If successful, you will be part of a dynamic and passionate team in Somalia and Nairobi that works together to improve the health, nutrition, water, sanitation, hygiene, and basic education of Somali girls and boys and protect them from violence, exploitation and abuse.
The successful candidate will be offered a Temporary Appointmentfor 364 days. Further extensions will be based on organizational needs, availability of funds and satisfactory performance.
Purpose of the Post
Under the direct guidance of the Operations Manager, assists in the procurement, distribution and monitoring of UNICEF's supplies, in support of the Country Programme.
Major duties and responsibilities:
- Assists in the implementation of the supply component of the Country Programme, including a system for the procurement and distribution of supplies to all project sites.
- Interacts with the Programme Section in the preparation of appropriate documents: Purchase Requisition and Purchase Orders, etc.; according to procurement specifications and supply procedures.
- Ensures effective procurement and logistics planning, facilitates customs clearance, tax exemption, safe and effective storage of programme and office supplies, timely distribution of supplies to end-users from ports of entry and UNICEF warehouse.
- Undertakes local procurements, as required. Participates in CRC. When required, maintains contact with customs and immigration officials for supplies’ clearance / tax exemption of programme and office supplies and follows the required protocol.
- Ensures effective and accurate VISION recording for receipts/releases and quarterly stock count of UNICEF warehouse. Undertakes field visits to project sites to monitor supply inputs. Proposes corrective actions to improve logistical procedures.
- Identifies training needs and develops training activities in supply and logistics management for UNICEF's staff/consultants and partners, designed to improve supply and logistics management, and delivery to the end-user.
- In cooperation with CO, maintains VISION supply and logistics reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc.
Qualifications, Experience and Attributes
- University degree in Business Administration, Management or a related field.
- One year of professional work experience in supply and logistics management at national and international levels.
- Work experience in emergency duty station desirable.
- Fluency in English and Somali.
- Knowledge of the local working language of the duty station is an asset.

• Knowledge of procurement process from procurement planning, to execution to contract management and administration, including procurement methods and tools of good procurement practice
• Knowledge of establishing strategic, long term and sustainable procurement arrangements.
• Knowledge of general principles and processes involved in risk management in procurement, including risk analysis and evaluation techniques.
• Knowledge of financial and legal implications in procurement process.
• Knowledge of category management.

• UNICEF Supply Function goals, visions, positions, policies and strategies. (E.g., SUPDIRs, PROs, Executive Directives).
• Rules and regulations of supply and Programme manuals and instructions. (E.g., Supply Field Manual, Programme, Policy and Procedures Manual).
• Financial circulars and rules, regulations and manual.
