Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The International Organization for Migration (IOM) is a major humanitarian as well as developmental actors in Somalia. IOM is currently implementing a range of projects including WASH, primary healthcare, gender-based violence prevention, supply hub management, cold chain management, and shelter projects and is expected to expand its programme. In this context, IOM is seeking for a qualified Preparedness and Response Division (PRD) Field Coordinator to represent IOM at strategic project locations across Somalia as well as provide administrative oversight to technical PRD staff from the Health, WASH, Camp Coordination and Camp Management (CCCM), and Shelter/NFI units. Under the direct supervision of the Preparedness and Response Division Coordinator, the incumbent will be responsible for the following functions:-

Core Functions / Responsibilities:

  1. Represent IOM sub-offices where there is no Head of Sub-Office (HoSo) in coordination with the PRD Coordinator, Chief of Mission and Senior Management Team (SMT).

  2. Provide programmatic and administrative support to all IOM programme under guidance of the PRD Coordinator.

  3. Provide substantial inputs and recommendations for IOM Somalia’s strategies in the respective field locations.

  4. Develop strong partnerships with the key stakeholders in including government, communities, donors, the clusters, United Nations (UN), non-governmental organizations (NGOs) and other stakeholders and partners;

  5. Oversee all PRD operations in including health, nutrition, WASH, shelter, CCCM and supply hub and cold chain management (where applicable),

  6. Monitor and track the implementation progress of PRD projects;

  7. Represent PRD in meetings;

  8. Provide regular updates on PRD projects to the PRD Coordinator;

  9. Identify project development opportunities

  10. Provide inputs to the various strategic documents including thematic strategies for Health and WASH;

  11. Provide programmatic and administrative guidance and support to other field offices as relevant

  12. Undertake duty travel when required;

  13. Conduct additional tasks that may be assigned by the PRD Programme Coordinator

  14. Perform any other duties that may be assigned from time to time.

Required Qualifications and Experience

Education

· Diploma, certificate or university degree in WASH, public health, developmental studies, or related field.

· High level of computer literacy (MS Office Word, Excel, Outlook).

Experience

· Experience in managing development or humanitarian projects;

· A minimum of four years of experience in Somalia

· Experience in working with the Somali government;

· Experience in working with the Ministries of Health and Water, an asset;

· Experience in working in international organization, an asset;

Languages

Required:

Excellent written and spoken English and Somali (Fluent)

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
