Background Information
About AAH-I
AAH, an international organization that works to improve the quality of life of livelihood-challenged communities in Africa by providing technical assistance and support to governments, community-based organizations and local communities. AAH-I provide high-quality community-centred development approaches in conflict and post-conflict settings in Africa, and is a key implementing partner for United Nations High Commission for Refugees (UNHCR) in Somaliland, South Sudan, Uganda, Zambia, Somalia, Djibouti, and Kenya.
About AAH-Somaliland
In the context of Hargeisa Somaliland, UNHCR’s mandate is to provide services to urban-based persons of concern and these include registered refugees and asylum seekers, returnees and IDPs with the hosting community. Many of the PoCs have been in the situation for well over 20 years.The emphasis of this study is on assessing the possibility of an effective Self-Reliance/ livelihood programming for the refugees, asylum seekers, returnees, IDPs and most vulnerable host community from 2017 - 2020 .
Key Objectives
The main objective of the activity is to conduct market survey and review the current livelihoods strategy so as to lay the foundation for the design of effective Self-reliance/livelihoods interventions for the community in Hargeisa, Somaliland.
The Specific objectives of the activity are:-
To establish the supply and demand of goods and services including but not limited to vocational skills and production as well as available opportunities
To assess the current status, opportunities and linkages between PoC and private/public sector within the micro enterprise sector with regard to access to apprenticeships, employment, business start-up and financial services
Review existing labour and market dynamics, including regulatory framework and procedures and document enabling and hindering factors
Review the current livelihoods strategy making the appropriate recommendations to make it relevant and more effective
Identify and document appropriate strategies in addressing sustained livelihoods
Methodology
The consultant(s) is expected to use both quantitative and qualitative methods and adopt participatory survey methodologies involving all stakeholders the Government departments, ministries, Donor agency and NGOs, community members, refugee leaders, refugees, microfinance institutions, local business etc. It is expected that the participatory nature of the survey process will encourage skills transfer to AAH-Somaliland, Hargeisa Project staff, local communities and partners involved in the assessment.
Scope of Work
The consultant in collaboration with AAH-Somaliland staff and UNHCR implementing and operational partners will be expected to undertake the following tasks:
· Develop an inception report including methodology, approaches, data collection tools, a work plan schedule and budget to carry out the assignment to be agreed upon by AAH-Somaliland & UNHCR programs.
· Conduct desk review of project documents including reports, tools and other relevant documents, the range of which shall be agreed upon with AAHI-Somaliland manager.
· Develop data collection tools and synchronizing with the GPS gadgets.
· Working group collaboration meeting with UNHCR, AAH –I, IPs and OPs
· Carry out training of data collectors (supervisors, interviewers, record reviewers) and pre-testing of data collection tools.
· Coordinate and supervise data collection.
· Carry out data analysis and development of survey draft report.
· Identify key informational gaps warranting further quantitative and/or qualitative research in line with AAH-Kenya researchable issues.
· Circulate draft survey report and draft proposed three years livelihood strategy for comments and debriefing workshop with key stakeholders to validate the findings and recommendations respectively
· Submit the final survey report to AAH-Somaliland, Hargeisa (3 bound hard copies for each report, 3 soft copies in CD ROMs and a complete data set and code book).
Competencies and skills of Market Survey consultants
The Consultant(s) must have personal and professional integrity, and be guided by propriety in the conduct of their business. The team members should be experienced professionals who understand market survey and analysis, and are knowledgeable about NGO/humanitarian operations. S/he should have international experience with similar assignments in the region or countries of focus. The Consultant(s) will be selected using established AAH-I procurement protocols, a competitive selection process for team selection, ensuring transparency, impartiality and neutrality. In responding to this TOR, bidders should conduct themselves in a professional and decorum manner, and disclose any of their roles or relationships that may result in the potential conflict of interest in the conduct of the survey and the strategy.
Specific Deliverables
· Market survey Inception Report: This will be required to demonstrate a clear understanding and realistic plan of work for the survey, to check that the survey plan is in agreement with the TOR as well as the expectations of the AAH-Somaliland/Project Management and other stakeholders. The inception report should interpret the key questions from the TOR and explain how methodologies and data collection will be used to answer these. It should also elaborate a reporting plan with identified deliverables, draft data collection tools such as interview guides, the allocation of roles and responsibilities within the survey team, and travel and logistical arrangements. The final survey report should describe the full survey methodology taken and the rationale for the approach making explicit the underlying assumptions, challenges, strengths and weaknesses about the methods and approach of the review.
· Presentation of the initial survey findings with key stakeholders before finalization of the survey report · Submission of market survey Report and livelihoods strategy.
Survey Timeline
The survey is to be delivered by the 30 April 2017.
1) Preparation of Inception Report/ Desk Review (3 days) - Inception Report-Propose Methodology & Tools.
2) Data collectors training, data collection, analysis and reporting (10 days) - Draft report / Findings.
3) Presentation of initial survey findings with key stakeholders, Presentation of initial livelihoods strategy with key stakeholders (1 day) - Power point & brief summary document.
4) Power point & brief summary document, Drafting, review and finalization of the survey Report including recommendations (1 day) - Survey report. A total of 15 days.
The assignment is expected to take a maximum of 15 days effective 15th of April 2017 to 30th April 2017
Submission of Proposals
Interested consultants must include in their application a detailed technical and financial proposal with the following components:-
i. Technical and Multisectoral expert –

- Methodology to be used in undertaking the assignment – inclusive and participatory planning and management

- Profile and capability statement of the Consultant(s) describing the technical capacity and experience including Cash Based Initiatives Background
- Names and Curriculum vitae of key personnel
- Samples of two most recent related works (and/or references for the same)
ii. Financial
- Detailed cost proposal in US$ for the consultancy.

Evaluation and award of Consultancy
AAH-I will evaluate the proposals and award the assignment based on technical and financial feasibility. AAH-I reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder.
