POSITION SUMMARY
The incumbent will be responsible for the day to day implementation of the program activities in accordance to the implementation plan, donor requirement and Adeso program implementation frame work. In liaison with the program manager, the incumbent will be responsible for providing management oversight to all program teams and support on program planning and implementation.
POSITION PURPOSE

- Lead and motivate the program teams while ensuring close coordination with other departments
SPECIFIC ROLES AND RESPONSIBILITIES • In liaison with the program manager, ensure overall programs implementation on day to day basis in accordance to the detailed implementation plan and as per donor requirement • Develop weekly, monthly activities work activities plan jointly with the teams and ensure its implemented accordingly • Participant new grants start up meetings, and draw the detailed implementation plan including the M&E monitoring plan • Establish work plans and staffing plans for each phase of program - Identifies resources needed and assigns individual responsibilities • Effectively applies Adeso methodologies and enforces project standards. • Minimizes exposure to project and institutional risk. • Prepare program status reports on a regular basis and document any changes to project activities for HQ • Resolve issues as they arise across areas of the project and where they impact on other activities, systems and projects. • Ensure safety and security procedures and policies are observed by all the project teams. • Communicate project status to all team members, and other relevant departments and involved parties. • Conduct project meetings, bi-weekly or monthly as needed and actively participate in local coordination mechanisms. • Support new areas of programming (In line with Adeso’s mandate) and prioritize emerging program needs such as baseline information, assessments, gap analysis and preparation of fact sheets, beneficiary profiles, success stories and regional briefs. • Establish staff performance objectives for periodic appraisals for all program staff. • Supervise project teams to ensure successful completion / implementation of the program. • Identify operational/technical and management challenges arising during field activity implementation and ensure that the challenges are regularly reported to the Programme Manager for timely action. • Monitor program activities to ensure cost effectiveness, timeliness and relevance to the approved work plan • Prepare and manage Program Monitoring Plans (PMP) and strengthen monitoring, evaluation, learning and documentation as an integral part of programming • Filing and general documentation of program activities, best practices and most significant changes accruing from implementation of the program • Carry out Training Needs Assessment as relevant to program implementation • Ensure optimal utilization of programs resources Team management • Participate project staff recruitment • Lead and motivate the program team (Officers, field assistants, casuals) to ensure effective project implementation and conduct regular team meetings. • Overall responsible for the day-to-day management of the project staff (officers, Field assistants and casuals) • Conduct performance evaluation and appraisal of staff • Provide on the job training for the projects staffs Monitoring and Evaluation • Submit quality weekly, bi-weekly and monthly report of the program status on time • Ensure data collections are of high quality and teams observe the data quality ethics • provide quality reporting, undertake qualitative information reporting i.e case studies, success stories and community feedback • Strengthen the complaint and response mechanism and ensure community feedback • Planning, implementation, monitoring and evaluation of the program to ensure the program is delivered according to plan - Effectively monitor and manage the project schedule. Financial management
• Fulfil all delegated sub-budget holder responsibilities according to Adeso financial policies • In coordination with Program Manager fulfil all grant compliance requirements particularly the preparation of programmatic financial planning.
Representation and coordination
• Represent Adeso in aspects related to planning, program activities and stakeholder’s meetings under guidance of the program manager • Promote Adeso’s work in South Somalia and create networks and linkages with other organizations • Initiate collaborative activities with relevant authorities and like-minded Non-Governmental, Community Based, Grass Roots and Civil Society Organizations in Community Development with emphasis on Adeso values and mission. • Represent the Programme Manager in planning, programme implementation, reporting, meetings and forums as requested. • Represent the program manager in the regular coordination meetings
SKILLS AND QUALIFICATIONS
• A bachelor’s degree in Agriculture, sociology or the relevant field • A minimum of 3 years relevant NGO experience in relevant fields and community related programmes • Good oral, written communication and presentation skills in English (Fluency in Somali language is an added advantage) • Ability to work independently under minimum supervision and capable to meet short deadlines • Creative, innovative and with strong interpersonal skills with aability to establish and maintain effective working relations with the project team and other staff • Proficiency in computer Micro Soft applications (Word, Excel and Power Point) • Strong Managerial and team work abilities • Analytical, communication and advocacy skills • Demonstrated ability to live and work in a multi-cultural environment • Excellent report writing abilities
