I. Position Information
Title: Humanitarian Affairs Analyst (HAA) - UNOCHA Type of Contract: Fixed-Term Appointment (Local) Level: NOA Duty station: Mogadishu, Somalia Duration:1 year with possible extension
II. Organizational Context
Somalia has been passed through long decades of civil war and natural disasters. The humanitarian crisis in Somalia deepened in 2011 due to famine that killed hundreds and thousands of people. South Central was the worst hit, triggering massive displacement of people to Mogadishu city from adjoining regions like Bay, Bakool, Shabelles and Hiran regions
OCHA Somalia remains committed to playing this distinctive role in improving response and displaying its added value at all levels of the Somalia operation. Increasing its field presence and strengthening field cluster structures will be the priority for OCHA in 2013.
OCHA will further strengthen its presence in Mogadishu and continue to play a key role to support the Humanitarian Coordinator in the mobilization and coordination of an effective and principled humanitarian response. OCHA is particularly concerned that vulnerable communities, especially IDPs, and those at risk from natural disasters and conflict receive humanitarian assistance and protection, which meet their assessed needs and enable them to rebuild sustainable livelihoods.
- Advocate for access to basic services, especially water, sanitation, education and health for vulnerable communities, including the collection, analysis and dissemination of information to humanitarian partners, and negotiation of access.
- Support the government efforts and humanitarian organizations in IDP relocation and return.
- Coordinate the implementation of humanitarian response in Somalia with UN agencies and programmes, national and international NGOs and local authorities/communities as appropriate, with focus on strengthening the Cluster approach.
- Enhance a protective environment that respects the human rights of all, including IDPs, returnees and minority clans.
III. Key Functions: The Humanitarian Affairs Analyst will play a key role in ensuring the primary objectives of OCHA Somalia are met by contributing to the following: 1. Information Collection in support of Humanitarian Analysis and Response • Review incoming field reports, prepare summaries of field activities and flag important issues to senior management • Together with the gender advisor and the operations manager, contribure to the Consolidated Appeals Process (CAP), and CAP Mid-Year Review and End-year Review processes • Collect field information to monitor and improve ongoing responses, coordination activities and information products especially from a gender perspective • Gather and verify information on issues affecting the humanitarian situation, emphasizing opportunities for response from a gender perspective. • Establish relationships with key stakeholders, including non-traditional humanitarian actors, in areas of operation to ensure humanitarian information flow from OCHA to partners and vice versa and ensure their participation in operations. • Together with the PIU, prepare information on gender concerns for monthly bulletins and other information sharing documents / publications • Engage the GTG, the GBV Working groups, PSEA coordinator and other gender focal points to assist with sustainable coordination of gender related activities and work plans
- Coordination and partnership with humanitarian stakeholders
• Contribute to the existing coordination mechanisms and assist in the establishment of new field coordination wherever required. • Draft correspondences to stakeholders, Organize for meetings, take notes, disseminate the minutes, and prepare for field visits • Conduct briefings on the Somalia operation and field activities to new organizations and partners • Backstop the cluster coordination focal point when required.
- Capacity building and knowledge sharing
• In collaboration with the gender advisor and the operations manager • contribute to the development of a capacity building strategy Conduct trainings, dialogues and discussions with OCHA Staff, Cluster partners, UN Agencies and Donors on gender in humanitarian action in line with the strategy as required • Support the cluster coordinators, gender focal points and partners with information and training on gender in humanitarian action
IV. Impact of Results Play a strategic role in identifying gender concerns in humanitarian response and assisting to develop a plan to address these matters. Timely delivery of outputs with focus on high quality and standards including up to date information on gender issues. Form strong strategic linkages with all actors in the gender sector to help OCHA meet its objectives with respect to the coordination of humanitarian and emergency assistance.

VI. Recruitment Qualifications
Education: • Master’s Degree or equivalent in Gender studies, Political Science, Sociology, Law or International relations or any related field • A first level university degree with 2 years’ experience may be accepted in lieu of the advanced university degree.
Experience: • Up to 2 years of relevant experience particularly with an understanding of gender inequality and gender-based violence with a good understanding of how this manifests in the social and cultural context of Somali society and with an ability to gain access to communities. Basic knowledge of social science, development, humanitarian relief issues, or law is desirable Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.
Language requirements: • Proficiency in both oral and written English • Knowledge of Somali is a requirement.
