Overview of position:
The Ministry of Women and Human Rights Development (MWHRD) of the Federal Government of Somalia (FGS) was renamed and its mandate broadened in January 2014 to include all human rights. The Ministry's role entails the promotion and support to protection of the rights of all people including the rights of Women, Children and minority groups. The MWHRD retains the responsibility to advocate legislation's and develop appropriate policies to address regional and national gender and Human Rights issues.
In close collaboration with national and international partners, the MWHRD is currently deepening and strengthening its efforts to promote gender equality and equity agenda. In this process the MWHRD will actively engage with other FGS ministries, the Interim Regional Administrations, civil society as well as engage actively in the Peace and State-building Working Groups that supports the implementation of the New Deal Somali Compact. In this process, the MWHRD will be required to provide updated policy expert advice relating to gender and human rights.
Role objectives:
The objective of the post is to strengthen the role and engagement of the MWHRD in overseeing and coordinating the development and implementation of its mandate by providing expert advice on gender (equality and equity), to help the MWHRD implement its mandate.
The International Gender Specialist consultant will be supervised by the Director General of the MWHRD and will work in close consultation and in support of other adviser's and staff of the MWHRD as well as UNDP.
Expected output:
Under the overall supervision of the Director General (DG), and in close coordination and in support of MWHRD staff, the overall duty of the Gender Specialist consultant is to:
- Review key policy and legal frameworks with the view to identify laws and policies in need of revision to comply with UNSCR1325 and CEDAW.
- Prepare and facilitate meetings with key stakeholders, in particular the Ministry of Justice, and also all relevant sector ministries, to support MWHRD dialogue on key legislation in need of revision and propose consultative ways forward in addressing these revisions.
- Propose a prioritized list of key legislation/policies for revision and assist MWHRD develop a realistic work plan and budget for consultation on these revisions.
- Provide legal advice as to key issues to be addressed to follow up on the UPR review, and in dialogue with key stakeholder propose a realistic action plan for addressing the main priorities.
- Provide backstopping and advice on legal issues related to gender to the MWHRD as required.
- Develop tools and mechanisms to mainstream gender in government policies, strategies and operational mechanisms.
- Support key partners in this component to introduce the tools within the government
- Support key partners with development of capacities to master the different tools.
- Developing four-year strategic plan, action plan and M and E plan.
Capacity development:
- Ensure on-the-job training and capacity support to identified MWHRD staff for continuous learning. A specific work plan and specific deliverable's to this end shall be outlined to enhance accountability for this support.
- Report documenting the specific gender policy revisions required, along with suggestions of the scope of work.
- Consultative meetings with key stakeholders completed, way forward agreed to and documented.
- Advice on ongoing key policy issues related to gender allowing the MWHRD to convincingly address and present gender issues from a legal perspective.
Project reporting:
This role reports to the Ministry of Women and Human Rights Development - Director General (DG).
Key competencies:
Qualifications and Competencies:
- A Master’s Degree Gender studies, law, political science or related qualifications.
- At least seven (7) years of professional experience working on gender issues.
- Expert knowledge and understanding of international conventions addressing gender issues.
- Excellent writing and presentation skills, and ability to collate information cogently and concisely.
- Willingness to travel to Mogadishu and potentially to other regions in Somalia.
- A solid understanding of gender issues in Somalia is required.
- Knowledge of the international agenda on gender issues a significant advantage.
- Excellent communication, networking, and facilitation skills is required.
- Ability to work in a multidisciplinary environment.
- Ability to work under tight deadlines.
- Perform other related duties as required.
