DIAL is a non-governmental organization that has grown from a small grass root organization to a vibrant organization over the past decade. The organization works in the Horn of Africa especially in Somalia implementing projects in Nutrition, Health, Water, Sanitation and Hygiene (WASH), Food Security and Conflict resolution.

Since inception, the organization has been carrying out various projects to address the humanitarian challenges faced by the local communities in South, Central and Puntland regions of Somalia. The organization has offices in various locations in Somalia and in Nairobi and receives funding from various donors. DIAL seeks to fill the position of Health Supervisor for a new donor funded Integrated WASH, Health and Nutrition project in Kismayo, Lower Juba in Somalia.
Position Description
Under the supervision of the Health and Nutrition Program Coordinator, the Health Supervisor will be responsible for all health activities in the MCH/OPD center in Kismayo.
Responsibilities
• The Health Supervisor is deputy to the Health and Nutrition Programs Coordinator in command and therefore assumes the responsibility in the absence of the Health and Nutrition Programs Coordinator.
• He/she will ensure that the global objectives of primary health are achieved through the MCH and with integration to the nutrition program and other DIAL programs in the area.
• He/she is responsible to ensure that communities in the catchment area are enabled to increase control over and improve their own health.
• He/she is responsible for direct supervision of the health team at the MCH as well as the Nutrition Supervisor.
• The Health Supervisor in addition to the administration supervision of the health programs is responsible to review under five year olds who come to the MCH and refer any major cases to the medical doctor for consultation.
• Supervise and support health teams
o Evaluation of the performance and skill level of program staffs and ensure Development of the skills of DIAL teams in Nutrition/Health.
o Ensure that the field team has the proper understanding of the program and strategy so that they can implement the activities in accordance with the plans.
o To support and monitor the programs through analysis of the monthly reports and other situations
• Work together with the Nutrition Supervisor to plan and ensure mass screening of beneficiaries is done at community level prior to the initiation of the nutrition program as well as any other time when need arises
• Ensure the implementation of the EPI program through the MCHs and the nutrition sites
• Work with other health teams to design health messages for the MCH and nutrition beneficiaries.
• Ensure that accurate requests and records of drugs consumption are kept and the logistics office is advised of stock balances in a timely manner (to avoid stock-outs)
• Including, but not limited to: Compiles weekly and monthly reports and ensuring timely submission of such written reports (in English) to the Health and Nutrition Manager and the Project Coordinator.
• Ensure proper analysis of the month and the performance of programs.
• Work closely with the Nutrition Nurses, Nutrition Supervisor and the Programs Coordinator to generate and compile the monthly narrative report.
• Under the responsibility of the Programs Coordinator and the Health and Nutrition Coordinator, identifies key areas of improvement to the health and IYCF activities to improve the programs.
• Any other duties as directed by Nutrition Coordinator or Programs Director.
Requirements
- Health practitioner with emergency nutrition experience, Nurse or Nutritionist.
- Experience in relief and development field is compulsory.
- 3-5 years field experience in implementing and managing emergency nutrition programs.
- Expertise in trainings and use of integrated management of acute malnutrition (IMAM) guidelines and SMART is required.
- Experience in technical advocacy/collaboration with various departments.
- Ability to have a sound understanding of the Nutrition programs with vision of integrating different aspects.
- Computer proficiency in word processing, database, spread sheet and graphics presentations.
- Fluent in English; Fluency in Somali is a strong advantage.
- Ability to work in a highly sensitive environment needed.
- Diplomacy and negotiation skills.
