CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: The Health Program manager will provide overall technical management and coordination support to all health projects in Puntland. This includes support to all health projects (including emergency response) in Karkaar, Bari, Nugal and Mudug regions of Puntland though promoting and disseminating the best practice, documenting achievements and lessons learned of these projects amongst partners and other key players in Puntland S/he will coordinate with Nutrition and WASH sectors for integrated delivery of health, nutrition and WASH interventions. S/he will also be responsible for external representation in Puntland and maintaining regular contact with relevant stakeholders as appropriate. Responsible to organise Health Cluster meetings and to chair the HC meeting in the absence of the Head of Health and Nutrition.

SCOPE OF ROLE:

Hierarchically Reports to: Area Representative – Puntland

Functionally Reports to: Senior Health Technical Specialist(SHTS)- Somalia/Somaliland

Dimensions: Save the Children works in several regions in Somalia/Somaliland with a current staff complement of approximately 450 staff.

Staff directly reporting to this post:

1 Programme Manager and 2 project Mangers, and 1Coordinator

KEY AREAS OF ACCOUNTABILITY:

Providing Technical support to health program staff.

  • In close collaboration with the area representative for Puntland and his/her logistics, HR and finance teams to support all health projects in Puntland. These includes but not limited to providing close technical support, ensuring quality of project implementation, ensuring cross-learning and documentation, sharing lessons with relevant partners, ensuring compliance with health thematic plan and organizational standards, etc.
  • To lead in developing technical research protocols to support analysis of project achievements, constraints and findings.
  • To lead in the coordination and preparation of donor reports and, in liaison with the operations, awards and finance departments, to ensure that these are of high quality, reporting clearly on progress towards the outputs, and thus towards meeting the purpose, of the project as stated in the project proposals
  • To document achievements and learning of the projects on a quarterly basis and share with head of Health and Nutrition and Area Representative for wider dissemination
  • Support and provide evidences for additional support to the health sector in Puntland and to lobby the Puntland authorities to increase their annual budget to the sector.
  • To lead and/or participate in any final evaluation of projects that may be undertaken.
  • To work together with monitoring and learning specialist to document programme learning, ensuring it is fed into organisational advocacy.
  • Work closely with the SHTS to prepare Concept Note and the project proposals within the agreed timeframe.
  • To review all the monthly and quarterly reports and send them to the SHTS for review.
  • To participate in monthly health cluster meetings, document and share key findings with the wider health team, and ensure that Save the Children emergency health response is in line with Health Cluster and MOH priorities. minutes To facilitate the supervision of the health facilities during the visit of the SHTS and to follow up on the recommendations of the SHTS

Financial Management

· Work with health project staff, logistics/finance staff to develop expenditure and procurement plans to guide implementation of approved grants. Support Field teams in implementation of these plans ensuring that donor rules and regulations are abided by.

· Review Budget vs. Actual on a monthly basis with project staff, awards and Finance Team.

· Provide recommendations and interventions to rectify any identified deviations that impact budget adherence to Field Managers, and the Grants Manager.

· Recommend grant and budget revisions in consultation with the Field Manager, AR, Technical Specialist and Grants Manager.

· Advise on budget development for field activities in conjunction with the health staff/partners and Health Specialist and Field Managers.

Coordination and Representation

· Ensure interactive programming with other sectors particularly nutrition, and WASH; and where applicable with protection, education, livelihoods and food security.

· Represent Save the Children to partners, donor agencies, health agencies, including Ministry of Health (MOH), WHO, and INGO’s in Puntland

· Support the Health technical team in Nairobi , Field Managers, Area Representatives as deemed necessary in respect to the coordination of health programmes

QUALIFICATIONS AND EXPERIENCE

PERSON SPECIFICATION

The post holder will be sensitive to the cultural and political environment of Somalia and will have the ability to plan and ensure the implementation of the project, and to manage resources effectively.

Essential

· Health professional with relevant qualification in medicine and Public health. At least 5 years’ experience in similar role with substantial relevant experience in Health program management

· Previous experience in coordinating, implementing and managing complex health programs with INGO’s in developing countries and/or IDPs settings.

· International experience is highly desirable

· Experience in situation analysis, health assessments and program implementation.

· Ability to support and build capacity of staff through performance management.

· Excellent skills in monitoring implementation of Health programme activities.

· Excellent oral and written communication skills.

· Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances.

· Experience in grant management and proposal writing is preferred.

· Excellent computer skills: MS Word, Excel, Power point, Epi-Info/SPSS, Outlook and the internet.

· Ability to multitask; work under pressure, exercise flexibility and adaptability to transition.
