CARE Somalia is seeking to procure the services of a local evaluation company to manage the baseline study of Kobcinta Waxbarashada Gabdhaha - Somali Girls Education Promotion Project - Transition (SOMGEP-T) funded by United Kingdom’s (UK) Department for International Development (DFID) through its Girls’ Education Challenge (GEC) initiative. During this assignment, the selected evaluation company will work with a contracted data collection company to complete the baseline study.
GEC is a global initiative focusing on ensuring expansion of education opportunities for marginalised girls at primary and secondary level, using rigorous evaluation practices. SOMGEP-T has high demands in terms of the quantity and quality of data to be collected, in order to generate robust evidence to be used by multiple stakeholders.
The baseline evaluation company will be responsible for the overall design of the baseline study including the preparation and refinement of tools as required, provide technical support to data collection company and carry out qualitative and quantitative data analysis and prepare a comprehensive baseline report for SOMGEP-T. The external evaluation team/consultants will provide an independent and rigorous baseline to enable the project to assess the process of delivery (efficiency and economy), the effectiveness of the intervention in reaching its outcomes, and the extent to which sub-groups benefitted from the project (equity) – ultimately reflecting Value for Money (VfM) and progress against outcomes and impact of the project at mid-term and end-line and report on the findings and lessons learnt throughout the process. The baseline design will require the use of mixed methods, including extensive triangulation of quantitative and qualitative data. Quantitative data will be obtained from two student cohorts (comprised of treatment and comparison groups), a household survey, school survey, teacher survey, head counts and classroom observations, and will be triangulated with qualitative data obtained from a variety of stakeholder groups through focus group discussions, interviews and participatory exercises with girls to establish the baseline values for intermediate outcomes and core project outcomes, marginalisation and context prior to the project implementation.
