Context:
IOM supports the Federal Government of Somalia in its efforts to assist with the transitioning and reintegration of youth at risk. Assistance is focussed toward capacity building initiatives for government ministries, the establishment of transition centres and programming to assist with the return and reintegration of youth at risk.
Under the direct supervision of the Project Assistant, the Centre Manager will act as a key support agent to the Juba Authorities, the Programme Coordinator and Project Manager on the National Programme for the Treatment and Handling of Disengaging Combatants.
Core Functions / Responsibilities:
- Support the establishment and running of a transition centre in Kismayo. Assist in monitoring of rehabilitation/reconstruction work for the establishment of the centre and assist in coordinating the day to day organization of the centre including security, case feeding, and staff training
- In consultation with the Project Assistant provide administrative support to the centre including financial oversight of all disbursements and other administrative undertakings of the center
- Assist the Project Assistant in monitoring and reporting on the day to day running and activities of the transition center
- Assist with registration and socioeconomic profiling of transitioning center clients.
- Supervise all administrative support staff at the center, including the security guards, cleaning staff, and caterers, and report all incidences to the Project Assistant and other concerned parties
- Participate in the development and assist with the coordination of training activities designed to assist with the transitioning of youth at risk to alternative livelihoods.
- In close consultation with the Project Manager and the Project Assistant promote human rights standards and norms, traditional dispute resolution, and viable return and reintegration initiatives following transitioning initiatives. 8. Monitor budget expenditures with regard to clients support to the transition center. 9. Monitor / report to client’s management any security incidents and abide by security regulations. 10. Perform any other duties assigned by the Project Manager or Project Assistant in consultation and coordination with the district authorities
- Required Qualifications and Experience
- Education
- High School Diploma/Certificate or Bachelor’s degree in social sciences, business administration or development studies.
- Computer literate in MS office applications – Word, Excel, Outlook and Database applications.

Minimum of High School Diploma with 5 years’ experience or Bachelor Degree with minimum 3 years of experience - working with either the public sector or non-government sector- Previous experience working with youth at risk and or the return and reintegration at risk groups a considerable advantage.
- Previous experience managing a large, multi-faceted programme.
- Experience of working in the Juba regions also a distinct advantage.
- Ability to work effectively and harmoniously with colleagues from different cultures and professional backgrounds
