BACKGROUND: The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Puntland (Mudug and Nugal Regions), Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of GBV, livelihood, WASH and health reaching out to more than 200,000 conflicts and drought affected people.
In October 2013, the IRC started a Clinical Care for Sexual Assault Survivor (CCSAS) program in Galkayo South Hospital with the main aim of providing competent, confidential and compassionate care to sexual assault survivors. The program intends to build the technical capacity of health staff to appropriately support GBV survivors and to ensure their access to other appropriate services facilitating their healing process. The program also focuses on disseminating information among the community to enhance the timely reporting of GBV incidents.
SCOPE OF WORK:
Under the immediate supervision of the WPE Senior Officer, the WPE Officer will implement activities, with special focus on ensuring that survivors reporting GBV incidents to Galkayo South Hospital’s staff have access to competent, confidential and compassionate care according to international standards and guidelines. The WPE officer will also ensure that survivors are referred to other relevant service providers in the area, and will supervise, in collaboration with the WPE Senior Officer, the implementation of awareness raising activities in the community.
This position will be based in Galkayo South Hospital and IRC Office in South Galkayo with frequent travel within Mudug, Galmudug and Nugal Regions.
SPECIFIC RESPONSIBILITIES
• Support the WPE Senior Officer in sector programming and relations with local partners and stakeholders.
• Conduct mapping of existing GBV service providers in the areas of security, psychosocial support and case management in Galmudug region;
• Support the provision of GBV technical training and mentoring of health staff and community health worker;
• Support the organization of awareness activities aimed at increasing the timely and safe report of GBV survivors to the health facility;
• Support the health staff in collecting relevant data related to survivors and services provided;
• Be responsible for the referral of survivors to other service providers and follow up on their progresses ;
• Implement any other tasks requested by the WPE Senior Officer and WPE Manager

REQUIRED QUALIFICATIONS
• Bachelor’s degree in community development or other closely related fields.
• Fluency in written and spoken English and Somali.
• Minimum two years of GBV-related experience preferably in Somalia.
• Good attitude towards GBV survivors.
• Knowledge of international human rights standards, and familiarity with customary laws and legal developments, especially in Galmudug.
• Experience working in insecure environments on politically/socially sensitive topics. Willingness to frequently travel to other field locations.
• Strong interpersonal and communication skills
• Ability to work under pressure and without daily supervision
• Willingness to travel within Somalia;
• Knowledge of Microsoft Word, Excel and Email application software
