Organisational background:
Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia Since May 1992. Currently, ACF is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the Health and Nutrition thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Somalia.
The Positions and Responsibilities:
ACF Somalia is looking for suitable candidate to fill Health & Nutrition (NUT) Deputy Head of Department, based in Nairobi. Reports hierarchically & technically to the Health & Nutrition (Nut) Head of Department, the Nutrition Deputy Head of Department’s core responsibilities will include but not limited to the following:
Goal:
This posts aims at strengthening health and Nutrition program within the Mission with a view to regularly build the capacity of the field teams in management of acute malnutrition and infant and young child feeding. The Department HoD will work closely with the HOD and the Programs team in ensuring quality implementation of health and nutrition interventions across Somalia.
Assist the head of department to develop, follow-up and evaluate on-going projects and contribute to project design:
v The identification of needs and demands for support from field PMs;
v Participate in the evaluation and the analysis of the nutrition/health context; collect nutrition/health data and produce regularly an analysis
v Lead nutrition and health assessment when required.
v Collect and correct project activity reports from different projects and produce ACF monthly nutrition and health activity progress report.
v Support Program Managers in developing monitoring and evaluation system harmonised between project bases.
v Analyse budget follow up for budget shared between bases and provide timely alerts/proposed solution to Program managers/Field coordinator.
v Ensure nutrition and health supply follow up when required (from UNICEF, WHO and WFP and/or order/importation)
v Participate in proposal writing and donor reporting.
Provide support to the project teams:
v Perform regular field visit to ACF nutrition/health projects as well as to ACF multi-sectorial projects.
v Analyse and define the training/support needs of project teams.
v Produce field visit reports including SWOT on activities implemented and related recommendations with a proposed implementation planning/timeframe.
v Participate in developing, organizing and animating trainings
v Ensure that program protocols are being implemented and respected
v
v Support the project team in performing recruitments when required.
v Support project teams in any aspects required by delegation of the Head of Department (including gap filling of Program manager and deputy program manager position).
Ensure internal and external coordination and represent ACF
v Work with ACF other department to produce a multi-sectorial analysis of the nutrition security situation
v Participate in the nutrition and health strategy development
v Ensure a close coordination with Ministry of Health for new projects, new products, etc. which need approval.
v Represent ACF in the nutrition and health coordination fora (nutrition and health cluster and related working groups), with Ministry of Health especially nutrition department, with NGO, INGO and with UN agencies and donors.
v Influence nutrition/health stakeholder based on ACF positioning in health and nutrition
Qualifications, Experience and Competencies:
Essential
BSc. Foods, Nutrition and dietetics or Nursing
v At least 5 years nutrition/health field work experience at program management level (Somalia preferred)
v Training in project cycle management
v Strong reporting and budget management skills
v Experience in planning, implementing and statistically analyzing nutritional surveys
v Experience in nutrition survey and/or health assessment
v Good analytical and organizational skills.
v Good communication skills
v Management and Training skills
v Knowledge of informatics: Word, Excel, ENA, EPI, SPSS etc.
v Fluent in both written and spoken English and Arabic.
