THET is a specialist global health organisation that educates, trains and supports health workers through global health partnerships, strengthening health systems and enabling people in low and middle income countries to access essential healthcare.

In 2000, the THET and Kings College Hospital (UK) began working with health training Institutions in Somaliland to improve the skills and knowledge of health care providers. THET works in partnership with health training Institutions, health professional associations and Ministry of health by harnessing invaluable experience of UK partners to improve the health care system. THET Somaliland takes an integrated approach to Human Resources for Health and works at three levels:

• Individual health workers
• Training institutions and professional associations
• Government

Position: Programme Officer, Medical Education & Health Sector Regulation (National Position)

Location: THET Country Office, Hargeisa Somaliland.
Partners to supervise: Amoud & Hargeisa Universities (Medical Faculties), NHPC
Reporting to: Programme Manager

General tasks of the Programme Officer, Medical Education &Health Sector Regulation.
The Programme Officer will work in collaboration with the Programme Manager and the Partners to ensure that all aspects of Project Cycle management are implemented including but not limited to conducting assessments, planning & designing programme activities, participating in activity implementation, monitoring & supportive supervision to the Partners in the course of implementation as well as report on activity progress and document best practices.

Specific Tasks of the Programme Officer

• Assist the Programme Manager in planning processes of the project, including the development of project proposals, budgets, reports and tools to monitor progress and evaluate impact of activities for effective implementation. Ensure effective and timely implementation of outlined project activities.
• Prepare and submit Activity Concept Notes, Activity Funds Requests, Activity Reports, and Quarterly/Semi-annual and Annual Programme Reports.
• Supervise and provide assistance to Program Assistants and national Interns/Volunteers serving as a mentor and career development resource.
• Support AU, UoH Medical Faculties and NHPC, by:

 Working with them to develop work plans, budgets and other project documents.
 Working with them to conduct Organization Profiling and Capacity Assessments (OPCAs) and Capacity Building Work Plans
 Participate in training them in technical areas, including organizational management, program design, and monitoring and evaluation;
 Building Partner skills to effectively manage funds and program activities and to implement agreed programs;
 Managing and providing support supervision;
 Monitoring Partner activities and operations, including ensuring timely submission of Partner reports (programmatic, financial) to THET;
 Coordinating AU, UoH Medical Faculties and NHPC involvement in THET project activities, including meetings, trainings and other workshops.
 Providing additional support as needed.

• Ensure effective communication between THET and AU, UoH and NHPC; resolve conflicts as appropriate while observing THET policies.
• Liaise with the AU, UoH, NHPC and the beneficiaries to provide information on implementation and to address concerns expressed by the partners, in particular with respect to results and absorption of programme.
• Monitor the implementation and achievement of the programme and, to identify successes, challenges and lessons learnt and to assist with the selection of appropriate indicators and targets and identification of available baseline data.
• Assist with the identification of key risks and constraints to implementation and with the development of strategies to manage them .

Position requirements

• Degree in Health Sciences from a recognized Institution of higher learning.
• Minimum 3 years of (international) NGO experience in a similar position;
• Proven experience in project cycle management
• Excellent command of written and spoken English
• Experience in writing successful proposals with excellent writing skills and attention to detail;
• Computer literacy with high level of knowledge and practice with Microsoft Office package;
• Experience with bi- or multi-lateral donor requirements especially with UN Agencies, DFID and European Commission;
• Good conceptual and analytical skills;
• Willingness to travel to rural areas;
• Ability to work with tight deadlines for proposal development / reporting;
• Highly motivated self-starter.
