Background and context
As part of the Somali National Malaria Strategic Plan for 2011-2015, behaviour change communication is key to ensure population behaviour change to enable malaria prevention and health seeking behaviour. This includes seeking behaviour change to enable LLIN use, destruction of mosquito breeding sites, and health care seeking behaviour in case malaria is suspected. The malaria program currently delivers behaviour change communication interventions through local NGOs, Ministries of Health and will commence through radio in TV in early 2017. The IEC materials used were recently reviewed and updated, and have been translated into Somali dialects for the various regions/areas in Somaliland/Somalia. These materials include posters, leaflets, banners and flipcharts.
The Somali National Strategic Plan for 2016-2020 is currently being finalized and BCC remains an important component of this plan.
Justification/purpose of assignment
The purpose of this assignment is to review and revise the Malaria Communication Strategy 2013-2016 and update it to 2017-2020.

The SSA will not include other benefits. The consultant has the right to office space in USSC but must provide his/her own materials (e.g. laptop). He/she will have no access to UNICEF transport.
Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays. He/she will not be entitled to the payment of overtime. All remuneration must be within the contract agreement.
The consultant will not be required to travel to Somalia/Somaliland. No international travel is envisaged as the consultant will be locally based.
Consultants will not have supervisory responsibilities or authority on UNICEF budget.

Exit and penalty provision
The organization and UNICEF may agree to reschedule deadlines if unforeseen circumstances arise. In the event that such rescheduling has not been agreed in advance by exchange of letters, and submission of scheduled drafts should not occur within the deadlines indicated within these ToR and the implementation framework, a fine of two percent of the total value of the contract may be deducted. In the event UNICEF are unhappy with the work produced by the organization, they may opt to terminate the contract or mutually agreeable terms. Likewise, if the organization is unhappy with new conditions given by its client it may opt to withdraw on mutually agreeable terms.
