Somalia: Animal Husbandry Officer (AHO)

Job Description
The AHO will setup in close collaboration with the PC, the implementation mechanisms with the Ministry of Livestock (MoL) staff and coordinating and monitoring the activities under the Range and Small Ruminant Productivity component (Component 2) and the pastoralists’ travelling workshops under the Capacity Development component (Component 4). He will liaise with the short-term animal geneticist and rural veterinary services expert and organize their assignment inputs to meet the schedules of the project work plans.
The AHO will be responsible for:
a) Establishing sound working relationships with officers of the relevant line ministries, and particularly with the “Somaliland” MoL and Djibouti Ministry of Agriculture (MoA).
b) Assisting the MoL focal point with mobilization of task specific officers and provide them with on-the-job training in their respective roles.
c) Preparing and undertaking, in close collaboration with the other PCU team members, a baseline survey to establish pastoralist and agro-pastoralist communities’ knowledge, attitudes and practices (KAP) regarding: (i) small ruminant management; (ii) animal nutrition; (iii) drought feeding and fattening for added value, including the use of fodder and farm by-products; and (iv) livestock marketing.
d) Elaborating a range of practical interventions that pastoralists and agro-pastoralists can adopt to add value and improve their livestock productivity. These interventions will address, among other things:
• The major causes of lamb and kid mortality, including monitoring by Somaliland MoL and Djibouti MoA veterinary officers, to assist in implementing appropriate prevention and control measures.
• Improved preventative health measure including vaccinations, control of internal and external parasites, and treatments for infectious disease and trace element deficiencies such as copper deficiency.
• Improved feeding and feed management, including the use of fodder and least- cost ration formulation for fattening and milk production.
e) Working closely with the PCU Field Officer, Gender Expert and Micro-Enterprise Officers, discuss with community groups including women’s savings and credit the opportunities for added-value livestock improvement initiatives that can be based on the results of the project’s soil and water conservation activities.
f) Establishing pilot micro-enterprises involving livestock for replication and scaling up using project community-based savings and credit lines.
g) Preparing curricula and supervising the training of community animal health workers leading livestock-based TDPs.
h) Contributing information on the progress made in livestock interventions for project progress reports, and occasional reports as required by the PC and IFAD.

Qualifications, Attributes and Conditions of Employment
The AHO will have an advanced University Degree or equivalent experience in improved animal husbandry with emphasis on added-value methods with at least 15 years practical experience with demonstrable outcomes. This will include experience working with senior management in Government authorities at national and local extension levels, and with livestock owners and their community-based organizations.
The AHO will be fluent in the Somali language with a good working knowledge of English. Preference will be given to a male or female “Somaliland” national.
