Context:
Under the overall supervision of the Disarmament, Demobilization and Reintegration (DDR) Coordinator, and the direct supervision of the DDR Field Officer, the National Outreach Officer will be responsible and accountable for all of the outreach activities across the DDR Unit. The successful candidate will be required to ensure the timely and effective delivery of all programmes in the unit against the performance set out in the Outreach Plan.
The overall objective of the DDR Unit in Somalia is to contribute towards longer-term stabilization efforts through the rehabilitation and reintegration of potentially destabilising population segments. Additionally, IOM’s engagement in community reconciliation and resilience activities is to support the socio-economic reintegration of youth at risk through offering of alternative livelihood opportunities in their transition towards a productive civilian life and in order to Counter Violent Extremism (CVE). Furthermore, IOM aims to facilitate social reconciliation of the disengaged fighters through community-based trauma healing and sports and art events, and community dialog sessions for CVE and subsequent small grants projects.
The position will be situated at the IOM Somalia Head Office in Mogadishu (MIA), with regular travel to DDR Unit programme sites throughout Somalia.
Core Functions / Responsibilities:

  1. In coordination with the DDR Coordinator, and the DDR Field Officer, develop and maintain the Unit’s Outreach Plan, including practical tools, which add to DDR strategic and operational plans.
  2. Increase partner/government/community information about DDR and CVE activities, and promote the transparency of the Unit’s activities.
  3. Under guidance from the DDR Coordinator and DDR Field Officer, coordinate, monitor, and report on intra- and inter-community dialogue involving disengaged combatants and their communities at the IOM-run transition centres in Baidoa and Kismayo.
  4. Under guidance from the DDR Coordinator and DDR Field Officer, engage a selection of prominent local figures (political and business) and religious leaders from Mogadishu to provide teachings aimed at de-radicalizing the disengaged combatants through a series of secular and rights based topics.
  5. Under guidance from the DDR Coordinator and DDR Field Officer, coordinate the development of a comprehensive, customizable de-radicalization curriculum focusing on promoting universal values of tolerance, peace and acceptance through context specific and culturally appropriate themes and expand it into a program, called “barashada wadaniyad” (Patriotism and Nationalism) that teaches about living a respectful life at the IOM-run transition centres in Baidoa and Kismayo.
  6. Under guidance from the DDR Coordinator and DDR Field Officer, coordinate, monitor and report on workshops and events on arts, sports and culture for the disengaged combatants at the IOM-run transition centres in Baidoa and Kismayo.
  7. Under guidance from the DDR Coordinator and DDR Field Officer, coordinate, monitor and report on sports and cultural events and tournaments outside of the transition centres, involving the communities and disengaged combatants in Baidoa and Kismayo.
  8. Under guidance from the DDR Coordinator and DDR Field Officer, coordinate, monitor and report on NGO run community dialog sessions for CVE.
  9. Under guidance from the DDR Coordinator and DDR Field Officer, coordinate, monitor and report on NGO run small grants projects for CVE.
  10. Provide input on all outreach and advocacy related activities of the DDR Unit within the various results frameworks.
  11. Perform any other duties assigned. Required Qualifications and Experience
    Education
    The incumbent is expected to demonstrate the following qualification and experience:
     Bachelor’s degree or Master’s degree or higher from an accredited academic institution, preferably in journalism, political science, international affairs or other related social sciences field.
    Skills in statistical applications and other software packages is an advantage
    Experience
    Two years of relevant professional experience (or four years of experience for candidates holding a first level university degree) in outreach, operations or communications.
     Experience in outreach, operations and communications in Somalia required
     Technical writing skills and advanced knowledge of Microsoft Office with proven proficiency in Access, Excel and PowerPoint.
     Sensitivity in working with vulnerable populations and experience of handling confidential information.
     Excellent operational, organizational and communication skills and the ability to work harmoniously with other colleagues from diverse backgrounds
     Experience of building relationships with a wide range of colleagues and partners
     Proven ability to manage competing priorities under pressure, meeting deadlines and work with minimum supervision
    Required Languages – Fluency in written and spoken English and Somali
