to move from vulnerability to resilience, from impoverishment to a basic level of well-being, and from exclusion to inclusion. ARC, in partnership with USAID will work to enhance the resiliency of vulnerable and more viable households and communities in Lower Juba, Somalia. ARC will use a multi-sector, community-stimulated approach to develop their coping strategies and responses to external shocks and stress. ARC will enable strengthening of community groups’ ability to manage local infrastructure (e.g. wells, health clinics and VSLAs) and will leverage both indigenous and international experience, as well as innovative approaches to implementation of complementary health, nutrition, protection, WASH, and livelihood activities.

PRIMARY PURPOSE OF THE POSITION

American Refugee Committee is seeking a Program Director in anticipation of a USAID-funded program in Somalia. Under direct supervision of the Country Director of ARC for Somalia, the Project Director will oversee the implementation of this multi-year, multi-million dollar USAID program in Somalia. He/she will provide managerial oversight, technical expertise and strategic guidance to program staff, as well as leadership in coordination efforts with a number of implementing partner organizations.

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES
Program start-up

•Manage process of hiring, orienting and monitoring staff. •Establish staffing structure, operational and program management norms in accordance with ARC and donor policies and regulations. •Refine and implement financial and administrative procedures and policies as necessary. •Build a strong team, setting clear expectations with a focus on collaboration and achieving results. •Ensure the establishment of systems and procedures covering project implementation, including recruitment, training, monitoring and evaluation, administrative procedures, logistics and networking with partners and other organizations to ensure the achievement of goals and objectives set up in the project log framework.

Technical Guidance and Leadership (40%)

•Ensure the availability and utilization of tools and systems that support quality program planning and implementation. •Build the capacity of the program team, as needed, through trainings in community service provision and timely, standardized data collection and reporting. •Provide technical oversight in the integration of program components such as health, WASH, protection and livelihoods. •Travel frequently to ARC supported sites for supervisory visits and provision of routine technical guidance to program staff to ensure effective implementation of the project work plan.

Program Management and Program Development (40%)

•Facilitate partnerships with other organizations for programming and advocacy. •Develop, implement, and track work plans and action plans. •Ensure coordination of work/activities among all stakeholders of the project from all project sites, including government health facilities and with the Principal Recipient and its facilities. •Ensure systems and processes in administration, finance, logistics (procurement, maintenance and transport), office procedures, inventory, etc. are followed properly in all field sites. •Ensure the development of a data management tools and system in accordance with the monitoring and evaluation scheme for collection and maintenance of data integrity. •Review budget versus actual spending figures monthly and adjust activity plans accordingly. •Ensure maintenance of all program records. •Facilitate regular staff meetings to keep staff up to date on key matter and support open communication. •Participate and lead needs assessments, analyze, and organize data/information and disseminate to the team and stakeholders as required. •Set and approve changes to the staff work schedule. •Review and approve field purchasing, timesheets, staff leave, payments, finance reports, etc., within ARC policies and guidelines. •Orient new staff and conduct regular performance evaluation according to ARC policy. •Ensure staff compliance with all ARC field policies and procedures. •Ensure compliance with all Somali policies and laws (i.e. labor laws, etc) at the field level. •Lead the production of timely and high quality narrative and financial reports, proposals, and concept notes. •Assist with the development of resource mobilization strategies and revenue forecasts.

• Deliver on FSNAU’s Urban analysis, including improvements in urban survey methods and tools and analysis of shocks on the urban populations and urban thematic applied research. • Contribute to institutional capacity development activities through a provision of trainings, supporting and giving guidance in analysis to members of government and civil society targeted for capacity development • In close consultation with UNHCR Somalia, deliver on FSNAU’s internally displaced persons (IDP) analysis, including improvements in IDP survey methods and tools such as analysis of shocks on IDPs and IDP thematic applied research • Analyse civil insecurity situation in Somalia based on secondary and primary data collected by FSNAU and contribute to improved methods and tools for analysing/ collecting civil insecurity information • Develop and update urban, IDP and civil insecurity sector analytical framework including methods, tools, sampling approach and analysis plan used • Provide technical and managerial supervision of the FSNAU field analysts to deliver on planned urban and IDP assessments and analysis • In close collaboration with the baseline team, ensure protracted IDP specific indicators and analyses are included as appropriate in the urban baseline analysis. • Analyze and prepare written regular monthly reports on the Somalia urban, IDP and civil insecurity analysis contributing to FSNAU food security publications as required. • Plan and organise urban and IDP assessments, including seasonal assessments and any other required ad-hoc assessments, in close consultation with the Information Systems Manager and Food Security Technical Manager • When necessary as part of FSNAU’s core analytical activities conduct field work in urban and IDP analysis in all parts of Somalia. • Participate in livelihoods technical meetings and workshops, representing FSNAU as the Urban and IDP Analyst as well as Protection cluster meetings and deliver presentation as required. Also participate in other technical meetings and discussions to ensure effective contributions using FSNAU analysis and data. • Any other duties as requested by the Food Security Technical Manager or CTA. • Perform other related duties as required.

The American Refugee Committee (ARC) is an entrepreneurial humanitarian organization that assists displaced people to move from vulnerability to resilience, from impoverishment to a basic level of well-being, and from exclusion to inclusion.

ARC, in partnership with USAID will work to enhance the resiliency of vulnerable and more viable households and communities in Lower Juba, Somalia. PRIMARY PURPOSE OF THE POSITION
American Refugee Committee is seeking an M&E Coordinator in anticipation of a USAID-funded program in Somalia. This person will be responsible for M&E tool and systems development, roll out and quality assurance of M&E standards and practices, coordination of project staff preparation of donor reports, ensuring compliance with donor and ARC policies, and general leadership in technical guidance and oversight related to M&E.

MAJOR AREAS OF ACCOUNTABILITY
PRIMARY DUTIES/RESPONSIBILITIES
Technical and Systems Development

  • Development of Project Monitoring and Evaluation Plan (including development of relevant M&E indicators)

This can be done through an Employment Advisory Services (EAS) center to be set up in a TVET Center. The EAS center will train the graduates on “soft skills” which will emphasis on personal qualities, work habits and attitudes which make someone a good employee. SPECIFIC ROLES AND RESPONSIBILITIES

Provide Accounting support to the project and management while ensuring compliance with internal controls, donor regulations and budget restrictions

Record accounting transactions including coding of payment vouchers before making payment, and ensure an efficient, proper and transparent financial filing system of all documents relating to finance are maintained (e.g., monthly payment of bills, contracts, rent and local salaries.)

Prepare and examine accounting records, financial statements, and other financial reports and ensure accuracy, completeness and conformance to reporting and procedural standards

Plan for cash flow requirements for the project and submit updated cash forecast and monthly cash requests to the Project accountant on a timely basis.

Process and make payments as provided in the approved budget

Ensure timely recovery of all advances including travel and mid-month advances and provide monthly update of any outstanding advances to the Finance officer

Assist with facilitation of internal and external auditprocedures as required.

The overall UNDP Somalia Country Programme is strongly focused on post conflict recovery and consolidation of peace with human rights, gender, peace building and HIV/AIDS prevention as cross cutting issues for all its programmatic interventions, with two main portfolios:

(a) Governance and Rule of Law (GROL); and

(b) Poverty Reduction and Environment Protection (PREP).

The GROL programme responds to all four outcome areas outlined in the UNDP Somalia Country Programme: capacity-building for peace and human security, strengthened governance and rule of law institutions, systems, practices and services, increased livelihood opportunities and improved natural resources management, and gender equality. The Programme has six main components that are programmatically and operationally linked. The project components are: Access to Justice, Civilian Police, Community Safety, Institution Building, Local Governance and Constitution. The overall goal is to strengthen rule of law, governance and security.

The PREP Programme spearheads activities intended to support inclusive economic growth, promote local community economic recovery and sustainable livelihoods as well as enhance and promote environmental conservation and re-generation.

The Project Officer has been delegated the responsibility for achievement of project results in Somaliland. Within agreed constraints in the detailed work plan, the incumbent is fully accountable for the delivery of project activities and the achievement of project outputs in this area. VI. Recruitment Qualifications

Education: • Master’s degree preferably in peace, conflict and security, economics, business or public administration, political or social science, law, international studies, development studies or any other related field is a requirement.

• A first level university degree in a relevant field and minimum four (4) years’ relevant experience may be accepted in lieu of the advanced university degree.

Experience: • Minimum two (2) years (if holding advance university degree) or four (4)years relevant experience (if holding a first level university degree) relevant experience at the national or international level, is required; Proven track record of successfully assuming responsibilities of similar size and complexity;

• Technical expertise in community security, social cohesion, peace and/or conflict and/or other directly related fields.

• Supports the development of agreements for the government and NGO counterparts in forms of LoAs / MCGAs / Responsible Party Agreements; and

• Monitors activities of partners closely, feeding challenges back to Project management.

IV. Impact of Results

The key results will have an impact on the overall success of the specific areas of cooperation under the UNDP country programme. In particular, the key results will have a direct impact on the effectiveness on the design, implementation and outcome of key project activities results under the specific Programme portfolio.

VI. Recruitment Qualifications

Education: • Master’s degree preferably in peace, conflict and security, economics, business or public administration, political or social science, law, international studies, development studies or any other related field is a requirement.

• A first level university degree in a relevant field and minimum four (4) years’ relevant experience may be accepted in lieu of the advanced university degree.

Experience: • Minimum two (2) years (if holding advance university degree) or four (4)years relevant experience (if holding a first level university degree) relevant experience at the national or international level, is required; Proven track record of successfully assuming responsibilities of similar size and complexity;

• Technical expertise in community security, social cohesion, peace and/or conflict and/or other directly related fields.

• Experience in inter-agency coordination of development or humanitarian assistance, and working with the United Nations, is desirable

• Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages.

Language Requirements: • Strong written and spoken English skills

• Knowledge of Somali language is a requirement

VII. Terms of Service

This is a non-staff contract under the Service Contract modality of hiring of the UNDP. Individuals engaged under a Service Contract serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.
