Handicap International started in Somaliland in 1992 by setting up a rehabilitation centre in Hargeisa. HI’s strategy in Somaliland is to advocate for the rights of persons with disabilities (PWDs) and to engage development actors to promote inclusion and participation of PWDs at local and national level. From 2010-2014, HI implemented a Human Rights project entitled “Enhanced participation of Somalis with disability for human rights and democracy in Somaliland and Puntland”. This project strengthened the capacity of 15 Disable People Organizations (DPOs) at grassroots level to empower people with disability to actively promote and advocate for their rights for protection and inclusion. A major outcome of this intervention was the development of a Disability Policy for Somaliland and Puntland. Currently, HI has a small team based in Somaliland: An Acting Field Coordinator, who is also the Inclusive Elections Project Manager, and a Field Administrator. These two positions are supported by office support staff (guards, driver). HI has a field office in Hargeisa and the operation is able to reach all 6 regions of Somaliland. The field office is supervised by the regional office, based in Nairobi, overseen by the regional senior management team including the Operational Coordinator, the Finance and Logistics Coordinator, Human Resources Manager and the Regional Program Director. These staff member conduct regular visits to the field office.

HI is opening the position of Emergency Coordinator in Somaliland in order to respond to the current drought and food crisis.Consequently, malnutrition has increased among infants, children, elderly persons, persons with disabilities, women- especially pregnant and lactating mothers. HI recently approached donors with a proposition of project in Somaliland consisting in: a) conducting a comprehensive needs assessment on the impacts of the drought on vulnerable persons/groups b) intervening in specific emergency response components based on HI’s expertise(e.g. stimulation and physical therapy for children with severe acute malnutrition, psychosocial support etc). Other project proposals are currently in process.

GENERAL MISSION

Under the responsibility of the Regional Program Director (RPD), the emergency coordinator will have the following responsibilities:

  • Humanitarian surveillance and analysis.
  • Definition of the program’s intervention strategies and positioning for emergency response.
  • Preparation and implementation of emergency projects and ensuring their supervision.
  • Establishment of the emergency preparedness procedure.
  • Assistance in writing emergency project proposals and in seeking funding.
  • External representation in relevant emergency clusters.
  • Capacity building of HI teams and partners.

SPECIFICITIES

Security: HI operations in Somalia are conducted in Somaliland where security is overall under control, despite some periodic but rare outbreaks. Most activities are currently implemented with or through local non state actors. Non-Somali staffs are limited in numbers and operate under tight security rules, including movement restrictions. Given the highly volatile insecurity in the area, extending operations to South and Central Somalia is yet to be considered. Accessibility: Most areas are accessible, although some require police escort. Accommodation in Hargeisa: Individual accommodation in a hotel compound

PROFILE

  • Bachelor’s or master’s degree (Political Science, IFAID, etc.) or a degree in project management (Bioforce, etc.)
  • 3 or 4 years of experience for International NGO in emergency contexts
  • 1 or 2 years of professional experience in coordinating humanitarian projects or as a field coordinator
  • Participation in or managing of an operational strategy definition of a project.
  • Experience working in Somali context
  • Knowledge of emergency preparedness and ability to skill-transfer in emergencies.
  • Knowledge of emergency funding donors.
  • Project design and management of multidisciplinary teams.
  • English and French mandatory.
  • IT skills (Microsoft Windows)
  • Capacity to work under pressure and in a context of permanent insecurity.
  • Sense of priorities and of responsibilities, strong organizational capacity.
  • Strong ability to work, rigor, practicality.
  • Autonomy and sense of teamwork
  • Sincere motivation for the humanitarian engagement.

SALARY

  • Starting date : ASAP
  • Length of the contract: 6 months
  • Salary from 2800 € (gross) / month regarding the experience of the candidate
  • Perdiem : to be confirmed
  • Hardship allowance : to be confirmed
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R: 5 days every 3 months
  • Status : position unaccompanied
