Applications are invited from suitably qualified Kenyan and Somali nationals for the following position:

Job Title: Consortium Finance Coordinator

Reports to: EIDACS Programme Manager

Liaises with: Concern CFC, Concern and Consortium Finance Team, Programme Managers of Consortium members, Logs, HR, EU Representative for EIDACS Programme

Job Location: Nairobi with frequent travel to Mogadishu and Baidoa

Contract Details:

Two (2) Years Fixed Term Contract

Job Summary:

The incumbent will contribute to the overall management of EIDACS programme while ensuring that financial management system is effective, financial reports are accurate, properly supported, compliant with donor requirements and submitted in a timely manner to the donor. S/he will be the focal person on financial matters of EIDACS programme for the Consortium and is required to liaise with finance team, programme managers of the consortium members and the donor regularly.

Main Duties & Responsibilities:

· Coordinate the financial aspects of the multi-year, multi-partner program in line with EC requirements.

· Ensure all financial and accounting aspects of project operations are handled properly; strong internal control system is in place, accurate and on time submission of financial reports to the donor.

· Ensure that financial management systems and records for EIDAS programme are effective and robust in order to safeguard the assets and interests of the consortium.

· Liaise with Consortium members and receive cash projection for the period, process fund transfer requests and ensure that partners receive funds required for programme implementation in a timely manner throughout the life of EIDAS programme

· Receive financial reports from Consortium members, review and consolidate them using the format given and ensure that expenditure meet with forecasts for the period and donor requirements. Liaise with consortium members for any changes to be made in the financial reports before submission to the donor

· Closely monitor programme budget Vs expenditure incurred and advice the consortium management and consortium partners on the appropriate action to be taken to address the discrepancies noted.

· Be the focal point for the EIDACS projects budget preparation and budget revisions and occasionally participate in consortium meetings to foster compliance and to address any financial issues noted.

· Ensure that all procurement processes, payments and other financial transactions are in line with EC requirements.

· Organise and engage with auditors required to carry out period expenditure verification as per donor requirement.

· Maintain proper records for the Consortium financial reports

· Work closely with Concern finance team for the production of programme financial reports.

· Mentor and train the EIDACS project staff, consortium members and partner staff on finance and procurement procedures.

· Participate actively and support in budget and subsequent budget revisions of the programme with budget holders as and when required

· Facilitate training sessions on grants management, general accounting, internal controls and administrative systems for EIDACS projects partner agencies.

· Undertake periodic visits to the field in order to support consortium members and put forward recommendations for improvements where appropriate

· Perform any other duties as assigned by the programme Manager or his / her delegate

Job Specification:

Essentials:

· A degree in Commerce, Finance, Accounting or related field

· CPA, ACCA or equivalent Accounting or Finance certification

· At least five (5) years’ experience in financial and grants management in an INGO with at least three (3) years’ experience in a senior position. Must have experience in managing EC funded projects

· Proven financial management skills - excellent project management, accounting and expenditure verification attention to detail

· Good communication and coordination skills

· Advance knowledge and experience of using Excel is MUST

· Excellent ability to work independently with very limited supervision

· Flexible, adaptable and patient

Desirables & Special Skills:

· Ability to organize and prioritize workload, using own initiative when appropriate.

· Good team player, flexible and capable of working with a multinational country team

· Ability to cope with stress; work under pressure often to strict deadlines.

· Ability to motivate and develop skills of others.

· Facilitation and interpersonal skills.

· Analytical and problem solving skills
