OVERVIEW OF THE POSITION

Our client mandate is to act as a project delivery platform for humanitarian system agencies, funds and programmes, international and regional financial institutions, intergovernmental organizations, donor and recipient governments, and non-profit non-governmental organizations. As a self-financing entity within the humanitarian system, our client must ensure that the projects it delivers meet client expectations in terms of cost, quality and time, while at the same time ensuring that these projects collectively meet a broader array of success criteria.

Our client’s Kenya Operational Hub (KEOH) has over twenty years of experience working in East Africa, including large scale infrastructure projects. With a flexible and responsive presence throughout the region, our client is able to scale up rapidly, through various mechanisms into high risk areas which have proven to be beneficial to partners.

KEOH has its own Physical Infrastructure Unit (PIU) which consists of design production office and engineering project management cell, consisting of civil, structural, M&E engineers, architects, design draftsmen and quantity surveyors. This team is supported by its own in-house procurement specialists and logistics support group who perform the tendering and admin support for all projects undertaken by the PIU. The PIU is providing design and implementation support via its team of site engineers based in Kenya, Burundi, Seychelles and throughout Somalia. All design drawings, specifications bills of quantity and tender documentation are prepared in-house to ensure the highest quality, standards and contractual transparency.

KEOH-PIU offers services that are complimentary to the front end of any physical infrastructure project including, feasibility studies, construction assessments, developing standard systems and manuals for infrastructure development with local government counterparts, detailed construction design and documentation with BOQ’s and specification. It offers complete turnkey solutions to serve its clients’ needs.

GENERAL FUNCTIONS

Horizontal Structure Engineer is responsible for assisting with all construction management tasks and design work required to ensure timely, cost effective and quality delivery of the projects. He/she reports to the PIU Project Manager and may be required to undertake the following tasks:

Provide the following project related activities

· Represent our client and its clients at meetings with official and local and national authorities

· Responsible to oversee the implementation of works for the specific projects and maintains the necessary and appropriate means in monitoring progress of works according to contract schedules, specifications and project plans.

· Act as the responsible focal point for the specific projects she/he provides support and guidance and assists in resolving site problems, as necessary.

· Responsible for on the site supervision of technical personnel and consultants assigned to the project by the PIU Manager, and assists in the completion of the evaluation of their performance on their assigned duties.

· Maintains his attendance full time on the project site in order to identify the existing problems and provide appropriate solutions through application of sound engineering standards in consultation with the Deputy PIU Manager and PIU Projects Engineer.

· Responsible on updating the list of unit prices for construction materials and labor costs and also the preparation of a database for the available materials and suppliers of the construction industry in the local market.

· Responsible for preparation of progress reports on construction activities and submission of such on a weekly basis to the PIU Contracts Manager

· Assist in the identification, evaluation, selection and supervision of building contractors for specified project work.

· Provide assistance in improving skills and know-how in engineering practices for personnel engineers in the field.

· Undertake reviews of designs and bills of quantities specific to their field of expertise

· Prepare project implementation programs and/or review and advice on programs submitted by others.

· Ensuring works are carried out in accordance with contracts, specifications, drawings and etc.

· Assist in preparing bid documentation and subsequent bid analysis.

· Undertake measurement of site works in support of contractor payment requests.

· Overseeing technical aspects of contracts and provide guidance to contractors where required.

· Maintenance of project documentation

· Perform any other duties as may be requested by the PIU Manager

Planning and documentation for future projects as directed by the PIU Project Engineer. Including activities such as:

· Estimation and evaluations

· Producing Bill of Quantities / Specifications / Drawings

· Surveys

· Needs Assessments

Carrying out other tasks as assigned by the PIU Project Engineer (specifically responsible for):

· Preparation of meeting agendas, minutes, project coordination meeting minutes and contractor meeting minutes for PIU Project Engineer approval.

· Undertake full Structural Engineering design services for the construction of infrastructure.

· Assist the PIU Project Engineer on supervision of external structural engineering consultants commissioned to support designs works for construction.

· Develop and check complete Civil Engineering Bill of Quantities suitable for tender of the works.

· Identify the required building standards and specifications to support our client’s Civil Engineering

Designs documents for incorporation into ITB’s and subsequent construction contracts

· Produce program of works to identify all timelines for the implementation of the construction

· Produce Structural and Civil Engineering design reports

· Written and verbal translation as required

· Liaise with Recipient and other government agencies as needed

· Liaise with the field based design and contractor offices as required

· Produce contractor instructions for signature by PM and maintain register

· Responsible for formal document issue and registers, including:

· Bill of Quantities

· Specifications

· Site Instructions

· Engineering Standards

· Providing technical support to project procurement and finance specialists where needed

· Setting Operational Health & Safety example on site through exemplary behavious and identifying deficiencies

· Undertaking site monitoring and oversight through frequent site visits

Monitoring and Progress Controls

· Active participation in weekly Project Engineer / Project Manager progress meeting

· Active participation in weekly project staff meeting

· Maintaining, accurate, quality and completion documentation as identified in responsibilities above.

· Chair and record site progress and technical meetings with implementing partners, stake holders and end users.

Final Product

· Ensuring works are carried out in accordance with contracts, specifications, drawings and etc. with the best quality standards and in the stipulated time frame of Constructions, within the available finance constraints.

ESSENTIAL EXPERIENCE

Education

· Degree Civil and Structural Engineering

Work Experience

· At least 2-5 years of relevant experience

· Previous experience in developing countries and knowledge in the country context related field.

· Candidates with experience working with the humanitarian / development agencies will be well regarded.

· Candidates with experience working on international / local projects in conflicts / disaster prone areas will be preferred.

· Experience in contracting and / or consulting environment is also an advantage
