Context:
Under the overall supervision of the Disarmament, Demobilization and Reintegration (DDR) Coordinator, and the direct supervision of the DDR Field Officer, the National Strategic Communications Officer will be responsible and accountable for the overall StratComms activities across the DDR Unit. The successful candidate will be required to ensure the timely and effective delivery of all programmes in the unit against the performance set out in the Strategic Communications Plan (StratComms Plan).
The overall objective of the DDR Unit in Somalia is to contribute towards longer-term stabilization efforts through the rehabilitation and reintegration of potentially destabilizing population segments. Additionally, IOM’s engagement in community reconciliation and resilience activities is to support the socio-economic reintegration of youth at risk through offering of alternative livelihood opportunities in their transition towards a productive civilian life and in order to Counter Violent Extremism (CVE).
The position will be situated at the IOM Somalia Head Office in Mogadishu (MIA), with regular travel to DDR Unit programme sites throughout Somalia.
Core Functions / Responsibilities:
- In coordination with the DDR Coordinator, and the DDR Field Officer, develop and maintain the Unit’s Strat Comms Plan, including practical tools, which add to DDR strategic and operational plans.
- Increase partner/government/community information about DDR and CVE activities, and promote the transparency of the Unit’s activities.
- Establish DDR/CVE Communications training programmes for IOM staff, Somali Government officials, local government and other partners, including methodologies of trust-building in media, event planning, among others.
- Mentor, coach and guide the IOM communications, M&E, programme and management team on improved reporting and presentation of programme impact.
- Ensure programme successes are appropriately promoted among Somali government, private sector and civil society.
- Under guidance from the DDR Coordinator and DDR Field Officer, act as the Unit’s focal point for the IOM/MIDA Strategic Communications expert placed in the Ministry of Information (MoI).
- Under guidance from the DDR Coordinator and DDR Field Officer, act as the Unit’s focal point, and monitor and support the development of strategic communications products in coordination with the Ministry of National Security, MoI, UNSOM, and the AMISOM Information Support Team.
- Under guidance from the DDR Coordinator and DDR Field Officer, act as the Unit’s focal point, and monitor and report on the production of radio dramas and debates on DDR/CVE.
- Provide input on all communication and advocacy related activities of the DDR Unit within the various results frameworks.
- Perform any other duties assigned.
Required Qualifications and Experience
Education
The incumbent is expected to demonstrate the following qualification and experience:
Bachelor’s degree / Master’s degree or higher from an accredited academic institution, preferably in journalism, political science, international affairs or other related social sciences field.
Experience
Two years of relevant professional experience (or four years of experience for candidates holding a first level university degree) in media or communications.
Minimum of Experience in media and communications in Somalia required.
Technical writing skills and advanced knowledge of Microsoft Office with proven proficiency in Access, Excel and PowerPoint.
Sensitivity in working with vulnerable populations and experience of handling confidential information.
Excellent operational, organizational and communication skills and the ability to work harmoniously with other colleagues from diverse backgrounds.
Experience of building relationships with a wide range of colleagues and partners.
Proven ability to manage competing priorities under pressure, meeting deadlines and work with minimum supervision. - Required Languages – Fluency in written and spoken English and Somali
