1. INTRODUCTION
CARE is an International NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.
In 2013, CARE and its consortium partner, ADRA, secured funds from DFID to implement The Somali Girls Education Promotion Project (SOMGEP) - Kobcinta Waxbarashada Gabdhaha in Somaliland, Puntland and Galmudug for 4 years. SOMGEP is an innovative project whose strategic goal is to increase the number of girls in rural areas of Somaliland to access, receive and complete quality primary and secondary education.
2.BACKGROUND
The project aims to improve access to education, learning outcomes, quality of education and retention of girls from some of the poorest, most vulnerable and marginalized households in remote and rural areas of Somaliland, Puntland and Galmudug.
Specifically, the project aims to support the improvement of quality of education in 170 target primary and Secondary schools. In view of the above, SOMGEP consortium partners intend to support the MOE and Teacher Training Institutes to improve the numeracy skills achievement for leaners in target schools.
The project evaluation reveals that learners are achieving reading competency at the expected grade levels. However, the same is not the case for the numeracy skills and improving classroom instruction is suggested for the math teachers as a measure to improve learner’s acquisition of numeracy skills at the expected grade level.
3.OBJECTIVES OF THIS ASSIGNMENT
The project seeks an expert mathematics subject specialist/teachers tutor to lead various interventions aimed at improving participatory numeracy instructions be conducted for teachers that teach mathematic class for grade 1 to 5. Some of the suggested activities include:
· A review of the current mathematics teachers training modules used in 3 teacher training institutions working closely with the SOMGEP project.
· Refresher training for mathematics teachers in SOMGEP target schools child centered teaching approaches.
· Development of a revised teacher training module that can be used for both short period training of teachers and long term in-service/pre-service teachers training.
4.Time Frame
This consultant will be engaged for 3 months between August and November 2016.
5.Expected outputs
· A desk review of the Mathematics curriculum used for the teacher training in three zones.
· Development of a participatory teachers training module/guide for in-service and preservice teachers training in mathematics classroom instruction in English and Somali Languages
· Development of teachers guide for teaching mathematics in Grades 1 to 5 in three zones with suggested teaching aids/sets for all topics in English and Somali Languages.
· Training of a number of Trainers of Trainers (consisting of MOE officials, teacher tutors and project teams) to deliver trainings for Grade 1 to 5 Mathematic teachers in all three zones.
· Training report for TOT trainings

Essential
· Post graduate degree in education from a recognized institution of higher learning.
· Extensive experience in teacher training especially in mathematics teaching methods and subject content
· Knowledge and understanding of education management systems.
· Proficiency in computer skills.
· Understanding of education in a developing post-conflict country.
· Excellent facilitation and report writing skills in English language.
· Extensive experience of delivering training workshops.
· Familiarity with the Somali context and education sector in particular.
Desirable:
· Experience of working in a politically insecure environment.
· Familiarity with donor funded Education programmes in Somalia.
· Familiarity with previous work of similar nature will be an added advantage.
