Somalia: Consultancy: Education Management Information Systems (EMIS) Assessment

UNICEF Somalia Country Office invites proposals from qualified institutions/companies to carry out an Education Management Information Systems (EMIS) technical assessment in Somalia.

The objectives are:

  • The Consultancy is expected to assist the Ministries of Education (MoEs) in Somaliland, Puntland, and Central South Somalia in conducting an assessment to identify the most appropriate EMIS software for the given context and needs.
  • The Consultancy is expected to analyse the option of decentralizing EMIS to the regional/district levels under the Somali context. The analysis is to include required basic infrastructure/capacities to operate a decentralised system including a cost/ benefit analysis in order to guide the MOEs on their discussions on decentralization.

Specific tasks:

  • Research the EMIS needs of MoEs for informed long term policy-making and resource projection;
  • Analyze the suitability of the current software and if found suitable, identify how the MOEs may fully manage and maintain the system;
  • If an alternative software is to be recommended, to identify alternative options that are sustainable and easily modified in order to deliver School Census each year. Such alternatives should be a platform to be used across the three zones, accompanied by detailed pros and con, cost benefit analysis, usability, etc.;
  • For the recommended software, identify the prerequisite skills and competencies for staff required to operate the system;
  • Design realistic plans and actions for software/methodology transitions if alternative options were to be recommended;
  • Analyze the required basic need (infrastructure/capacities to operate a decentralised system including a cost/ benefit analysis) that will serve as the technical inputs on the decision-making discussions for EMIS decentralization; and
  • Present the work to the Education Sector Committee (ESC).

Scope of the Work:

The bulk of the work will be done in the capital cities of the three zonal regions (Hargeisa, Garowe, and Mogadishu). In this regard the consultancy will involve extensive visits to the said locations during the assignment provided that security allows and with approval of the United Nations Department of Safety & Security.

After successful completion of this phase of consultancy, there may be a second phase of capacity development based on the findings.
