The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 3500 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs The NRC Somalia programme is part of the NRC Horn of Africa & Yemen regional programme. Operations in the region began in Somaliland in 2004, expanded to Puntland in 2006, South Central in Somalia and Kenya in 2007. Since 2011, three more programmes have been established in the region: Ethiopia, Yemen and Djibouti. Recently the NRC South Sudan programme was incorporated into the region. Prioritised activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and distribution; and Information, Councelling and Legal Assistance (ICLA) . The Regional Office is situated in Kenya (Nairobi), with a country office in Addis Abeba (Ethiopia), Juba (South Sudan), Mogadishu (Somalia) and Sanaa (Yemen). NRC implements programmes in South Central Somalia, Somaliland and Puntland.
The Country Director (CD) is responsible for providing overall leadership of all NRC staff and activities within the NRC Somalia programme.
Job description National representation Development and execution of country strategy Overall responsible for all activities, personnel and the country management team (CMT) Safety and security of all staff Country level advocacy Responsible for overall resource allocation, mobilization and control Responsible for cost efficiency Ensure adequate country structures and systems Learning, training and development for all staff, including a strategy for national staff development Adherence to NRC policies Securing sufficient finances for the programme Establish a working environment based on NRC values Decision making authority for employment of National staff, involvement in recruiting expatriate personnel Ensuring optimal use of human resources Staying updated on all relevant political/policy issues Identify, initiate and follow up on advocacy issues Ensuring development and update of a Security Plan Ensuring staff adherence to security rules/guidelines Cooperate with UN/other agencies on security updates
Specific responsibilities Coordination and positioning for returns to Somalia and ensuring field operations are fully functional in areas of return in South Central Scaling up programmes in South Central with a particular focus on strengthening the Resilience Programme and capacity building of Government Ensuring that the Djibouti programme is fully operational and building stronger partnership with UNHCR

Qualifications Minimum 5 years experience from working as a Senior Manager/Country Director in a humanitarian/recovery context Relevant university degree or higher education, preferably in management, social sciences or international development Experience from working in complex and volatile contexts Documented/proven results related to the position’s responsibilities Knowledge about own leadership skills/profile Fluency in English, both written and verbal Knowledge of the Somali language is considered an advantage Valid International driver’s license Experience from humanitarian work in Somalia Knowledge of the context in Somalia and the Horn of Africa
