Type of Appointment : Short term, six (6) months with possibility of extension under Third Party Contract

Context:

The SSI program in Somalia is primarily a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government, particularly newly formed District Administrations and regional state institutions. The overall objective of the program is to support the political transition of Somalia towards a functioning and stabilized Federal State through activities that promote good governance, consolidation of the federal structure, and a receptive environment to respond to emerging political contingencies.

IOM, under the Somali Stabilization Initiatives (SSI) program also known as Dalbile has been undertaking various rehabilitations and construction works in Somalia and wishes to recruit a local field engineer with adequate building and civil engineering qualifications to work under the overall supervision of the Program Manager – SSI/Dalbile, the direct supervision of the Deputy Program Manager – SSI program, the successful candidate will be responsible for the successful implementation and supervision of the various construction and infrastructure projects in Somalia.

Core Functions / Responsibilities:

The scope of work will include and not limited to:

  1. Bidding and Award of contract:

  2. Facilitate pre-bid conferences including site visit for prospective bidders;

  3. Respond to any technical queries by prospective bidders regarding the scope of the works;

  4. Participate in bid opening as and when required to advise on technical evaluation of the engineers;

  5. Development of Monitoring tools:

  6. Develop standard forms for regular monitoring reports including progress of work, adequacy of materials used, and details of work done along with measurements to show compliance with the BOQ and completion certification;

  7. Services for Supervision (Resident Supervision):

  8. Supervise construction with the best professional and consulting standards to ensure that the building works are executed as per specifications and bills of quantities;

  9. In carrying out the assignment, the site engineer shall undertake the following works:

  10. Issue instructions to the contractor (s) and provide engineering supervision to the execution of works;

  11. Ensure quality control through laboratory tests and other non-destructive tests at the expense of the contractor as may be required;

  12. Make measurements of the work done as basis for facilitating payments to the contractor (s) at agreed stages of construction. Detailed measurements of the works shall however be recorded jointly with the Contractor and get the same verified by the field engineer as duplicate records and shall be attached with the Contractor’s bills;

  13. Provide details of and issue variation orders to the contractor(s) with SSI/Dalbile management’s approval.

  14. Prepare periodical progress reports whose nature and frequency depending on the magnitude of the project and reviewed for submission to management;

  15. Maintain estimates and comparative statements of project costs and submit reports to SSI/Dalbile management promptly;

  16. Facilitate regular site meetings between the Main Contractor and sub-contractors including crisis meetings to resolve issues arising. Minutes to be shared with SSI/Dalbile-SMT for decision making and filing;

  17. Review and produce “As Built” drawings to reflect the actual works executed on ground during implementation. Copies are to be filed at the field and Nairobi level;

  18. Certify that works are executed as per approved design, drawings, standard specifications, technically sanctioned estimate and within the provisions of the contract agreement for issuance of “certificate of practical completion” and eventual payment.

  19. Supervise the contractor in all matters concerning the environment and safety of the works and advise SSI/Dalbile-SMT on any problem arising in the construction work during its execution;

  20. Certify that the construction materials brought to site by the contractor(s) are in accordance with the specifications and are tested as per standard practices;

  21. The reports in respect of receipt and test of materials shall be submitted to IOM;

  22. The engineer shall check systematically the progress of work according to the construction schedule of the agreement and shall submit weekly progress report in the prescribed form to SSI/Dalbile pointing out the progress, planned activities deficiencies and remedial measures;

  23. Certify the contractor’s running payments clearly indicating that the quality as well as quantity of work executed and make recommendations for payment to the contractor;

  24. Maintain records of inspection reports in the prescribed forms at the field office and submit to SSI/Dalbile-SMT as and when required;

  25. Carry out detailed final inspection of the work as well as issuance of completion certificate then recommend to SSI/Dalbile-SMT stating that the work has been completed as per design, drawings, standard specifications and contract agreement;

  26. Prior to the expiry of retention period, the site engineer shall carry out a detailed inspection of the work and submit a snag list report to the contractor(s) as well as SSI/Dalbile-SMT pointing out the defects in the work, if any for rectification before release of the retention amount;

  27. The engineer shall be responsible for getting all such defects rectified from the concerned contractor(s) and final payment of the contractor(s) recommended upon certification of the works;

  28. Provide any additional technical advice to IOM Somalia that will help the successful completion of the project.

Required Qualifications and Experience

Education

  1. Degree in Architecture, Civil and structural Engineering or building engineering and experience in urban development in insecure, or post conflict environments; Advanced University degree in Civil and structural engineering considered an advantage;

  2. Good command of computers: Microsoft Office (Words, Excel, Outlook) and Internet;

  3. Knowledge and experience in CAD based applications such as AutoCAD and/or Archi CAD for review of designs where necessary.

    Experience

  4. Preferable three (3) years of relevant professional experience in Civil and structural Engineering projects;

  5. Previous work experience in the engineering field especially on USAID funded projects is an advantage;

  6. Excellent experience in supervision of construction works with a track records of having undertaken construction or renovation of similar funding scale;

  7. Experience and ability to produce and/or check the drawings including but not limited to site plans, architectural, structural and MEP drawings, cost estimation, BOQ and other layout plans which may be presented by prospective contractor(s);

  8. Experience in working with international organisations, governmental institutions, and/or aid organizations an asset;

  9. Experience in working with government authorities in Somalia including knowledge of building bylaws and building requirements an asset;

  10. Mature individual, able to work independently, under pressure, able to maintain accuracy, paying attention to details, meeting deadlines and working with minimal supervision.

  11. Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously with a team of colleagues;

  12. Effectively applies knowledge of Civil and structural Engineering of relevant theories and practices, and recognizes their application within existing IOM processes;

  13. Anticipates and understands internal and external issues and opportunities that may impact the construction programme landscape of IOM;

  14. Understanding of Construction management framework approach is considered as an asset;

  15. Adapts best Civil and structural Engineering practices to the requirements of IOM to facilitate the achievement of strategic objectives;

  16. Demonstrated ability to maintain integrity in performing responsibilities assigned.

    Languages

    Fluency in English and Somali is required.
