Job Role, Duties and Responsibilities

Under the overall supervision of the Officer in Charge (O.I.C.) FAO Somalia and the direct supervision of the Head of Unit, the National Administrative and Finance Officer is responsible for planning, coordinating and implementing administrative and financial activities for the FAO Somalia Office. Specifically, the incumbent will:

Provide support to the FAO Somalia Office in the areas of administration, finance and budget control

• Control all financial records and monitoring systems of the office and monitor all accounts; supervise and/or maintain imprest accounts; ensure that operational expenditures are in accordance with approved budgets and that all committing documents are complete and consistent; and report variations from budgets;

• Organize and/or retrieve, enter, select and analyze data from a wide variety of sources, including FAO’s corporate systems and data;

• Identify corrective measures to overcome administrative, financial, budgetary constraints and advise management on any associated matter requiring his/her attention; Perform risk analysis and monitoring;

• Ensure the complete and quality of data and documentation, including in the FAO corporate and local systems (BMS, FPMIS, DW, FAS, etc) for all disbursements and hard commitments; Act as financial controller;

• Issue financial and administrative correspondence for the country office; ensure the maintain of a filing administrative and accounting system; and provide Registry with master files containing key documents;

• Prepare analytical reports on programme, project and office accounts performances, as required; prepare special reports for budget preparation, audits, and other reasons; and liaise with local banks and financial institutions;

• Coordinate action concerning the closure of accounts and arrange for timely and adequate reporting, including identification of project financial and operational closure follow- up requirements ; • Monitor the receipt of Government contributions and ensure that all administrative clearances for the office are properly requested and obtained;

• Perform other related duties as required.

Min Qualification:

University degree in a field related to business or public administration or extensive work experience in relevant areas

Min Experience:

Min of 3 years of professional experience in the field of management, administration, accounting, budget or financial management, including supervisory experience and exposure to personnel management

Grade: SC-10
