By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
PROGRAM BACKGROUND
International Medical Corps seeks a qualified candidate to provide overall direction and leadership to a proposed Resilience program in Somalia. This 3 year project, with an expected value of $5 million USD, aims to build on indigenous capacities and improve adaptation to environmental shocks through targeted activities in the food security, livelihoods, and nutrition sectors. The project will use a holistic, multi-sectoral approach to identify activities that are based on indigenous practices and needs identified by the community. The project will support small farmers to diversify and improve their agriculture practices, with a particular focus on adaptation and diversification. Additionally, social networks will be leveraged to support information sharing, in addition to a number of cross-cutting themes that particularly focus on strengthening market linkages between local farmers and market producers in nearby towns and Mogadishu. Project approaches entail building the resilience of households and communities by improving and diversifying livelihoods, developing shared management systems of resources critical to resilience (water, livestock, and crop diversification) and embedding DRR and adaptation into climate change and development responses. The CoP will be responsible for the achievement of strategic objectives, intermediate results, and performance expectations through adherence to high standards of programmatic and management quality. The project will be implemented via a consortium of international and national agencies, in coordination with government stakeholders, farmers associations and other projects implementing services in the target area.
This position is subject to award of USAID funding.
JOB SUMMARY
The CoP will provide overall management and leadership to ensure that activity objectives are effectively met. The CoP will apply their expertise and experience in overall agreement management, operations and coordination; relations with USAID; design, organization and implementation of exercises; any related training; design and development of planning tools and instruments; and the organization and coordination of appropriate technical assistance. Technical Leadership, Quality Assurance, Supervision, Mentoring/Training, Administration, Finance, Monitoring/Evaluation, Report Writing.
ESSENTIAL RESPONSIBILITIES

  1. With key consortium members, program staff, and other stakeholders the CoP will ensure strategic objectives and program results are accomplished and meet technical quality standards
  2. Ensure that strategy and vision for the program are innovative and congruent with USAID and IMC program strategy in Somalia.
  3. Conduct periodic technical reviews, ensure best practices are followed, and provide overall technical oversight to consortium members.
  4. Oversee project monitoring and evaluation system, ensure learning capture.
  5. Ensure integration with other IMC program activities as appropriate
  6. Coordinate with other ongoing projects and partners to maintain consistency and avoid redundancy.
    Management and Administration
  7. Manage program budgets, tracking of financial and material assets.
  8. Timely and accurate reporting of finances and program status, review financial performance against the budget, and track variances.
  9. Ensure staff compliance with USAID and IMC regulations
    Representation
  10. Provide leadership to the consortium, ensure sub-awardees fulfill and deliver on their assigned scope of work and sub-awards terms.
  11. Act as primary project contact to donor, taking responsibility for addressing all related program matters as identified by donor.
  12. Strengthen linkages with existing and potential partner agencies in collaboration with the IMC Somalia Country Director.
  13. Manage relationships with the Government of Somalia
  14. Oversee program communication strategies including compliance with USAID marking and branding requirements.
  15. Contribute to the creation and maintenance of a positive image and overall credibility of IMC, notably through the application of IMCs Code of Conduct, ethics, and values.
    HR Management
  16. Recruit, lead, manage, and supervise IMC and consortium staff to meet objectives of the program.
  17. Conduct periodic reviews of staff performance, ensure high levels of motivation and teamwork.
  18. Manage recruitment portfolio for the program in collaboration with IMC Somalia country program management to ensure optimum service delivery. Qualifications:• MS preferred; with a focus on Agribusiness, Governance, Disaster Risk Reduction / Resilience or other related fields.
    • Minimum 10 years of progressively increasing management responsibility in developing countries, preferably in fragile states and transitional contexts.
    • Previous experience as CoP of a USAID award.
    • Experience working in East Africa required, significant Somalia-specific field experience preferred.
    • Proven leadership and interpersonal skills, ability to build and motivate diverse teams
    • Proven experience managing complex consortium or partnerships in a participatory way.
    • Cultural sensitivity, patience, flexibility
    • Proficiency in Microsoft Office
    • Excellent English oral and written, Somali language skills required.
