Center for Education and Development (CED) is a Non-Governmental, non-profit and non-political humanitarian and Development Organization established in 1992 with the main of advancement in education, humanitarian aid delivery and developmental programs in Somalia. CED works with vulnerable communities in order to eradicate illiteracy, insecurity, poverty, injustice and inequality. Its main areas of interventions include but not limited to education, emergency relief, livelihood, food security, agricultural support, Water and Sanitation,(WASH) Nutrition, Peace building, capacity building, environmental protection and women and youth development. CED has implemented projects funded by various partners including Oxfam Novib and its affiliates, UNHCR, UNDP, UNICEF, WFP, UNOCHA, FAO, and CARE International among others. Most of CED’s projects were implemented in Banadir Region (Mogadishu), Lower & Middle Shabelle, Galgaduud and Mudug regions of South-Central Somalia.

CED seeks to recruit qualified and committed Individuals to join CED team as a Senior Program Development Officer,
General Responsibilities
The Senior Program Development Officer under the direction and supervision of the Program Coordinator will be responsible for all aspects of managing program activities, designing and writing high quality proposals and reports. He/she will be responsible in managing the entire process of concept paper preparation, proposal writing and report writing of different projects from start to completion tasks. He/she will identify funding opportunities and will write concept notes and proposals for programs to donors. The Senior Program Development Officer will be based in Mogadishu, Somalia with frequent travel to Nairobi, Kenya.
Qualifications and Experience
- Masters degree in international development, humanitarian affairs, international relations, social science or other relevant area. Those with Bachelor degree and more than 7 years experience might be considered in lieu of the advanced degree.
- Minimum of 5 years humanitarian aid, recovery and development experience with experience in proposal writing under strict deadlines.
- Knowledge of monitoring and evaluation methodologies.
- Appropriate sector specific skills (Agriculture, Livelihood, WASH, Education, Nutrition, Shelter/Protection).
- Good program proposal design skills, including the capacity to prepare logframes and budgets.
