Chemonics seeks a chief of party for the anticipated three-year, USAID-funded Strengthening Somali Governance program. The program aims to improve the legislative, representative, and oversight functions of federal and state deliberative bodies of Somalia, including Somaliland and Puntland; improve the ability of targeted government institutions to carry out essential functions; and increase citizen awareness of and engagement in government decision-making. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Serve as the primary point of contact between Chemonics and USAID/East Africa
- Oversee day-to-day management and implementation of legislative strengthening activities
- Ensure quality control program activities and deliverables
- Manage long- and short-term personnel
- Ensure appropriateness and responsiveness of assistance
Qualifications:
- Advanced degree in a relevant social or administrative science required
- Minimum 10 years relevant experience with USAID or other donor-funded programs in a fragile or post-conflict environment
- Progressively responsible managerial background, including t least five years managing projects of similar scale, scope, and technical focus and one year in a fragile-state context
- Successful track record as a proactive project director or chief of party who collaborates effectively with counterparts, other contractors, donors, and a culturally diverse workforce
- Demonstrated leadership, versatility, and integrity
- Fluency in English required; Somali language skills highly desired
