BACKGROUND
Danish Deming Group (DDG) is a department under Danish Refugee Council (DRC). Danish Demining Group’s (DDG) mandate is to recreate a safe environment where people are free from the threat of landmines, explosive remnants of war and small arms and light weapons. DDG has operated in Somaliland since 1999 and in South Central Somalia since 2007 clearing mines and other explosive remnants of war. The organization now implements an armed violence reduction (AVR) programme which includes the following types of activities: participatory community and district-level safety projects, community driven development, conflict prevention and management, community-police relationship building, mine risk education, explosive ordnance disposal, firearms safety education, physical security and stockpile management of firearms, and support to the review of policy and legislation on small arms and light weapons.
PURPOSE
The Armed Violence Reduction Manager (AVR) is responsible for the content and quality of Armed Violence Reduction programming and its implementation in DDG working locations – Somaliland and Somalia.
RESPONSIBILITIES
The Armed Violence Reduction programming will primarily include community safety activities at district and community level, which include conflict resolution, community-police dialogue, community safety planning and firearms and explosives risk education, in addition to other components. Additionally the AVR Manager supports the implementation of policy-level projects in areas such as Small Arms and Light Weapons, policing and justice.
The AVR Manager works in co-ordination with the Head of Programmes (HoP), Project Managers (PM) and Team Leaders (TL), as well as Base Operations Managers (BoM). He/she reports to the HoP. He/she is also required to liaise and coordinate with staff from the wider Horn of Africa and Yemen region, the DDG Regional Director, regional M&E Adviser and staff from Danish Refugee Council during joint projects. The AVR Manager will perform the following in support of the country programme:
Management
- Mentor, monitor, advise and supervise national programme staff in the assigned sections, ensuring that they carry out their duties and responsibilities in accordance with their job descriptions, community safety operational guidelines and as tasked.
- Ensure that all activities within the assigned sections are coordinated and complementary to each other and all other DDG Somalia sections and other relevant programming including Danish Refugee Council and external partners.
- Make regular field visits to monitor and advise the national staff in programme delivery.
- Maintain working relationships with DDG’s other AVR programmes and the wider Horn of Africa region to exchange experience and ideas.
Programme development
- Assist in the on-going development of the Community Safety Programme and other AVR components country wide, strengthening links and data and lessons learned;
o Contribute to the review of manuals, develop and implement new aspects into programming.
o Contribute to the development of new education tools and materials.
o Contribute to the development and implementation of monitoring and evaluation tools.
- Ensure the staff are well trained and have the relevant skills and capacity to deliver the programme efficiently and effectively.
o Develop and implement trainings for the staff.
- Assist in the implementation and development of other interventions in Somalia/Somaliland in particular policy level interventions including the Small Arms and Light Weapons Programme, DDG’s support to Security and Justice Sector Reform (including Police Accountability).
- Liaise with and consult government and partners in Somalia/ Somaliland in the development of new programmatic areas.
Finance and administration
- Responsible for budget monitoring, financial management and expenses control including compliance with minimum DRC/DDG and donor requirements and ensuring that the necessary systems are in place.
Safety
- Support security management in areas of responsibility, contributing to risk analysis and ensuring that staff safety considerations are taken into account during programme design
Reporting
- Assist the senior national staff in the timely and quality compilation of all internal reports required in their specific sections.
- Draft monthly field reports.
- Support the HoP to prepare annual reports to the host government, reports to donors and to DDG Head Office as requested.
- Draft and participate in concept notes and proposals.
Representation/Liaison
- Act as representative for the DDG programme in Somalia/Somaliland towards government authorities, donors, partners, UN agencies and international and local NGOs and various local co-ordination forums.
Fundraising
- Contribute to proposal writing, including development of budgets and support to the Country and Deputy Country Director in applying for funding and broadening DDG Somalia’s funding base.
Accountability
- Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of DDG’s activities.
QUALIFICATIONS
- University degree in Social Sciences, Management, Law, International Development, International Relations or other relevant subject.
- Minimum of 3 years working experience at an international level with humanitarian international NGOs or operational UN agencies
- Minimum of 2 year field experience in conflict affected areas in project management, preferably in Africa in general or Horn of Africa in particular
- Proven experience in project management, including planning and project development, budget management, reporting, staff management and monitoring and evaluation
- Preferably experience in the areas of conflict resolution, security governance and/or community based programming
- Fluency in written and spoken English
- High degree of computer literacy
Personal competencies
- Leadership skills, including ability to build and motivate a team and willingness to deal with conflicts constructively
- Political and cultural sensitivity, including ability to adapt well to local cultures. Please note Puntland and Somaliland are conservative Muslim societies.
- Proven ability to function well in an unstable and restricted environment
- Strong liaison, education and communication skills (oral and written)

CONDITIONS:
Availability: 2017
Reporting: This position reports to the DDG Head of Programme
Duty Station: Somalia/Somaliland with frequent travel – actual locations TBC as dependent on funding. This is a ‘non-family duty station’ and the person must be prepared to live and work in an isolated and unstable security environment with limited recreational and social facilities. Accommodation is provided.
Contract: TBC as dependent on funding - 12 months. Salary and conditions in accordance with Danish Refugee Council’s Terms of Employment for Expatriates, please refer to www.drc.dk under Vacancies. This position is placed at salary category A14. The position offers an R&R benefit, in addition to standard annual leave and holiday benefits. The position is subject to funding. For qualified National staff the terms of employment will be in accordance with DRC terms for National staff
