I. Position Information

Job Code Title: Programme Analyst Department: Governance and Rule of Law Programme Grade: P2 Supervisor: Governance and Rule of Law Programme Manager Duty Station: Hargeisa, Somaliland, with travel to other programme-relevant duty stations, such as Garowe, Puntland, and Mogadishu, Somalia.

II. Organizational Context

In 2011, UNDP Somalia started a new five-year programme that aims to deliver recovery and development assistance to Somalia. The programme is based on priorities identified by the Somali authorities. The strategy focuses on making progress towards peace and meeting people’s humanitarian and recovery needs by addressing gender issues, boosting social services, improving livelihoods, reducing poverty, promoting good governance and improving human security. To implement the UNDP Somalia Country Programme 2011 – 2015 UNDP Somalia comprises two main programme clusters: (a) Governance and Rule of Law Programme (GROL); and (b) Poverty Reduction and Environment Protection Programme (PREP). The GROL Programme is based on the Strengthening Governance and Rule of Law in Somalia 2012-2015 programme document. The focus areas under the programme portfolio are thematically interlinked and have been developed in an interdependent manner so as to assure systematic rollouts and presence across Somalia, thereby contributing to sustainable development through peace consolidation and good governance. The programme focuses on six areas which are all essential to the strengthening of governance and the rule of law in Somalia at national, regional and local levels. These are: fostering inclusive political processes, strengthening core institutional functions and systems, improving access to justice and the judicial system, strengthening police and security sector governance, enabling resilient local governance and service delivery, and enhancing community security and resilience. The overall objective is that Somali women and men benefit from more inclusive, responsive governance that enables improved service delivery and enhances peace. Under the direct supervision of the Governance and Rule of Law Programme Manager, the Programme Analyst will be responsible for management support to the GROL programme, ensuring timely and high quality reporting in all regions, and the development of cross project synergies; he/she will ensure implementation of the GROL programme portfolio. The Programme Analyst will advise on the formulation, management and monitoring evaluation of activities under the GROL programme relating to governance, institutional development and rule of law. The Programme Analyst will analyze political, social and economic trends relevant to the GROL programme and provide advice to projects and to programme management as necessary. Tthe Programme Analyst will have a strong capacity development focus, building knowledge and skills of national programme staff. The Programme Analyst works in close collaboration with the Programme Specialist (based in Mogadishu), the national programme staff (including NOA/B/C level based in Hargeisa, Garowe and Mogadishu), Projects and Partnership Unit and the operations team. The Programme Analyst will work in collaboration with programme staff in other UN Agencies, especially the Office of the Resident Coordinator. UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society, ensuring successful UNDP programme implementation.

III. Functions / Key Results Expected

Summary of Key Functions:

Implementation of the GROL programme strategy; Management of the GROL programme; Creation of strategic partnerships and implementation of the resource mobilization strategy;
Facilitation of knowledge building and management.

  1. Ensures implementation of GROL programme strategy focusing on achievement of the following results:

Thorough analysis and research of the political, social and economic situation in the Hargeisa, Somaliland, and if necessary other regions; Preparation of substantive inputs to UN documents such as SG reports, ISF, UNSAS, CPD and other documents, and relevant government and donor documents such as New Deal Compact and government reform strategies; Identification of areas for support and interventions within the governance and institutional development CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.

  1. Ensures effective management of the GROL programme, focusing on quality control from formulation to implementation of the GROL programme achieving the following results:

Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results: Initiation of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects; Coordination of programme implementation with relevant projects, identifying linkages and advising on cross-project synergies in governance and institutional development; Financial and substantive monitoring and evaluation of the programme, identification of operational and financial problems, development of solutions; Preparation of donor reports on activities, outputs and outcomes for the GROL programme; review and quality control of project level donor reports; Substantive inputs into design and formulation of GROL programme interventions within governance and institutional development, translating UNDP’s priorities into local interventions; Initial review of project implementation arrangements, such as Letters of Agreement, in accordance with UNDP rules and procedures.

  1. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Projects and Partnerships Unit (PPU) focusing on achievement of the following results:

Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities; Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

  1. Facilitation of knowledge building and management focusing on achievement of the following results:

Identification and synthesis of best practices and lessons learnt directly linked to GROL programme and CO policy goals; Support to the improvement of capacity of Programme staff and their understanding of UNDP rules and processes, including reporting, procurement, contracting, and management of Letters of Agreement; Organization of trainings for the operations/ projects staff on programme issues; Sound contributions to knowledge networks and communities of practice.

IV. Impact of Results

The key results have an impact on the success of country programme within Outcomes 1 and 2. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Resource Mobilization (Field Duty Stations)

Analyzes information/databases on potential and actual donors; Develops a database of project profiles. Identifies opportunities for project proposals for presentation to donors.

Promoting Organizational Learning and Knowledge Sharing

Generates new ideas and approaches, researches best practices and proposes new, more effective ways of doing things; Documents and analyses innovative strategies and new approaches.

VI. Recruitment Qualifications

Education:
Master’s Degree or equivalent in International Development, Public Administration, Political Sciences, Social Sciences or related field.

Experience: •Minimum of 2 years of relevant experience at the national or international level providing management advisory services/performing a management or coordination role in a development field; •Hands-on experience in design, implementation and monitoring and evaluation of development projects; •Previous experience in Somalia is an asset; •Experience in the usage of computers and office software packages is essential; knowledge of web based management systems, such as ATLAS, is desirable.

Language Requirements:
Excellent command in written and spoken English
