Role Purpose:
To contribute to Save the Childrens capacity to meet its drought response and child survival objectives in Somalia, through the provision of quality water and sanitation programmes in emergencies. The role will specifically address coordinating water and sanitation activities, including construction or rehabilitation needs in emergencies through assessment, programme design, management, capacity building and evaluation. The role exists to develop direct emergency water and sanitation programmes and strengthen and provide technical support for Save the Childrens core programme sectors of health, education, child protection and hunger reduction where required.

Qualifications and Experience
Person Specification
- A degree in public health, with experience in WASH engineering and hygiene promotion activities in an NGO context. Ideally some of this experience will have been in an emergency situation. Experience can substitute for qualifications but not vice versa
Essential
- Extensive experience (minimal 5 years) of WASH programme management in humanitarian or fragile state contexts
- Experience in WASH assessments, project design, implementation and evaluation.
- Ability to write clear, well-argued assessment and project reports
- Monitoring and evaluation skills
- Experience of and commitment to working through systems of community participation
- Excellent communication skills
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
- Commitment to SC's Child Protection Policy
- Computer literate (ability to use advanced excel)
- A basic level of written and spoken English and good command over Somali
Desirable
- Experience of and ability to represent SC work in external meetings.
- Experience of community mobilisations, distributions and hygiene promotion
- Ability to work hands on implementation capacity
- The capacity and willingness to be extremely flexible, and accommodating in difficult and sometimes insecure working circumstances.
