Background on IMPACT and REACH
REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.
IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote-sensing. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, which allows particularly IMPACT to benefit from ACTED’s operational support on its fields of intervention.
ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Their 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.

Country profile
REACH has been operational in Somalia since 2012, providing information management support to humanitarian actors in a complex environment through assessment capacity, GIS services and support to Cluster IM practices. Projects have included tri-cluster assessments in support of the WASH, Shelter and Education Clusters, support to Food Security response analysis, and development of a Shelter Cluster M&E Framework.
In 2017 and beyond REACH Somalia is looking to expand information support to the humanitarian response in several key areas, including IDP settlement profiling, multi-cluster needs assessment and improved remote data collection. Key strategic aims are to increase geographic and sectoral coverage and to enhance advocacy capacity through strengthened data collection and information targeting, while build relationships and usage by Somali partners, especially local government, NGOs and private sector responders.
Position profile
Under the supervision of the REACH Country Coordinator, ACTED Mogadishu Finance/Admin Officer and the REACH Field Specialist, the REACH Logistics Assistant is responsible for providing Finance, Logistic, Administration and Compliance support to REACH assessments in Somalia; with anticipated travel to field locations as required. In order to ensure internal and external transparency, proper presentation for internal/external audits, follow up of the system and procedures; the Compliance Assistant will follow with direct collaboration of FLAT (Finance, Logistics, Admin and Transparency) to set up a proper and regular follow up of REACH FLAT system and FLAT folders.
The REACH Logistics Assistant shall be responsible for:
Ø Set up a Proper/regular communication with FLAT team in Nairobi, Mogadishu and across REACH and ACTED field offices;
Ø Gather the documents needed for projects FLAT folders: link with base Logistics for the delivery of documents, with base programming for the distribution of documents, and with base finance for the settlement of contracts;
Ø Focal point for REACH finance, logistics and administration, including in-country procurement
Ø Keep the FLAT folders updated, and ensure that information on contracts is shared with FLAT team;
Ø Respect ACTED standard FLAT folder system;
Ø Arranged and duplicate FLAT folders and send to ACTED capital office on regular basis;
Ø Check the consistency between national project’s implementation and administrative documentation;
Ø Ensure that the relevant administrative documentation is completed throughout the implementation of projects;
Ø Prepare requested documentation and reports for the preparation of internal or external audits;
Internal audit (based on Coordination approval)
Ø Audit and assess the FLAT system, procedures and mechanism in ACTED/ REACH Somalia bases monthly;
Ø Make sure ACTED standard FLAT system is implemented in relevant departments in all bases;
Ø Prepare recommendations in the case of irregularities or weaknesses;
Ø Ensure that the recommendations are followed;
Ø Prepare a Monthly Audit/FLAT report to Audit Department/HQ Audit team;
Requirements
- Bachelor Degree in Purchasing Supply Management or Chartered Institute of Purchasing and Supply (CIPS, UK) or higher national diploma in store, logistics management or equivalent.
- At least 2 years relevant experience in procurement and logistics management in INGOs.
- Computer literate and with excellent IT Knowledge.
- Excellent interpersonal skills and demonstrated ability to establish effective work relations at all levels,
- Strong people management and leadership skills;
· Excellent communication skills.
· Demonstrated experience in logistics and or financial administration.
· Ability to manage varied workloads, and deal constructively with stress and working long hours.
· Proven ability to prioritize tasks, meet deadlines and work with limited supervision, pro-active and a good team-player.
· Fluent in Somali language, fluency in written and spoken English an advantage
