Duties and responsibilities:
Under the overall guidance of the FAO Officer in Charge for Somalia, the direction of the Chief Technical Advisor and the direct supervision of the IM & Capacity Building Team Leader, the Officer will be responsible for the implementation of GIS applications under the Information Management theme.
Specifically s/he will: • Coordinate all activities involving spatial dataset management for client services and data dissemination, including (but not limited to) the production of the Dynamic Atlas Projects and ESRI ArcGIS projects.
• Provide technical support to staff from the Water theme for the spatial analysis and presentation of water related data in a GIS context.
• Contribute to the quality checking of spatial datasets produced in water and land theme activities in relation to topology, attribute completeness, field definitions, metadata, projections and related maps and layout production
• Contribute to metadata management and updating of spatial data in Geo-network.
• Contribute to delivering data to clients and partners and support the Communication Officer with follow up activities to monitor and support the use of the spatial data.
• Contribute to the design and documentation of procedures for efficient management of the spatial datasets held in the shared thematic workspaces and in the central SWALIM warehouse
• Perform digitization, scanning and geo-referencing of features from maps and images.
• Create map templates for plots and other layouts and perform printing of these layouts as required.
• Perform data management duties (i.e.: changing format & projection, moving and renaming files) and backup.
• Provide tabular and GIS data entry (i.e.: digitized maps, delivered field samples, SWIMS, urban water supplies) services.
• Work with the Communication Officer to develop key messages and deliver technical presentations on SWALIM’s GIS products in stakeholder meetings.
• Support training and capacity building activities in Basic GIS, GPS, Map Reading, Google Earth, Dynamic Atlas and Geo-Network for staff of the liaison offices and Somali stakeholders.
• Perform any other duties as may be assigned by the IM & CB Team Leader and the CTA.
Min Qualification:
Advanced university degree (M.Sc. Or equivalent) from a recognized institution in one of the following fields: Geographic Information System, Geography, Environmental Science with focus on GIS and Remote Senising, Spatial Database management or related field or intensive training/Post graduate course on obove-mentioned related fields.
Min Experience:
.Extensive experience ( a mininmum of 5 years) in GIS Packages usage ( like ArcGIS, ArcView, Arcinfo, ERDAS or ENVI)
.Ability to work in difficult environments/complex emergencies
.Knowledge of Spatial information management systems ,
.Knowledge of remote sesning and satellite images interpretation and analysis for natural resoucesmanagement.
.Knowledge of MS Office is a requirement; additional computer skills are an advantage.
.Knowledge in statistical data analysis is an asset
.Good communication, writing and presentation skills;
.Previous work for the United Nations would be an advantage
