Senior Short Term Expert – Conflict Sensitive Programming Analysis for Ministry of Agriculture, Ministry of Livestock, Ministry of Environment and Rural Development SDF Funded Projects

Background
The Somaliland Development Fund (SDF) is a 4 - year fund designed to support the Government of Somaliland (GoSL) filling a critical gap supporting projects that are fully aligned to the National Development Plan (NDP). SDF is currently funded by the Department for International Development (DFID), the Danish International Development Agency (DANIDA) and the Norwegian Government (Norway). The fund finances implementation of projects proposed and designed by Government of Somaliland line ministries and agencies which are aligned to the National Development Plan (NDP) and the specific ministries strategies. Themanagement of the SDF Secretariat has been contracted to BMB Mott MacDonald, an international consulting company, which is responsible for both the strategic and day – to – day management of the fund on behalf of the Government of Somaliland and the donors.
The SDF Secretariat in consultation with the various stakeholders developed a Conflict Sensitive Programming Framework (CSPF) in January 2014. The purpose of the CSPF is to enable all the stakeholders involved in the SDF projects implementation to (i) understand the context in which projects and programmes operate, (ii) understand the interaction between these interventions and the context, (iii) and to act upon the understanding of this interaction appropriately, in order to avoid the potential negative impacts and maximise positive impacts.
Based on the SDF’s CSPF and in consultation with the SDF Secretariat, the PMTs and the individual Ministries and agencies, the SDF Secretariat would like to conduct a conflict sensitive programming analysis on each of the above projects. The SDF therefore seeks the services of a Senior Expert in Conflict Sensitive Programming to conduct Conflict Sensitive Programming Analysis for the projects in consultation with the SDF Secretariat and the PMT.
Required Qualifications/Skills
Qualifications and skills
· Master’s Degree or equivalent in Social Sciences, Environmental, Water Engineering, Agriculture or Rural Development related subject;
· Demonstrated excellent command of spoken and written English. Fluency in Somali will be an added advantage although not essential.
· Excellent interpersonal and diplomatic skills.
General professional experience
· Minimum of 12 years' experience working at a senior level implementing development projects in Africa.; and
· Demonstrated experience with public or non - profit sector clients in post conflict and fragile states;
Specific professional experience
· Demonstrated experience (minimum of 8 years) in Conflict Sensitive Programing Analysis for the public sector or non - profit sector development projects in post conflict and fragile states; and
· In-depth knowledge of conflict issues in Africa region especially in the pastoralists and agro - pastoralists setting.
· Horn of Africa and Somaliland experience would be an added advantage.
