Classification: General Service Staff, Grade G5 (Third Party Contractor)**

Type of Appointment: Short term, six (6) months with possibility of extension under Third Party Contract

Context:

The OTI funded SSI project in Somalia is primarily a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government, particularly newly formed District Administrations and regional state institutions. The overall objective of the program is to support the political transition of Somalia towards a functioning and stabilized Federal State through activities that promote good governance, consolidation of the federal structure, and a receptive environment to respond to emerging political contingencies;

Under the overall supervision of the Field Coordinator and the direct supervision of the Senior Project Advisor in Baidoa, the successful candidate will be responsible for the liaison, planning, coordination, execution, and monitoring of small grants in South West State Administration.

Core Functions / Responsibilities:

  1. Assist the Senior Project Advisor in grant idea development and grant proposal writing and lead in grant implementation and monitoring in accordance with the overall objectives of the SSI Project;

  2. Assist the Senior Project Advisor in community coordination, grant operations and reporting;

  3. Prepare and maintain an updated electronic and hard copy of all grant documents in close coordination with grants team in Mogadishu and in Nairobi support office;

  4. Prepare weekly grants report on the implementation of grants in his/her area of supervision in accordance with the priorities established by the project’s Senior Management team (SMT) in Mogadishu Field support office;

  5. Coordinate community dialogue events (CDEs) where required, media activities and press releases for all grants, in collaboration with SSI Communications Officer in Mogadishu/Nairobi;

  6. Work closely with the logistics, finance, procurement and grants management team to ensure that grants implementation is as planned by ensuring timely procurement and delivery, payments for goods and services for all grants you are responsible for. To do this effectively organize routine planning and follow up meetings with the above team;

  7. Represent the SSI Project in the district level in various forums and inter-agency gatherings convened to discuss coordinated responses to recovery and transition initiatives in the region in coordination with the Senior Program Advisor and the Field Coordination Officer;

  8. In coordination with the M&E officer in Mogadishu monitor and collect all M&E data through the grant cycle and submit in timely manner to the M&E officer in Mogadishu;

  9. Assist the Monitoring & Evaluation and Communication unit to collect grant-related information for weekly reporting purposes;

  10. Assist in implementation of mid line (and end line) surveys for the SSI project including data collection and analysis process;

  11. Assist during training and workshops to help all SSI staff understand the information and monitoring system and their responsibilities within the system;

  12. Assist in developing communication products e.g. short videos, documentaries, success stories, snapshots, for the Program;

  13. Assist in discerning lessons learned and documenting obstacles/challenges and resulting mitigating measures;

  14. Assist in grant activity closure process.

    Required Qualifications and Experience

    Education

  15. University degree in International Relations, Law, Political/Social Science or a related field;

  16. A demonstrated record of field-based project management experience in positions of increasing responsibility; preferably in Somalia;

  17. Thorough knowledge of United States Agency for International Development (USAID) programming and standard requirements, specifically with Stabilization project in Somalia is an asset.

Experience

  • Five years’ international professional experience, a majority of which will have been in Emergency and Post-crises settings preferably in Somalia, with at least three years’ experience in community-based and/or peace-building projects;

  • Thorough knowledge and demonstrated capacity to understand and analyze the national, regional, and local political context, government structures and current in Somalia;

  • Excellent communication and writing skills; ability to analyse complex problems and identify and convey clear, rapid, solutions;

  • Effective resource management skills; ability to work with a large pool of staff in a dynamic, operational program environment; ability to develop and maintain budgetary discipline across a wide range of grant activities;

  • Willingness to uphold and enforce professional standards of conduct, in accordance with relevant donor requirements;

  • Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint, Publisher, and SharePoint.

Languages

Fluency in English and Somali is required.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable. Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
