Objectives of the role:

DAI seeks technical experts for an anticipated DFID-funded project in Somalia, Promoting Regulations and Inclusive Markets (PRIMS). This market development project, expected to begin in Q4 of 2014, seeks to address constraints to the Somalia private sector. Positions are expected to be based in Kenya, Somalia, Puntland and Somaliland.

Candidates with experience in the following areas are encouraged to apply:

• Market Development Specialist –Requirements: Minimum of 8 years’ working at the cutting edge of development, product and business development; strong working knowledge of the Somalia private sector; understanding of the M4P approach to Market systems development, knowledge of either the livestock or fisheries sectors in Somalia would be an advantage; Experience working in value chain development. Strong local network of private sector and business leaders and development experts; previous experience working with DFID preferred.
• Market Development Officers– Requirements: Minimum of 3 - 5 years’ working at the cutting edge of development, product and business development; strong working knowledge of the Somalia private sector; understanding of the M4P approach to Market systems development would be an advantage, knowledge of either the livestock or fisheries sectors in Somalia preferred; Experience working in value chain development; Strong local network of private sector and business leaders and development experts.
• Communications, Learning and Knowledge Management Coordinator– Requirements: At least 5 years of progressively responsible work experience in the area of knowledge management; advanced degree in a relevant field; 2 or more years of experience working with online communities and web-based systems for knowledge sharing and collaboration; demonstrated technical leadership, capacity and experience to provide vision and direction to learning and knowledge management activities; and experience facilitating host-country ownership of communications and outreach products.
• Investment Climate Reform Specialist– Requirements: Minimum of 8 years working at the cutting edge of development, with a focus on business enabling environment; understanding of the Somalia investment climate; experience supporting both cross-cutting legislative reform and sector specific reforms (livestock, fisheries, poultry and food crop); experience in institutional capacity building and local ownership; experience in legislative reform and public-private partnerships; knowledge of trade facilitation is an advantage; experience in public-private dialogue is an advantage.
• Business Advisor– Requirements: Minimum of 5 - 7 years’ working at the cutting edge of development, product and business development; experience working with SME’s to grow and scale and capacity building of business service providers; strengthening of business plans, marketing, operations and financial need of SME’s. strong working knowledge of the Somalia private sector; strong local network of private sector and business leaders, development experts, mentors, investors, development programs and NGOs.
• Investment Advisory Specialist– Requirements: Minimum of 8 years’ working at the cutting edge of development; experience working with venture capital, private equity or impact investors; strong local network of private sector and business leaders, development experts, mentors, investors, development programs and NGOs; experience providing advisory services to SME’s to become investment ready; experience working with corporate sponsors and investors; strong working knowledge of the private sector.
• Grants Manager/Officer– Requirements: 3-5 years of experience in DFID grants design and administration, management and oversight; Bachelor’s degree in a relevant field; at least 5 years of progressively responsible work experience in the area of grants management; and familiarity with DFID contract and grants management policies and procedures.
• Gender Advisor –Requirements: 5 years of relevant professional experience designing and implementing activities to mainstream gender equity strategies into development programs; experience working with the private sector is highly advantageous.
• Monitoring & Evaluation Expert– Requirements: At least 5 years of professional experience in M&E, including developing and overseeing performance management plans, baseline studies, and overseeing field-based M&E systems for donor-funded programs.
• Finance and Logistics Officer -Requirements: at least 5 years relevant work experience in financial management on DFID-funded programs; demonstrated understanding of accounting best practices and rules and regulations for DFID project administration.

General Requirements:

• A demonstrable track record of achieving results in the projects; and
• Demonstrated ability to work effectively with communities, civil society, local government representatives, and other stakeholders across Somalia;
• History of working with DFID preferred;
• Strong oral and written English communications skills;
• Fluency in Somali is a distinct advantage.
