Position Title: WASH Project Manager

Reporting To: Deputy Country Director

Working With: Adeso field team, HQ team and PQDU team

Program/Duty Station: Baidoa, with frequent travel to all project locations in Bay, Bakool and Gedo Regions.

Duration: Short-Term Assignment

Starting Date: July 2017

POSITION SUMMARY

The WASH Project Manager will be the overall in charge of the implementation, monitoring, and coordination with the various stakeholders in the project areas. Specifically, the WASH Project Manager will provide technical guidance in the day-to-day implementation of the project activities, direct manage the project staff, and effectively engage the stakeholders and ensuring high quality delivery of the project activities.

POSITION PURPOSE

  1. Provide technical and management support to the implementation of the WASH project.

  2. Directly manage the project staff, volunteers in the day to day delivery of the project activities

3. Coordinate and work with the various stakeholders in the project

SPECIFIC ROLES AND RESPONSIBILITIES

Provide Technical and Management Support to the Implementation of the WASH Project

· The WASH Project Manager must ensure the project activities are implemented in accordance with the approved project documents-proposal, work plan, and the organization’s guidance in the program implementation

· The WASH Project Manager will lead the WASH technical assessment, report development, the Bill of Quantities development in the implementation of the WASH activities.

· The WASH Project Manager will provide technical guidance to the project team - Project Officers, Community Mobilizers, MEAL Officer on the standards required in the WASH activities implementation.

· The WASH Project Manager will lead sites level construction supervision, technically supporting the contractors and ensuring the minimum standards are met in all the WASH activities.

· The WASH Project Manager will lead the development of the project donor reporting, that is of high quality and the meets the project accountability requirement

Directly Manage the Project Staff and Volunteers in the Day-to-day Delivery of the Project Activities

· The manager will be the key senior person in the project area, and will manage both the project staff and the operation team.

· Ensure there is fair, efficient and effective team management-specifically on the individual work management, staff welfare management, and the organization policies and procedures are well followed

· Provide staff capacity development in WASH mainly, with on job training, coaching and supporting the project team in their day to day work management

· Ensure there is strong team work, highly motivated and have sense of ownership

· Ensure there is good working relation between the operation and direct project team-this mainly differentiating the roles, having effective communications and supportive work sharing

Coordinate and Work With the Various Stakeholders in the Project

· As the project focal person, have closer coordination with the area level stakeholder coordination mechanism- including the WASH cluster, government lead coordination, the UN OCHA lead coordination and the community level local coordination-ensuring the project activities are well coordinated with other responses, minimize overlapping and enhance complementarity

· Ensure there is excellent community level engagement, for stronger participation, project ownership and sustainability at the project level.

· Ensure Adeso operations in the area are coordination in all the forums- including the SWALIM lead assessment, inter agency assessment, ad hoc meeting and others as may arise.

Other Requirements Include:

· The WASH Project Manager will manage the project resources - including the budget, the project materials and the organizational assets.

· Ensure effective project budget management - cash flow planning, budget monitoring and ensuring there is right use of the project budget.

· Will be in charge of the operations in the project areas – ensuring staff safety and security, effective office management and the organization standards operating procedures are followed.

SKILLS AND QUALIFICATIONS

· Bachelor of Science degree in Water Engineering or any other related field.

· At least 4 years of technical expertise and experience in WASH, water and civil works.

· At least 3 years of experience in construction of WASH works in rural contexts, including construction of shallow wells, Berkads, borehole drilling and dams and other communal water sources.

· Knowledge of SPHERE minimum standards and core humanitarian standards.

· Working experience in the project areas are desirable.

· Strong computer application skills and the appropriate WASH software.

· A team player with good organizational and interpersonal skills.

· Budget management skills required.

· Good report writing skills required.

· Somali speaking qualified candidate is preferred.
