Background: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster-affected communities. The IRC has been operational in South Central (Mudug, Galgaduud, Banadir and Nugaal) regions of Somalia, implementing interventions in the areas of Livelihood, WASH and Health, GBV, Governance and Rights reaching out to more than 200,000 conflict and drought-affected population in these regions.

SCOPE OF WORK:

IRC received funding from USAID to implement program focused on conflict management and mitigation, and community peacebuilding and reconciliation work. The overall objective of this program is to: Make significant strides in the overall goal of conflict mitigation, peace, and reconciliation through the implementation of people-to-people activities in targeted communities in south central Somalia.

The Program Manager (PM) will oversee and guide all program activities implemented by IRC and partner organization. S/he will serve as the primary point of contact to the staff, partner organization, Government authorities at national and local levels, and other external parties. S/he must effectively manage relationships with IRC and partner staff to establish and oversee all program activities. A key component of this program is sustainability, thus the PM is responsible for ensuring effective capacity building and skills transfer to local partners and staff.

Minimum Requirements:

  • Minimum Bachelor Degree in Development Studies, International Relations or related field required.
  • At least 3 years of relevant management, supervisory, and technical experience working with programs related to community-based peacebuilding, governance or conflict mitigation.
  • Experience working in complex projects in Somalia similar environments required.
  • Proven experience coordinating with humanitarian actors in emergency contexts
  • Minimum 3 years managing significant USG-funded programs required; Knowledge of key USG regulations including, but not limited to: USAID 22 CFR and Part 226 Administration of Assistance Awards to U.S. Non-Governmental Organizations, 22 CFR Part 145 Grants and Agreements with Non-Profits, OMB Circulars A-122, Cost principles for non-profit organizations and A-133 Audit of states, local governments, and non-profits preferred.
  • Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams.
  • Experience in building and maintaining institutional linkages required. Public relations skills required.
  • Flexibility to work both in a team and independently.
  • Cultural sensitivity, patience and flexibility.
  • Demonstrated personal accountability and driven to serve others.
  • Experience with community-based participatory methods.
  • Proficiency in Microsoft Office suite, including Word, Excel and Outlook required.

Language Requirement:

  • Excellent English language oral and written communication skills required; Knowledge of Somali desired.
