Trócaire has been working in Gedo in health & nutrition and education for the last 24 years. Currently Trócaire implements Health, Nutrition and Education Programme activities and at times uses local organisations working in Gedo in the livelihoods and education sectors as partners.
The programme is recruiting an Education Project Officer to oversee the implementation of the education component of the programme in Gedo Region of Somalia as per the donor regulations.

The Education Project Officer is reporting to Field Programme Coordinator on a fixed term contract for one year and is based in Gedo region of Somalia.
Key Duties & Responsibilities
Programme
· Lead in day to day management of education project including development, partnership management and coordination.
· Monitor the activities of the local partners according to the defined proposal and the work plan as well as the project impact
· Participate in education project design, funding proposals, donor and other reports.
· Report regularly on project activities, identifying progress, problem areas, and potential solutions.
· Anticipate program operations needs for education projects at all levels for the management to take lead in proposing course of action. Work with other program staff to remedy issues to ensure smooth financial operations, reporting, and tracking of the individual program actions.
· Develop work plan and develop monitoring tools for programming and financial monitoring.
· Support and supervise TVET Manager and the Board in the planning, implementation and monitoring of the Project
· Representation at key education meetings including the Ministry of Education and cluster meetings.
· Ensure programme quality control and downward accountability of the interventions.
· Reassess the situation in Programme areas as changes arise.
· Train partners to gather lessons learnt, best practice and stories of change across the program.
· Act as a contact point for the field office on all education operational and project issues, and ensure that field and Nairobi office concerns are addressed while adopting to organizations procedures
· Take the lead to coordinate field office agendas during education project monitoring visits by the team.
· Supervision of the education projects including monthly reporting of its deliverables providing regular reports against the projects work plans.
· Oversee and directly manage education projects implemented by Trocaire in the provision of technical support, development of logical frameworks and appropriate indicators.
Capacity Building
· As a part of this position the project officer will take a prominent role in organizing and facilitate capacity building for CECs, and TVET Boards. If any, including on job training, workshops, exchange visits and formal training courses in programme and organizational issues and other technical support where necessary.
Networking
· Where necessary and according to the context, liaise with MoE and local government officials ensuring that partners/Boards and committees keep local authorities informed of Trócaire supported Programmes.
· Accompany visitors (Trócaire or external) to the project areas and carry out promotional or media work as required.
Finance & Reporting
· Taking part in budgeting, and programme narrative and financial reporting in line with donor requirements including monitoring expenditure.
· Support monitor budgets and expenditure to ensure efficient and effective use of Trócaire and donor funds.
· Prepare quarterly, bi-annually and annual reports for Donors, Trócaire Somalia and HQ
· Keep Somalia Programme staff regularly informed of progress, impact of Programme and any problems encountered.
· Report writing and monitoring of deadlines for submission for all Education Donor Funds
· Perform other duties as required by the line manager.
Person Specification – Essential Requirements
(E) Qualification
· Bachelors of education
· Development studies / project management is an added advantage
(E) Experience
· At least 5 years of experience in Education Project management
· Experience working with the Ministry, local authorities, communities committees and partners.
(E) Skills
· Leadership and good interpersonal skills including the ability to listen; negotiation skills at different levels; flexible and adaptable to work under unstable environments and under pressure with limited support
· Strong writing and excellent communication skills in English and Somali.
· Good computer skills (Microsoft Office).
(E) Qualities
· Ability to manage and build capacity partner organizations and stakeholders.
· Good understanding and experience of Project /Programme management cycle, and participatory appraisal techniques.
· Demonstrates sound experience and knowledge of effective financial and budgetary control and grant management
· Knowledge and experience of managing or working on livelihoods and/or education programmes is desirable.
· Proven track record in high quality report and proposal preparation for donors
· Proven strategic and innovative thinker, recognising and ensuring individual strengths of the team are fully involved in planning, implementation and analysis processes
