OVERVIEW OF THE POSITION
The OTI funded SSI project in Somalia is primarily a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government, particularly newly formed District Administrations and regional state institutions.
GENERAL FUNCTIONS
Role objective:
The overall objective of the program is to support the political transition of Somalia towards a functioning and stabilized Federal State through activities that promote good governance, consolidation of the federal structure, and a receptive environment to respond to emerging political contingencies;
Expected output:
Assist the National Project Officer in grant idea development and grant proposal writing and lead in grant implementation and monitoring in accordance with the overall objectives of the SSI Project;
Assist the National Project Officer in community coordination, grant operations and
reporting;
Prepare and maintain an updated electronic and hard copy of all grant documents in close coordination with grants team in Mogadishu and in Nairobi support office;
Prepare weekly grants report on the implementation of grants in his/her area of supervision in accordance with the priorities established by the project’s Senior Management team (SMT) in Mogadishu Field support office;
Coordinate community dialogue events (CDEs) where required, media activities and press releases for all grants, in collaboration with SSI Strategic Communications and Media Officer in Mogadishu/Nairobi;
Work closely with the logistics, finance, procurement and grants management team to ensure that grants implementation is as planned by ensuring timely procurement and delivery, payments for goods and services for all grants you are responsible for. To do this effectively organize routine planning and follow up meetings with the above team;
Represent the SSI Project in the district level in various forums and inter-agency gatherings convened to discuss coordinated responses to recovery and transition initiatives in the region in coordination with the Senior Program Advisor and the Field Coordination Officer;
In coordination with the Senior M&E Assistant in Mogadishu monitor and collect all M&E data through the grant cycle and submit in timely manner to the M&E officer in Mogadishu;
Assist the Monitoring & Evaluation and Strategic Communication units to collect grant- related information for weekly reporting purposes;
Assist in implementation of mid line (and end line) surveys for the SSI project including data collection and analysis process;
Assist during training and workshops to help all SSI staff understand the information and monitoring system and their responsibilities within the system;
Assist in developing communication products e.g. short videos, documentaries, success stories, snapshots, for the Program;
Assist in discerning lessons learned and documenting obstacles/challenges and resulting mitigating measures;
Assist in grant activity closure process.
Project reporting:
This position is under the overall supervision of the Field Coordinator and the direct supervision of the National Project Officer in Kismayo.
Team management:
This role does not have team management responsibilities
ESSENTIAL EXPERIENCE
Education:
§ Bachelor's degree in International Relations, Law, Political/Social Science or a related field;.
Work experience:
§ Minimum of 5 years of demonstrable relevant Diplomacy experience and/or minimum of 5 years of demonstrable relevant Law experience.
Geographical experience:
§ Minimum of 5 years of experience in Africa with local experience in Kismayo, Somalia is an advantage.
Languages:
§ Fluency in English and Somali are essential.
