Background

The Office of the Deputy Prime Minister is responsible for directing the day to day government businesses, overseeing the Cabinet/Parliamentarian Affairs, Inter-Ministerial policy and strategic planning, coordination, streamlining government institutions, Somali Development and Reconstruction Facility (SDRF), government reforms, monitoring and evaluating government policies and programs. In addition, the Deputy Prime Minister is the acting Prime Minister in the absence of the Prime Minister and oversees special assignments as directed by the Prime Minister.

The National Development Plan (draft) identifies improving the position of youth in society as one of the prime development objectives to be realized in the coming three years. This requires a solid approach and strong coordination between the various government institutions, both on federal and on state level.

The Office of the Deputy Prime Minister therefor has established the Youth Policy Advisory function

Position Objectives:

The objective of the advisory position is: to ensure that the objectives for improving the position of youth in society as per National Development Plan are realized. The Advisor will provide a process to synthesize existing and evolving youth programs.

Key deliverables:

The key deliverables of the advisory position are to ensure that:

  • a solid governmental youth policy is developed,
  • the coordination between the government institutions is organized,
  • the coordination with the international partners is ensured, and
  • that regular progress reviews are implemented to – if need be – adapt the policy.

Roles and Responsibilities:

The specific roles and responsibilities of the advisory position are:

Ø Advisory functions at Office of the Prime Minister:

  • Serves as Technical Advisor to the Deputy Prime Minister on issues relating to youth empowerment and development;
  • Serves as the Focal Point for the development and coordination of youth policy for Office of the Prime Minister;
  • Provides technical advice on issues relating to cabinet committees and coordination on youth;
  • Writes notes, papers, reports as required.

Ø Coordination Functions:

  • Ensures an appropriate coordination mechanism is functioning across government institutions, in close cooperation with the Ministry of Youth and Sports and other relevant ministries;
  • Ensure an appropriate coordination mechanism is functioning with the development partners - in line with the National Development Plan Working Groups.

Ø Youth policy development and implementation:

  • Provides leadership in the development of Government Youth policy arrangements;
  • Provides leadership and support for coordination on youth programs;
  • Ensures oversight for development of youth programing;
  • Ensures oversight and implementation control (M&E) for youth programs;
  • Ensures regular progress reporting;
  • Ensures lessons learned from policy implementation are translated into policy recommendations.

  • Reporting & Working Relationships

  • Accountable to the Deputy Prime Minister.

  • Close working relationships with the Deputy Prime Minister, the Chief of Staff, Advisers including members of the Office of the Prime Minister and Line Ministers.

  • Liaises with other government institutions, Cabinet Ministers and Departments/Units within the Deputy Minister’s portfolio, external agencies, organizations and government stakeholders.**Required Education and Experience:**

  • University Degree in development studies, management, social studies or other relevant subject matter from a recognized university.

  • Required experience:

  • Minimum 7 years of professional experience in public sector

  • Minimum of 3 years of experience in management and coordination in public institutions, in combination with a relevant master degree

  • Minimum of 5 years of experience in management and coordination in public institutions, in combination with a relevant bachelor degree.

Professional expertise:

  • Demonstrated experience working on Youth issues;
  • Demonstrated experience working on public sector coordination arrangements;
  • Demonstrated experience in working with international development partners;
  • Demonstrated experience working on policy development;
  • Demonstrated high level policy exchange
  • Demonstrated experience working on program development, M&E, and associated reporting;
  • Demonstrated experience to manage and coordinate conferences, meeting series, workshops, etc.;
  • Work in highly sensitive political environment;
  • Ready to work in government offices with volatile security arrangements.

Ø Other skills:

  • Attention to details and effective communicator;
  • Interpersonal skills;
  • Able to handle high work pressure and constantly changing environment ;
  • High level of computer literacy using the Microsoft Office suite of products;
  • Fluency in English and Somali;
  • Fluency in Arabic is an added advantage.
