Description of department:
Gedo Regional Health and Education Programme is a project of Trocaire Somalia Country Office and supports health care and education work in the Gedo Region of Somalia.
Background to Position
The humanitarian crisis in Somalia due to drought and conflict as well as the need to implement the emergency/early recovery strategy defined by Trocaire Somalia. Trócaire’s programme in Somalia is located in the Gedo region. The programme is comprised of health/nutrition, primary and vocational education, school feeding and response to emergencies.
Main Purpose of Role
The primary function of the MEAL Officer is to lead Trócaire’s monitoring and evaluation of programmes by guiding, supporting and leading design and implementation of appropriate and effective M&E systems and procedures that meet Sphere and core humanitarian standards (CHS). The MEAL Officer will support Trócaire in creating and implementing M&E systems that lead to improved programme quality and accountability to participants of our programmes
Key Duties & Responsibilities:
Programme Support Quality
- Support the programme team in the development of a specific M&E framework for each project, with technical inputs by the Technical Advisor ensuring successful implementation of the project performance monitoring plan.
- Oversees the collection of and reporting on impact, output, outcome and program management indicators required by the organization and donors, in collaboration with partners, Grants officer and project staff.
- Ensure that programmes have an appropriate and effective M&E systems and procedures that meet Sphere and other minimum standards.
- Ensure that accountability to beneficiaries (downward accountability) and their involvement at every stage of the project cycle is the critical lens though which an M&E framework is designed
- Ensure adherence to compliance of M&E methodology and systems using developed tools and indicators.
- Support the project & management staff on monitoring, reviewing and evaluating the effectiveness, impact and direction of the Emergency/Early Recovery programme
- Support the project teams on regular monitoring of the M&E framework for each project and alert the Program Coordinator, Program Manager and Country Director to any shortcomings or concerns via a monthly M&E report
- To develop a simple activity mapping methodology for use by field teams, including the capture and presentation of basic information on activities (location project name, Donor, photographic evidence, implementation dates etc.)
HMIS Support
- The MEAL Officer will be involved in ensuring timely collection, compilation, recording in the HMIS database and transmission of data to Program Coordinator and other relevant stakeholders for analysis and action.
- Actively follow-up health facilities to ensure that data is received on time, having been verified by the relevant coordinators for accuracy and quality and will raise queries with regards to any obvious gaps or anomalies.
- Review and ensure proper data entry at all levels of the health programme and will ensure that each unit has clearly maintained documentation of health data in hard copy registers and reports.
- Prepare statistical reports and graphic presentations of information for internal and external reports in a timely manner
- Send out weekly surveillance data to WHO and monthly data to UNICEF
- Under the supervision of the Program Manager/Coordinator conduct regular backup of the health data on a reliable media to preserve the institutional records.
- Provide feedback, dissemination and analysis of health information from health facilities in the region as needs arise.
- Ensure adequate supplies of HMIS materials/stationary at all levels and compile procurement requisitions for the HMIS units in Gedo on quarterly basis.
Programme Monitoring and Evaluation
- In line with the M&E Framework and under the guidance of the FPC, ensure that partners have appropriate monitoring and documentation systems in place to gather the information needed in a timely fashion.
- Support the PM & FPC to review and assess programme progress.
- Support the PM and programme team to complete the Annual Programme Review process ensuring that the review provides clear evidence of progress and challenges and that it meets internal and external reporting requirements.
Capacity Building
- Identify training needs and support capacity development in M&E skills, including mentoring as necessary for programme and partner staff.
- Build capacity of staff through training and support for effective implementation of the M&E systems, including baseline, information gathering, follow up and post implementation monitoring.
- Manages and provides M&E technical assistance in capacity building for Project staff and local partner organizations.
Communication
- Ensure support and assistance is available to partners in line with M&E needs and requests.
- Regular and effective communications are maintained within the programme
- Serve as the primary M&E contact person for Trócaire Somalia
Additional details of exceptional aspects of the job:
- Perform other duties as required by the Country Director.
Essential requirements:
- Masters degree or minimum a Bachelor’s degree on Public Health Health, Development Studies, Monitoring and Evaluation.
- At least 3 years of experience in the monitoring and evaluation of development and humanitariant projects.
- Proven technical skills in data management, M&E and assessment with experience related to monitoring and evaluation of projects with a humanitarian emergency response focus required.
- Additional skills/experience in one or more of the following technical areas: health services delivery; health systems strengthening; child health/nutrition; education, livelihoods, or capacity building.
- Strong understanding of institutional donor rules and regulations for Quality and M&E.
- Knowledge of remote management M&E design and quantitative and qualitative evaluation techniques.
- Ability to develop effective working relationships with project staff and implementing partners at all levels.
- Strong organizational and interpersonal skills.
- Strong oral and written communication skills in English.
- Strong computer skills and a working knowledge of statistical software
