GENERAL DESCRIPTION OF TASK(S) AND OBJECTIVES TO BE ACHIEVED
Under the overall supervision of the Officer in Charge (O.I.C.) FAO Somalia and of the Project Manager/ CTA and the direct supervision of the Food Security Technical Manager to provide programme support in the formulation, monitoring and reporting of the field programme at country office level. In particular to:
• Deliver on FSNAU’s Urban analysis, including improvements in urban survey methods and tools and analysis of shocks on the urban populations and urban thematic applied research. • Contribute to institutional capacity development activities through a provision of trainings, supporting and giving guidance in analysis to members of government and civil society targeted for capacity development • In close consultation with UNHCR Somalia, deliver on FSNAU’s internally displaced persons (IDP) analysis, including improvements in IDP survey methods and tools such as analysis of shocks on IDPs and IDP thematic applied research • Analyse civil insecurity situation in Somalia based on secondary and primary data collected by FSNAU and contribute to improved methods and tools for analysing/ collecting civil insecurity information • Develop and update urban, IDP and civil insecurity sector analytical framework including methods, tools, sampling approach and analysis plan used • Provide technical and managerial supervision of the FSNAU field analysts to deliver on planned urban and IDP assessments and analysis • In close collaboration with the baseline team, ensure protracted IDP specific indicators and analyses are included as appropriate in the urban baseline analysis. • Analyze and prepare written regular monthly reports on the Somalia urban, IDP and civil insecurity analysis contributing to FSNAU food security publications as required. • Plan and organise urban and IDP assessments, including seasonal assessments and any other required ad-hoc assessments, in close consultation with the Information Systems Manager and Food Security Technical Manager • When necessary as part of FSNAU’s core analytical activities conduct field work in urban and IDP analysis in all parts of Somalia. • Participate in livelihoods technical meetings and workshops, representing FSNAU as the Urban and IDP Analyst as well as Protection cluster meetings and deliver presentation as required. Also participate in other technical meetings and discussions to ensure effective contributions using FSNAU analysis and data. • Any other duties as requested by the Food Security Technical Manager or CTA. • Perform other related duties as required.
KEY PERFORMANCE INDICATORS Civil insecurity sector articles and integrated analysis for Urban and IDPs in Somalia are produced for FSNAU’s food security products Articles and other deliverables submitted by urban/ IDP field analysts are commented and technically edited Field assessment plans for urban and IDP assessment, including the budget, are drawn and submitted to Deputy Food Security Manager for overall food security assessment plan Inputs provided on methods and tools Analytical framework for urban, IDP and civil insecurity is drawn and updated when required
Education:
• University degree in related field (food security, economics, demographics, statistics, etc.)
Technical Competencies and Experience Requirements
• capacity for management and supervision • strong critical thinking and writing ability • strong skills in basic computer packages
Work Experience:
• minimum 5 years of relevant work experience in food security and livelihood issues in Somalia • minimum 2 years experiences in urban and IDP analysis, ideally in Somalia
Languages:
• English & Somali
