SPARK develops higher education and entrepreneurship, so that young ambitious people are empowered to lead their conflict affected society into prosperity. SPARK is a dynamic and growing not-for-profit development organization with 80 staff members which supports young entrepreneurs to start or grow their own businesses. SPARK provides displaced youth with access to higher education in fragile areas. Moreover, SPARK assists post-secondary education institutions to reform their curricula to better meet the needs of the labour markets. Based in Amsterdam, SPARK has offices in among others Abidjan, Amman, Beirut, Belgrade, Bujumbura, Gaziantep, Erbil, Hargeisa, Juba, Kigali, Mitrovica, Monrovia, Ramallah, Sanaa and Tunis.

SPARK is currently looking to fill the position of:

Consultant for Market Study and Value Chain Analysis in the Fishery Sector

SPARK's mission fits seamlessly with the objective of the programme Local Employment in Africa for Development (LEAD). SPARK and its alliance partners have the expertise to promote sustainable economic growth, and the ability to turn the plans into reality. This program supports entrepreneurs with coaching, training and access to finance and markets, with special attention being paid to young women. The programme focuses on economic sectors with growth potential in regions where youth employment is not only necessary, but also possible to achieve improvements on. In addition, entrepreneurship education is promoted among young people and integrated in higher and vocational education. Thus, the alliance creates sustainable youth employment and new opportunities for entrepreneurship in Libya, Tunisia and Somalia, with reduced economic irregular migration and radicalization of young people as a result. With this programme of EUR 7.5 million in three years, we will create 4.000 direct and 22.000 indirect permanent jobs for young people in Libya, Somalia and Tunisia, with a minimum of 8.800 for young women.

Objective of the Assignment:

· To carry out market survey and identify potential market opportunities in which people are engaged in or have the potential to be engaged in for job creation within the fisheries sector.

· To carry out Value Chain Analysis (VCA) for identified trade.

· Identify the technical and vocational skills trainings need for potential male and female trainees which need to be addressed for employment opportunities

· To assess and recommend best methodology/practice to provide assistance/support to communities to build their entrepreneurial skills at a technical level.

Outcomes:

This market and value chain research will identify and analyse job creation opportunities in growth sectors with special attention to young women, by assisting existing and new entrepreneurs in these sectors. Another principal output of the market and value chain sector study will be an overview of development options and potential, outlining the main constraints and the emerging opportunities, including environmental challenges.

Key Outputs:

· Identify constraints and best possible solutions needed in identified sector to target new and existing entrepreneurs.

· Mapping the value chain: Identify the main actors and other stakeholders (supporters and influencer) and how are they linked and interact in the value chain; assessing the flow of products, information and financial resources along the value chains – both descriptive and as a value chain map

· Identify which elements of the chain could/should be strengthened for developing strong linkages between production and market actor with an emphasis of the chain that has job creation potential

· Identify potential skills gap in labour market needed to be addressed to support market/value chain

Deliverables:

· Prepare the methodology and develop appropriate tools;

· Carry out the field study

· Conduct bi-weekly progress briefing sessions with Spark team

· Attend a validation meeting with relevant stakeholders after data analysis to present results and receive feedback before preparation of draft report

· Prepare a final report that addresses these terms of reference for the selected value chain and market study. (Annex 1 below provides a guide to the outline of this report for value chain covered).

Skills Required:

· At least 5 years of direct experience working on market surveys, value chain analysis.

· Post graduate level qualification in related subjects (Business administration, economics, development studies, or related)

· Demonstrable experience in conducting market surveys and VCA.

· Excellent communication and facilitation skills.

· Strong analytical and critical thinking skills

· Abreast knowledge of local market trends Excellent oral and written English

Technical Proposal:

The Technical proposal should include but not be limited to the following:

· A detailed work plan including the sequencing of the events/activities;

· Demonstrate a good understanding of value chain analysis methodology including at least two examples of similar work undertaken

· Key personnel together with their qualifications and experience (CV’s);

· An individual or company profile; and

· An itemized and detailed budget, indicating the unit costs for consultancy fees in either USD or Euros.
