Short Term Expert (Trainer) for Procurement Training
Key tasks
The assignment consists of the following tasks:
- Preparation of the course content and materials in line with the CSP Trainer Guide and ensuring relevance to the SDF and the CSP target groups. This includes the development of:
a A detailed course programme, outlining per training session what content will be covered and how (i.e. presentation by the trainer, sub-group work, individual exercise etc.). The programme needs to take into account breaks for prayer and refreshments/lunch (see Trainer Guide). The programme should also indicate any homework to be assigned. Homework assignments can take a maximum of 0.3 day per week to complete. They should be very practical in nature (e.g. assignments for which the trainee can draw on experience from his/her work) and avoid massive reading.
b The materials to be used during the course, including PowerPoint presentations, practical assignments, hand-outs and any homework assignments.
- Preparation and conducting of pre- and post-training assessment. This includes:
a Preparing tailor-made test questions for a pre- and post-training assessment questionnaire, based on a standardised format set out by the CSP;
b Ensuring that the questionnaires are filled in by the trainees, before and after the course;
c Correction of the test questions.
- Delivery of the training, to the number of groups mentioned above, and following the CSP philosophy of the training being interactive, practical, participatory and lively. This includes:
a Covering the subject matter theory (through lectures, hand-outs etc.) as well as the practice (through assignments, role-plays, work in smaller groups etc.);
b Any homework to be assigned in between classes, explaining it in one session homework and discussing it in the next one (usually after one week).
- Consolidation of the materials and contributing to the development of the CSP Project Management Manual. This includes:
a Handing over of all course materials, logically compiled and organised on one USB stick, to the CSP Team;
b Drafting of a chapter on the course topic for the CSP Project Management Manual, following instructions from the CSP Team on structure, format, level and style (as set out in the Trainer Guide). The chapter needs to deal with the concerned topic in a way that is tailor-made to the Somaliland context.
- On the last day of the assignment: providing specific advice and support to individual trainees from the various PMTs, Ministries or Agencies, on the basis of demand.
- Train a national trainer (an ‘understudy’) - working for or associated with CSI - while developing and delivering the course. The national trainer will have training experience but may have limited knowledge of the concerned topic. The international trainer will support the understudy to develop skills and knowledge on the subject. The last session(s) may be given by the understudy if s/he has reached the required level.
- Prepare and submit a Training Report, in line with the format provided by the SDF Secretariat, formally completing the assignment. The report should include:
a. Introduction;
b. Course objectives, programme and methodology (incl. material provided);
c. Pre- and post-course assessment;
d. General observations, lessons learnt and recommendations for follow-up.
Timing and duration
The input is a total of 21 days over the period of either 1 – 28 February 2015 or 1 – 28 March 2015 (to be determined). The days are broken down as follows:
- 2 days for travel
- 3 days for course preparation
- 12 days for course delivery
- 1 day for any advice on the topic to trainees/organisations as requested
- 3 days for drafting of the Training Report and Project Management Manual Chapter
1.Arrangements
- The TA will work under the overall supervision of the Capacity Development Coordinator and the SDF Team Leader/Fund Manager;
- The TA will also work closely with the CSP National Capacity Development Expert;
- The SDF Secretariat will arrange all transport by road or air as needed.
Required Qualifications/Skills
· At least a Master’s degree or equivalent in a related field. In the absence of a Master’s degree, qualified candidates with a Bachelor’s degree and at least 10 years’ experience will be considered;
· At least ten years of experience working in East Africa;
· At least eight years of experience in the concerned course topic;
· At least five years of experience in designing and delivering training to trainees from/in developing countries, of which at least two years in the concerned course topic;
· Demonstrated excellent command of spoken and written English;
· Proven interpersonal and diplomatic skills.
· Proven skills in developing and producing course materials.
