PROGRAM BACKGROUND IMC has been operating in Somalia since 1991, when it arrived in the Somali capital of Mogadishu after the overthrow of President Siad Barre. Since 1993, IMC has worked in south-central Somalia implementing programs that build local capacity while serving the immediate health needs of the most vulnerable. Since early 2012, International Medical Corps has operated two primary health care centers in Mogadishu, providing critical primary healthcare services to a population of primarily internally displaced persons (IDPs). IMC began operating the Beletweyne Hospital inpatient department in March 2013, providing critical inpatient services, to the hospital’s extensive catchment population. In Sool and Sanaag regions of Somaliland, IMC operates targeted supplementary feeding and outpatient therapeutic programs to address persistently high levels of moderate acute and severe acute malnutrition, respectively.
The target areas of this anticipated project are Jowhar and Galkayo South, both of which host extremely vulnerable populations including IDPs, returnees, and local communities with limited access to essential health and nutrition services. IMC is targeting a total of 80,800 direct beneficiaries (60,000 in Galkayo and 20,800 in Jowhar) with health services. IMC is also targeting a total of 13,960 women and children in Galkayo (4,780) and Jowhar (9,180) with nutrition services. This total includes 2,600 cases of SAM among U5s targeted with therapeutic feeding (OTP or SC); 2,600 mothers/caregivers of U5 SAM cases targeted with health/nutrition education; and 8,760 PLW targeted with micronutrient supplementation and individual health/nutrition counseling during ANC visits (90% of ANC target).
JOB SUMMARY The M&E Consultant is primarily responsible for startup of the program by developing relevant monitoring and evaluation tools for the program. Develop timelines and deliverables for common indicators development. The M&E Consultant will work in collaboration with IMC Somalia senior Program team in the field. He/she will make visits to Mogadishu field sites to ensure the highest standards of service delivery during the consultation period.
ESSENTIAL RESPONSIBILITIES - Assist the program team in developing Monitoring and evaluation tools for the program - Develop timelines and deliverables for common indicator development; - Compile and organize common indicator suggestions from IMC management team into a framework that allows for discussion by the country team. - Assist in the development of detailed indicator reference sheets once common indicators have been identified; - Develop guidance (manual, users aids, training materials) for staff regarding the use of common indictors in conjunction with IMC treatment policy; - Analysis the available data and advice the best way forward for the program start up - Work plan based on his/her TOR, specifying the data collection methods to be used, the resources (human, financial, logistical) required, draft data collection instruments and assessment tools, how ethical data collection will be assured and the anticipated timeframe. - Briefing on preliminary findings. - Develop a tool relevant for the end of project assessment during the consultation period. This tool will assist in data analysis for the program activities (data cleaning, analysis, etc.) - Formulate lessons learned, best practices and conclusions based on the outcome of the data analysis in collaboration with the country team at the end of the two months consultation period - Assist the medical team on proper data analysis e.g.; data cleaning and triangulation of quantitative and qualitative data and multi method analysis);
QUALIFICATIONS - Postgraduate degree in economics, community development, public health, social work, or other related field or equivalent experience; - At least five years of proven experience in monitoring and evaluating humanitarian / development projects; - Proven experience in remote monitoring, preferably in the context of health, nutrition and food security and livelihoods programming; - Experience in developing and implementing M&E frameworks, tools and systems, including familiarity with results-based management concepts and the logical framework approach; - Strong background in monitoring and evaluation research in relevant area, including some of the following: indicator selection, needs assessment, quantitative and qualitative data collection methods and tools, statistical analysis in social science; - Sound knowledge of information management tools and procedures; - Prior experience in working with culturally diverse communities. - Excellent computer skills, including Windows, MS Office programs. Knowledge of statistical analysis software will be a plus. - Excellent written and verbal communication skills and able to write quality reports. - Exceptional English comprehension and able to write clearly and professionally
CONDITIONS
• Consultant will be based in Mogadishu should security conditions allow; otherwise the consultant will perform their work from Nairobi, Kenya.
