Deputy Education Program Manager, Based in Hiran

Role Purpose:

The deputy Education Programme Manager (DPM) is responsible for planning, implementing, monitoring and reporting of the Education Programme under the guidance and leadership of the Education Program Manager. The job holder is expected to have in-depth professional knowledge and experience in education planning and management. S/he will be responsible, under the supervision and leadership of the education programme Manager for planning and execution of education projects activities. He/she ensures that the project is timely, efficiently and effectively implemented. H/she ensures the involvement and participation of stakeholders including children, teachers, parents, and government authorities. He or she will ensure the use of appropriate, cost effective and innovative approaches including the application EiE and INEE standards. He or she will ensure synergy through collaboration and networking with other actors and promote partnership with relevant partners including MoE, TTIs, REOs and DEOs, CBOs, CECs, teachers and children. The deputy programme manager shall ensure linkage among education program and projects and other thematic areas. He or she will play key role in representing SCI in relevant networks and forums and engage in advocacy and dialogue with relevant education duty bearers and stakeholders. The position would demand frequent interaction with and provision of technical support to project staffs, government and local NGO partners. The deputy Education Programme Manager is also expected to effectively manage education project officers reporting to him/ her.

Qualifications and Experience

  • Bachelor degree in education or a related field with additional training in education planning and management and project planning and management techniques
  • Substantial experience (at least 4 years) in planning and management of primary, education programmes in INGOs and LNGOs in Somalia
  • Relevant trainings in the area of education project management, education in emergencies and monitoring
  • Experience of working with local/national governments and capacity building of systems, partners and staff
  • Ability to extensively travel for project monitoring and provide on-site technical support to field teams
  • Good interpersonal and communication skills including influencing, negotiation and coaching
  • Experience in planning/undertaking assessments and surveys in the area of education
  • Strong knowledge and experience in implementing/applying M&E frameworks (systems and tools) for (primary education.
  • Good experience in working at grass root level including teachers, CECs, children, REOs, DEOs, TTIs and local implementing partners
  • Conversant with girls education issues, teacher training, learner- centered/friendly teaching methodologies, lesson planning, school pedagogical activities, school co-curricular activities, school EMIS and management etc
  • Good understanding and experience in child rights programming approaches
  • Conversant with National Education Policies and strategies relevant to education
  • Good skills and experience in writing monitoring and project progress reports
  • Fluency in spoken and written English and knowledge to local context
  • Proficiency in using computer applications
