OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION
In 2012, after a long and troubled transition, a new political dispensation was found in Somalia, with the adoption of the Provisional Constitution, the selection of a new parliament, the election of president and formation of a new government.
For the Federal Government of Somalia to fulfill its mandate and meet expectations of the Somali people, as well as being able to assume gradually the capacity to deliver services to the population, Somalia’s public institution need to reconstitute cross cutting and central capacities at all levels of government.
The challenges faced by the Federal Government in strengthening its public sector institutions are enormous. The long civil war and looting have destroyed physical insfrastructure, equipment and the institutional memory of most government agencies and ministries. There is a lack of clarity on the mandate and functions across Federal Government Institutions and between the federal and subnational levels of government. Clear institutional mandate and policy frameworks are mostly absent and lead to competing and overlapping functions. The functional assignments of revenue and expenditure for each of government entailed by the Federal Constitution have been clearly spelled out.
Staff capacity is low across the whole spectrum of government institutions with limited mechanisms to identity and redress these capacity gaps. There are currently virtually no training avenues for government employees, majority of whom lost the opportunity to develop technical and professional skills through a formal system of quality eduction.
The New Deal (endorsed in Brussels on 16 September 2013 by the Government and development partners) offer ways for an inclusive country-led and country-owed transition out of fragility, focusing on medium and long term priorities and on the needs of Somalia and its people.
To deliver on the priorities and commitments on public sector capacity development identified in the Somalia Compact, the government will establish an Institutional Capacity Development Flagship Programme, jointly supported by the World Bank and development partners. The objective of the proposed Flagship Programme is to “enable the government to fill critical capacity gaps in the civil service and to strengthen the capacity of key ministries and agencies to perform core government functions”. The proposed Flagship Programme consists of three components focusing on:
· Developing capacity for core government functions
· Strengthening the frameworks and procedures for civil service management
· Strengthening capacity at the centre of government to effectively coordinate policy and lead reform
While the full Flagship Programme is expected to be operational late 2014, the present assignment takes place in the context of the joint partners – World Bank short term support (till the end of 2014). The objectives of the short term support are to design and initiate activities and help build cross governmental support for the Flagship Programme.
· Based on the proposed Flagship Programme, the short term support focuses on following six interrelated areas to assuring that the government of Somali has ownership of and can be begin to implement its institutional Capacity Development Flagship Programme.
· Establishing a government led capacity injection mechanism to fill urgent capacity gaps in key institutions;
· Review of training and professional development options;
· Developing and implementing a Civil Service Management Framwork;
· Supporting a review of the institutional machinery of government;
· Strengthening central policy making and coordination functions; and
· Identifying options for rolling out the Programme in Puntland
The first element of the assignment concerning the implementation of the short term support programme to the Federal Government, the national consultant will be required to:
· Support the coordination of a team of international and national consultants hired under the short term project to assist government institutions and ministries at federal level.
· Provide substantial contributions to the development of the medium term (3-4 year) programme to support institutional Capacity Development to the Federal Government of Somalia.
The second element of the assignment is the development of our client’s approach towards supporting the newly emerging states in South Central Somalia. After long periods of instability, recently the negotiations between the different regions and the federal government of Somalia are leading to the establishment of new federal states. Our client is requested to support the state building processes. In this context, the national consultant will be required to contribute to:
· Consolidate lessons learned of approaches in working with emerging government structures in newly established states, districts and other government levels after or during periods of civil unrest, war and other crisis situations, in Somalia and elsewhere and translate these into an approach for our client to engage with the emerging states in Somalia;
· Design immediate, short term and medium term development programmes with the different emerging states, while ensuring a coherent and coordinated approach between different projects and coordinated approach with other UN agencies, other international actors and other key partners on Federal and emerging state level.
· Assist the implementation of immediate support action to the emerging Federal Members States.
GENERAL FUNCTIONS
Objective
Through the present consultancy assignment, our client seeks to coordinate with a team of international and national consultants hired under the short term project to assist government institutions and ministries at federal level.
In supporting the overall coordinator, the national consultant is expected:
· To support the coordination of a team of international and national consultants hired under the short term project to assist government institutions and ministries at federal level.
· To provide substantial contributions to the development of the medium term (3-4 year) programme to support institutional Capacity Development to the Federal Government of Somalia.
· To facilitate the coordination with the national partners
· To take on specific assignment as agreed with the coordinator, with specific reference to work to be implemented at the premises of the national partners.
· To work in close coordination with our client, World Bank and counterpart government institutions and ministries and act as overall coordinator for various consultancies procured under short term support project.
The Coordinator will be assisted by a full time national coordination officer.
Scope of Work/Expected Output
The scope of work includes coordination of the work of a team of consultants hired short term capacity development project and to maintain an effective liaison with the beneficiary government institutions and ministries.
The Federal beneficiary institutions include the Office of Prime Minister, the Ministry of Labor and Social Affairs, the Ministry of Finance/Aid Coordination Unit, the Ministry of Planning and the National Civil Service Commission.
Specifically, the national consultant is expected to contribute the following activities;
1st Element
· Coordinate the work of a team of international and national consultants hired under the short term capacity development project.
· Maintain an effective liaison with the beneficiary government institutions and ministries
· Organize workshops and conferences to disseminate and discuss the various deliverables produced under different consultancies at the federal level.
· Regularly update our client and World Bank on the work of consultants.
· Prepare and submit monthly progress reports to our client on the progress of short term capacity development project.
· Prepare a consolidated overview of the reports generated under various consultancies at federal level.
2nd Element
· Consolidate lessons learned of approaches in working with emerging government structures in newly established states, districts and other government levels after or during periods of civil unrest, war and other crisis situations, in Somalia and elsewhere and translate these into an approach for our client to engage with the emerging states in Somalia;

Monitoring and Progress Controls
· Inception Report prior to star of work clearly spelling out the approach and work methodology and mutually agreed upon timeless of various deliverables.
· Monthly progress reports on work done and challenges faced/concerns.
· End of assignment report summarizing overall details of the assignment and lessons learnt.
Final Product / Deliverables
Expected Results:
The national consultant is expected to contribute to the following results:
· Reporting
o Inception Report clearly spelling out the methodology and approach
o Monthly and Quarterly Progress Reports prepared and submitted
o End of assignment report prepared
· Consultancy Supervision
o An agreed upon and consolidated workplan for all the consultants working under his/her supervision at federal level.
o Effective supervision and coordination of the work of a team of international and national consultants
· Partner Management
o Effective liaison with the counterpart government institutions and ministries in relations to the work of the consultants in respective offices
o Effective liaison with relevant international agencies
· New Emerging State Support
· Effective management of immediate and short term support activities
· Programming
o Substantial contributions to the medium term programme to the Federal Government
o Drafting of immediate and short term support programmes to the newly emerging states
Review / Approval Time
· Approval and payments will be made within 14 days of the successful completion of agreed milestones and submission of the timesheet.
ESSENTIAL EXPERIENCE
Education
· Advance university degree in Public Administration, Economics, Human Resource Management or Business Administration with major in HR or equivalent
Work Experience
· Minimum 10 years’ professional experience of working at senior level position in or with government preferably in the field related to Public Administration / Civil Service Reforms
· Proven ability to deliver results in complex and challenging environments, and to translate strategies and good practices into practical and feasible solutions.
· Demonstrated ability to effectively communicate orally and in writing
· Excellent interpersonal skills, ability to build consensus and good judgement in dealing with politically sensitive issues.
· Prior experience of working in the field of organizational development, preferably in fragile states is an added advantage.
