BACKGROUND
Centre for Education and Development (CED) is a non-governmental organization established in 1992 in Mogadishu with invaluable support from the local communities. It is duly registered as Non-Governmental Organization in both Kenya and Somalia. CED was established with the aim of advancement of Education, Humanitarian, Resilience and Developmental programs.
CED works with vulnerable communities in order to eradicate illiteracy, insecurity, and injustice and achieve peace through a programming strategy that focuses on peaceful co-existence, reconciliation and conflict resolution. It has adopted a participatory approach in working with communities, to nurture peaceful co-existence; ownership and sustainability of initiated activities. CED Programmes and Projects are planned and implemented to achieve long lasting change in an environment of reduced hostilities. For the last 20 years, CED has benefited 4.2 million vulnerable people in Lower Shabelle, Middle Shabelle, Benadir, Galgaduud, and Mudug affected by conflict and natural disasters.
CED is seeking a dynamic, innovative and self-motivated professional to fill the position of Monitoring, Evaluation, Accountability and Learning (MEAL) Officer.
Position:MEAL Officer
Location: Mogadishu, Somalia

Position Reports To: Program Manager
Languages Required: Fluency written and spoken English; knowledge of Somali and Arabic will be added advantage
Starting Date: (date when the selected candidate is expected to start) 10-Janruary -2017
Duration of Initial Contract: One year with the possibility of extension **
Position Summary
Under the direct supervision of the Program Manager, the MEAL officer will be responsible for designing, developing, implementing and coordination of the CED’s M & E framework & systems. The MEAL Officer will also work closely with the Project Managers, Communication and Reporting lead and the Program team as well. The MEAL Officer will be based in Mogadishu, Somalia with frequent travel to the project sites in Somalia
DUTIES AND RESPONSIBILITIES
Initiate and Coordinate Planning Activities
Assist in the development of CED’s program vision /strategy / plan for Somalia
Develop and maintain a database of projects for the organization with key information and statistics
Create effective advocacy strategies.
Conceptualize, Design and Develop Projects
Coordinate field needs assessment and analyze assessment results in coordination with program personnel
Collate and compile data and statistics by sector, on beneficiaries, project locations and impacts
Work in conjunction with the Program director; Program Manager, Project Managers, Program Officers, and Field Officers and contribute to the development of proposals in new sectors.
Review follow-on projects proposals for the entry point sectors and new sector interventions.
Monitor and Evaluate Projects implementation
1. Develop and strengthen monitoring, evaluation and feedback tools/systems
2. Design and Develop a monitoring, Evaluation, Accountability and Learning approach in support of the projects and overall programs of CED Somalia.
3. Design and development of program/project log frames theories and change and any other accountability M&E frameworks and formats demanded by the donors and ensure CED's commitments to donors and other stakeholders are aligned with organizations internal M&E systems.
4. Participate in regular project reviews and Ensure adherence to donors and CED regulations /rules, including reporting requirements
5. Coordinate with field Project Officers to ensure regular field visits to project sites and data collection.
6. Ensure effective project monitoring. Attend community meetings and visiting the field regularly and Maintain filing systems for projects
7. Monitor the implementation of the work plan and project activities through collection and analyses of qualitative and quantitative date and ensure that they are implemented according to work plans and agreed schedules.
8. Prepare briefing notes for CED management on progress of the work plan and contribute to analyses as to causes behind the differences between planned and actual achievements.
9. Work with external consultants in arranging interviews and field data collection during periodic monitoring and evaluation of the project
10. Leading monitoring and evaluation teams and conducting assessment, design and planning, development of methodology of tools, data analyses, reports writing with constructive recommendations.
11. Serve as a focal point on progress review, monitoring, and evaluations. Prepares concept notes and project proposals.
12. Prepare a monthly, progress reports, quarterly, annual reports, and other report requirements.
13. Collect and analyze baseline data and the production of assessment reports.
14. Filing of project outputs and keeping record and minutes of the meetings.
15. Prepare promotional material on the projects, including pamphlets, newsletters, articles, project factsheets, Brochures and other publications.
16. Ensure projects visibility by developing short write-ups for websites, messages for donors and other social media spaces.
17. Assuring the compilation/documentation of program related information, processes, lessons learned, case studies and success stories of the project.
18. Documenting life success stories from the different actors involved in the projects.
19. Monitor project activities and ensure that they are implemented according to work plans and agreed schedules.
20. Develop periodic assessment and reporting templates and guidelines
21. Develop tools for evaluation and impact assessments of projects.
22. Take lead in undertaking situation and stakeholder analysis, reviews, baseline studies, monitoring and evaluation and impact assessments of CED’ programs and projects.
23. Ensure feedback of MEALS results for decision-making processes in CED at policy, program and projects levels and ensure follow up on all matters, which require decisions and corrective actions.
24. Building the capacity of CED staff in developing, using and maintaining M &E systems by providing technical support, training and guidance, coaching and mentoring for effective program/projects implementation.
25. Assist the program staff to proactively use M&E information.
26. Carry out any other duties as requested by the Line supervisor, Country Director and Executive Director.
Assist inimplementation of New Sectoral interventions
Advice on needs assessments for new situations as required.
Assist in project baseline studies as requested by the Program Managers and help in reviewing draft reports submitted by consultants
Provide technical assistance in project planning, assisting programs in translating operational plan into actions, defining work priorities and performance through participatory mentoring and onsite visits as needed and requested by project coordinator
Budgeting
Participate in identifying sources of funding for new program initiatives to expand donor base
Participate in project budget development and review
Track project burn-rates and provide communication to project coordinators
Others:
Participate in core management team activities
Represent the CED in coordination meetings and any other meetings as requested
Perform other responsibilities as agreed with the immediate supervisor
Providing regular feedback to CED Program Manager, and Executive Director.
Assist in the documentation in project meetings/workshops.
Support in the development of promotional materials, project stories quarterly reports.
Represent the organization in coordination meetings at the field level.
Required Skills and Experience
Education:
1. Masters degree in Statistics, Economics, Population Studies, Development Studies, Monitoring and Evaluation, Project Management or other relevant field.
Experience:
At least 5 Years relevant experience of Monitoring and Evaluation.
Work experience in Human Rights issues, Food Security, Livelihoods, Health & Nutrition, WASH, Education, Community driven development projects and Resilience programs.
Demonstrated experience in developing assessment tools (e.g. questionnaire, focus group discussions).
Competency in the use of statistical packages like Excel, SPSS, STATA, Mutlab and Epi-Info.
Strong understanding of the Logical Framework Analysis (LFA) as well as capacity to develop and analyze problem and make strategic decision.
Demonstrated experience in managing databases, and knowledge in data analyses and interpretation.
Strong ability to work with team and work independently and meet tight deadlines.
Strong interpersonal and communication skills, teamwork, flexibility, innovation and leadership skills.
Previous experience in Somalia is an asset
Experience in the usage of computers and office software packages. Experience in handing web based management systems.
